GEORGETOWN, TEXAS, AMENDING EXHIBIT ONE - THE FUTURE
URBAN AREA AND INTENSITY MAP, AND THE TRANSPORTATION
ELEMENT OF THE CENTURY PLAN - DEVELOPMENT PLAN PASSED
AND ADOPTED ON THE 13TH DAY OF MARCH 1990, FOR A 5,314
ACRE TRACT IN THE L. DYCHES, F. FOY, B. EAVES, W. ROBERTS,
M. LEWIS, R. JENKINS, L. RUSSELL, A. SHORT, G. THOMPSON,
W. WILKINSON AND D. MONROE SURVEYS, KNOWN AS SUN CITY
GEORGETOWN AND DESCRIBED IN EXHIBIT A AND EXHIBIT B OF
THIS ORDINANCE; REPEALING CONFLICTING ORDINANCES AND
RESOLUTIONS; INCLUDING A SEVERABILITY CLAUSE; AND
ESTABLISHING AN EFFECTIVE DATE.
WHEREAS, the City Charter of the City of Georgetown was amended by vote of the
people in April 1986 such that comprehensive planning was established as a continuous and
ongoing governmental function; and
WHEREAS, the City Council did, on March 8, 1988, adopt by Ordinance Number
880097 the Georgetown Century Plan - Policy Plan as the Comprehensive Plan for the City
pursuant to Section 1.08 of the City Charter; and
WHEREAS, the City Council did, on March 13, 1990, adopt by Ordinance Number
900149 the Georgetown Century Plan - Development Plan as the Land Intensity, Transportation,
and Utilities functional plan elements pursuant to Section 1.08 of the City Charter; and
WHEREAS, the Century Plan Development Plan contains the Intensity Map designed to
assign development intensities throughout the Georgetown Planning Area; and
WHEREAS, a Revised Concept Plan has been submitted by the Del Webb Corporation
for an active adult retirement community known as Sun City Georgetown, containing
approximately 9,500 dwelling units and 72 planned holes of golf on 5,314 acres, necessitating
changing the future urban area boundary and intensity assignment for an approximately 4,404
acre portion of the property and the transportation element;
WHEREAS, the Planning and Zoning Commission did, on January 3, 1995, conduct a
public hearing regarding the proposed amendment to EXHIBIT 1 of the Century Plan -
Development Plan; and
WHEREAS, notice of such hearing was published in a newspaper of general circulation
in the City, which stated the time and place of hearing which time was not earlier than fifteen
(15) days for the first day of such publication; and

WHEREAS, written notice was given not less than fifteen (15) days before the date set
for the meeting before the Planning and Zoning Commission to all the owners of the lots within
two hundred feet of the property, as required by law; and
WHEREAS, the applicant for such Plan amendment placed on the property at the 5,314
acre property in the L. Dyches, F. Foy, B. Eaves, W. Roberts, M. Lewis, R. Jenkins, L.
Russell, A. Short, G. Thompson, W. Wilkinson and D. Monroe Surveys, known as Sun City
Georgetown, such sign(s) as required by law for advertising the Planning and Zoning
Commission hearing, not less than fifteen (15) days before the date set for such hearing; and
WHEREAS, the Planning and Zoning Commission did, on January 3, 1995, recommend
that the City Council approve the proposed amendment to the Future Urban Area, Intensity Map
and Transportation Element of the Century Plan - Development Plan,
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY
OF GEORGETOWN, TEXAS, THAT:
SECTION 1. The facts and recitations contained in the preamble of this ordinance are
hereby found and declared to be true and correct, and are incorporated by reference herein and
expressly made a part hereof, as if copied verbatim. The City Council hereby finds that this
ordinance implements the following Policies of the Century Plan - Policy Plan Element:
1. Economic Development Policy 1, which states: "The City will encourage diversified
growth and promote business opportunities to create jobs, broaden the tax base and
minimize the impact of economic fluctuations", and
2. Growth and Physical Development Policy 1, which states: "The City will ensure that
future land use patterns provide economic, cultural, and social activities to all residents,
businesses and organizations;" and
3. Growth and Physical Development Policy 2, which states: "The City's regulatory
actions will efficiently and effectively implement the Policy Statements and provide the
opportunity to seek change with reasonable effort and expense;"
as well as the following Goal of the Century Plan - Development Plan Element:
1. Policy 8, Goal A, which states: "The City will prepare and adopt a land use
management program to promote orderly growth, address environmental issues, and
coordinate provision of City services;"
and further finds that the enactment of this ordinance is not inconsistent or in conflict with any
other Century Plan Policies, as required by Section 2.03 of the Administrative Chapter of the
Policy Plan.

