DESCRIBED IN EXHIBIT A OF THIS ORDINANCE, CONSISTING OF.
APPROXIMATELY 19228 ACRES IN THE WILLIAM ROBERTS AND
JOHN BERRY „LLY KNOWN AS BERRY
SUBDIVISION - SECTIONS 141, GOLF COURSE AND SURROUNDING
AREA, WHICH SAID TERRITORY LIES ADJACENT TO AND ADJOINS
THE PRESENT BOUNDARY LIMIT OF THE CITY OF GEORGETOWN,
TEXAS AND NOT BEING A PART OF ANY INCORPORATED AREA1
PROVIDING FOR SERVICE PLANSO REPEALING CONFLICTING
ORDINANCES AND RESOLUTIONS; INCLUDING A SEVERABILITY
! ESTABLISHING AN EFFECTIVE DATE.
WHEREAS, the City Councilof of -• _- •Texas,dof said City, Section 1.06, annex areas as allowed by State law; and

WHEREAS, notices of two (2) public hearings were published according to law in a
newspaper having general circulation in the City of Georgetown, Texas, and in the herein
described territory to be annexed not more than twenty (20) days nor less than ten (10) days prior
to those hearings; and
WHEREAS, two public hearings by the City of Georgetown, Texas, where all interested
persons were provided with an opportunity to be heard on the proposed annexation of certain
tracts of land located in Williamson County, Texas, including the following tracts: approximately
1,228 acres locally known as Berry Creek Subdivision - Sections 1-11, golf course and
surrounding area; were held, the first being on the 22nd day of October, 1996, and the second
being on the 29th day of October, 1996; and
WHEREAS, at such public hearings, a proposed service plan was presented to and
discussed by the Council and all interested persons; and
WHEREAS, such public hearings were held not more than forty (40) nor fewer than
twenty (20) days prior to the institution of these proceedings; and
WHEREAS, the total corporate area of the City of Georgetown, Texas, on the 1st day
of January, 1996, was approximately 15.8 square miles; and
WHEREAS, the population of the City of Georgetown, Texas includes approximately
suffoundig

18,500 inhabitants; and
WHEREAS , all of the herein -described property lies within the extraterritorial jurisdiction
of the City of Georgetown, Texas; and
VYMEREAS, the herein -described property lies adjacent and contiguous to the City of
Georgetown, Texas; and
WHEREAS, all notices and other prerequisites of state law and the City Charter have
been complied with;

SECTION 1. The facts and recitations contained in the preamble of this ordinance are
hereby found and declared to be true and correct, and are incorporated by reference herein and
expressly made a part hereof, as if copied verbatim. The City Council hereby finds that this
ordinance implements the following policies of the Century Plan - Policy Plan Element:
1. Environmental and Resource Conservation Policy 3.0, which states: "The physical
qualities that make Georgetown attractive are protected"; and
2. Growth and Physical Development Policy 7.2, which states: "Annexation procedures
and standards benefit the community"
and further finds that the enactment of this ordinance is not inconsistent or in conflict with any
other Century Plan Policies, as required by Section 2.03 of the Administrative Chapter of the
Policy Plan.
SECTION 2. The City Council of the City of Georgetown hereby annexes:
approximately 1,228 acres in the William Roberts and John Berry Surveys, locally known as
Berry Creek Subdivision - Sections 1-11, golf course and surrounding area, as described in
Exhibit A of this ordinance, which contains maps, descriptions, and the service plans for the

conflict with this Ordinance are hereby repealed, and are no longer of any force and effect.
SECTION 4. If any provision of this ordinance or application thereof to any person or
circumstance, shall be held invalid, such invalidity shall not affect the other provisions, or
application thereof, of this ordinance which can be given effect without the invalid provision or
application, and to this end the provisions of this ordinance are hereby declared to be severable.

SECTION 5. The Mayor is hereby authorized to sign this ordinance and the City
Secretary to attest. This ordinance shall become effective and be in full force and effect in (10)
ten days on and after publication in accordance with the provisions of the Charter of the City of
Georgetown.