SECTION 2. EXHIBIT 1 - Intensity Map and Future Urban Area, contained within the
Century Plan - Development Plan, is hereby amended by the City Council of the City of
Georgetown, Texas, to change the Future Urban Area boundary to include the entire 5,314 acre
Sun City Georgetown site and to change the Intensity Level One designation to Intensity Level
Two for an approximately 4,404 acre portion of the property known as Sun City Georgetown,
as shown on Exhibit A of this Ordinance, conditional upon the provision of utilities by the City
as agreed to in the development agreement.
SECTION 3. EXHIBIT 6 - Future Traffic System Map, and corresponding
Transportation Element descriptions, contained within the Century Plan - Development Plan, are
hereby amended by the City Council of the City of Georgetown, Texas to remove the FM3405
extension and to add the arterial level roadways contained in the Revised Concept Plan, as
described in Exhibit B and Exhibit C of this Ordinance, conditional upon the finalization and
fulfillment of all of the provisions of the development agreement.
SECTION 4. All ordinances and resolutions, or parts of ordinances and resolutions, in
conflict with this Ordinance are hereby repealed, and are no longer of any force and effect.
SECTION 5. If any provision of this ordinance or application thereof to any person or
circumstance, shall be held invalid, such invalidity shall not affect the other provisions, or
application thereof, of this ordinance which can be given effect without the invalid provision or
application, and to this end the provisions of this ordinance are hereby declared to be severable.
SECTION 6. The Mayor is hereby authorized to sign this ordinance and the City
Secretary to attest. This ordinance shall become effective and be in full force and effect in (10)
ten days on and after publication in accordance with the provisions of the Charter of the City of
Georgetown.

The roadway system depicted on the Transportation Plan Map was developed
to accommodate the development intensities designated by the Future Intensity
Map. The Transportation Plan Map calls for existing arterials to be upgraded and
new roadways to be built to service the demands of programmed development.
The thoroughfare system delineated on the Transportation Plan Map is
concentrated within the Future Urban Area. Withene ept-ieii Only existing

The addition of several new roadways and roadway segments to
Georgetown's thoroughfare system will be necessary to serve the needs of a
projected 43,500 City population and 72,000 Planning Area population by the.
year 2010, with all the attendant changes in ianii use and. tral1l1ic generators. 1 or
example, the Transportation Plan Map recommends improving FM1460 to an
arterial level roadway in order to serve the increased development intensities
proposed for the Rabbit Hill District. However, making this improvement to the
current design of FM1460 would seriously impact the character of the
neighborhood north of 21st Street, which borders on two National Historic
Districts and is part of a proposed neighborhood conservation district (see the
Historic Preservation Base Study). Therefore, the Transportation Plan Map also
shows FM1460 rerouted along the existing 21st Street to Business 35. Rerouting
traffic along or south of 21 st Street will make it possible to maintain the northern
segment of the existing FM1460 as a two lane collector, thereby preserving the
integrity of the existing neighborhood. SDHPT officials and the City Council
%will be responsible for determining the final alignment of this new segment of
FM1460.
The 1987 Transportation Base Study concluded that the only major capacity
problem on Georgetown's existing thoroughfare network is along the entire
length of Williams Drive. Updated traffic counts for 1988 and capacity data
reflecting the SDHPTIs improvements to Williams Drive indicate that only one
segment of this roadway currently operates below the standard of LOS C adopted
by this Plan. The segment frorn Country Club Drive to IH35 operates at LOS E.
In order to improve this segment and continue to maintain smooth -flowing
roadway conditions along Williams Drive, aLong Range Means of the Transpor-
tation Functional Plan states that the excess traffic volumes along Williams Drive
should be relieved by improving complementary arterials. This rules out the

�7The Transportation Plan Map adopts the roadway plan for the Rabbit Hill
District (accepted by the Georl*etown City Council on November'), 1987), which
includes FM1460, CRI 11 (Westinghouse Road), a portion of the Georgetown
Inner Loop Road, and an extension of CRI 15 (Sunrise Road) parallel to IH35
from south of Westinghouse Road to the Inner Loop Road. This latter roadway
was made part ofthe Plan rather than the existing CR1 16 (Sherri I I Drive) because
it provides better circulation to the property adjoining IH35 and avoids adjacent
neighborhoods.

One final new roadway sho\\m on the Transportation Plan Map is a segment
i of CR190 (Airport Road) designed to eliminate an extreme curve in the road
which currently exists. Development of all of these new roadways, as well as
improvement of the existing arterials to the recommended design standards, will
result in a thoroughfare system that will meet the increasing needs of the
Georgetown community throughout the planning period.
Exhibit 7 describes each of the new and existing roadway segments

delineated on the Transportation Plan Map in more detail, including the priority
fol- improvement, the recommended design standard, thee existing and required
rights-of-way, and notes to describe the improvements necessary. In addition to

describing roadway segments shown on the Transportation Plan Map, Exhibit 7
includes recommendations for specific intersection improvements identified by

the Barton-Aschman/State Department of Highways and Public Transportation

conducted in 1987. The Transportation Element accepts and adopts the
recommendations made by this study.