GOLF COURSE, AND SURROUNDING AREA
Introduction
This service plan has been prepared in accordance with Texas Local Government Code,
Chapter 43 - Municipal Annexation. This requires that the service plan provide for the extension
of full municipal services to the area to be annexed by any of the methods by which it extends
services to any other area of the municipality.
Police Protection
Regular and routine patrolling of streets, responses to calls, and other police services will be
provided upon the effective date of the annexation.
Fire Protection and Code Enforcement
Fire protection and prevention services are currently being provided to the area through an
agreement with Williamson County. Upon the effective date of annexation, the annexation area
will receive the level of response provided to areas within the City limits. In addition, the City
Code Enforcement Officer will periodically patrol streets in the area to ensure that all properties
are in conformance with City Code. The City will initiate planning and design for an additional
fire station on September 1, 1997. This fire station, the anticipated location of which is the
northeast corner of the City's airport property, will enhance service levels to the annexation area.
Construction of the fire station is planned to begin in the third quarter of 1998 and it is
anticipated that staffing and equipment delivery will occur in the first quarter of 1999.
Solid Waste Collection
Solid waste collection and disposal services will be provided upon the effective date of the
annexation, in accordance with the rates, terms and conditions contained in the City Code.
Water Service
Water lines will be extended in accordance with City policy. The City has a Utility Expansion
and Improvement Policy, which is described in this service plan.
Sewer Service
Wastewater lines will be extended in accordance with City policy. The City has a Utility
Expansion and Improvement Policy, which is described in this service plan.

Maintenance of Roads Streets, and Drainage
Roads, streets and drainage facilities dedicated to the public will be maintained according to City
Code and policy upon the effective date of the annexation.
Street Lighting
Street lighting service will be initiated upon the effective date of the annexation. The appearance
of the light poles will match those existing in the subdivision previous to annexation and will be
placed at locations in accordance with City Code and policy. It is anticipated that all additional
street lights will be installed by September 1, 1997.
Parks and Recreation
Parks and recreation facilities dedicated to the public will be maintained according to City Code
and policy upon the effective date of the annexation. Recreation services will be provided to all -
residents in accordance with the rates, terms and conditions contained in the City Code.
Planning and Zoning
Upon the effective date of the annexation, the planning and zoning jurisdiction of the City will
extend to this area. The City will initiate a rezoning process, to be coordinated with the
annexation, for properties currently platted for residential land uses. The appropriate residential
zoning districts will be applied to these properties. The remaining areas will be zoned A
(Agricultural), unless otherwise approved through regular procedures.
Inspection Services
All inspection services, including building, electrical, plumbing, etc., provided by the City will
be extended to the area upon the effective date of the annexation.
Library Services
Library services will be provided to all residents in accordance with the rates, terms, and
conditions contained in the City Code upon the effective date of the annexation.
Other Services
Other services provided by the City, such as animal control, court, and general administration,
will be made available upon the effective date of the annexation, in accordance with the City
Code and policies.
Utility Expansion and Improvement Policy
City Ordinance Number 900404, a Utility Expansion and Improvement Policy, guides the
planning, design, construction, operation, and maintenance of all utility system improvements,
including water, wastewater and electrical service.

The outer boundaries of the tract to be annexed is generally described below. This description was
compiled on September 24, 1996 from the Williamson County Appraisal District tax parcel maps and
other Williamson County land records. It is intended to be used in conjunction with the tax parcel maps
solely as a convenience in illustrating the annexation area. The deeds of record for the properties being
annexed, included in the annexation ordinance, are relied upon as the legal description for the annexation
area.
BEGINNING, for a POINT OF BEGINNING hereof, in the John Berry survey at the eastern terminus
point of the southern line of the herein described annexation tract, a portion of said southern line lying
in common with the existing Georgetown City Limits line and with Berry Creek, and a portion of said
line lying in common with the southern boundary of Berry Creek, Section Three and the northern
boundaries of Historic Acres, Tonkowon Country, Brangus Ranch, Serenada East, and Logan Ranch
subdivisions; and said eastern terminus point also lying in the eastern line of the 41.29 acre portion of
the Chamberlin tract, and in or near the western margin of Interstate Highway 35 or its frontage road,
and said point lying in or near the centerline of Berry Creek; and proceeding as follows:
1. THENCE continuing in Chamberlin in a northerly direction along the existing City Limits line
and along Berry Creek, to a southern line of a 107.81 acre portion of a tract conveyed to
Glynn D. Buie in Volume 596, Page 336;
2. THENCE proceeding northerly along a western line of Chamberlin and the eastern line of said
Buie, said property lines lying in or near Berry Creek and on or near the existing City Limits
line, to a northwest corner of Chamberlin, said corner lying in common with a southwestern
corner of the 14.51 acre Edwards tract;
3. THENCE leaving Chamberlin and proceeding northerly along the western line of Edwards and

5. THENCE leaving Wood Road Properties and continuing westerly along the southern line of
Braun and a northern line of said Buie, said property lines lying in or near Berry Creek and
on or near the existing City Limits line, to the eastern boundary of the William Roberts
Survey, said boundary being in common with and the western boundary of the John Berry
survey;
6. THENCE leaving the John Berry Survey and continuing westerly along the southern line of a
4.565 acre portion of said Braun tract and the northern line of a 7.544 acre portion of said
Buie tract, said lines lying in or near Berry Creek and on or near the existing City Limits line,
