AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF
GEORGETOWN, TEXAS, IDENTIFYING THE NEED TO REVIEW AND
REASSESS THE CITY'S REGULATIONS FOR MANUFACTURED
HOUSING DEVELOPMENTS AND SUSPENDING THE RECEIPT FOR
REVIEW AND APPROVAL OF NEW APPLICATIONS FOR
MANUFACTURED HOUSING DEVELOPMENT PROJECTS WITHIN THE
JURISDICTION OF THE CITY AND ITS EXTRA TERRITORIAL
JURISDICTION UNTIL THE REVIEW OF THE CITY'S MANUFACTURED
HOUSING DEVELOPMENT REQUIREMENTS IS COMPLETED;
REPEALING CONFLICTING ORDINANCES AND RESOLUTIONS;
INCLUDING A SEVERABILITY CLAUSE; INCLUDING A PENALTY FOR
VIOLATION; DECLARING AN EMERGENCY; AND ESTABLISHING AN
EFFECTIVE DATE.
WHEREAS, the City of Georgetown has rules and regulations governing the development
of manufactured home parks within the City limits and the Extra Territorial Jurisdiction of the
City; and
WHEREAS, the City has received to date applications for projects that would support over
1600 manufactured homes; and
WHEREAS, these proposed developments would constitute a significant increase in the
number of dwelling units in the community; and
WHEREAS, these proposed manufactured homes would comprise a significant percentage
of existing housing stock; and
WHEREAS, these units and their inhabitants would have a demand for municipal services;
and
WHEREAS, these developments would have a housing density much higher than much of
the City's existing residential developments; and
WHEREAS, these manufactured housing developments would have a high demand on the
City's wastewater system; and
WHEREAS, the amount of traffic generated by these developments will significantly affect
existing roadway capacity; and
WHEREAS, the proposed location of new manufactured housing, projects could result in
longer response time of public safety services; and

WHEREAS, the ability of the City to fully and adequately serve the needs of these
proposed manufactured housing projects is in need of review; and
WHEREAS, the adequacy of existing rules and regulations governing the development of
manufactured homes requires further study; and
WHEREAS, the City Council has determined that this ordinance should be passed on
emergency reading in order to protect the public health, safety and welfare.
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF
GEORGETOWN, TEXAS, THAT:
SECTION 1. The facts and recitations contained in the preamble of this ordinance are
hereby found and declared to be true and correct, and are incorporated by reference herein and
expressly made a part hereof, as if copied verbatim. The City Council hereby finds that this
ordinance implements the following policies of the Century Plan -Development Plan Element:
1. Facilities and Services Policy End 4.0, which states: "The City provides for
the safety of its citizens and supports the responsive delivery of coordinated
services by the City and other public agencies;" and
2. Transportation Policy End 12.0, which states: "Georgetown's transportation
system provides for the safe and efficient movement of traffic, promotes the
economic interests of the community, and adequately serves the personal needs of
individuals;" and
3. Finance Policy End 5.0, which states: "All municipal operations are
conducted in an efficient business -like manner and sufficient financial resources for
both short-term and long-term needs are provided;" and
4. Growth and Physical Development Policy End 7.0, which states:
"Georgetown's land uses support economic, cultural and social activities for all
residents, businesses and organizations; and the City's development process
encourages new and infill development;" and
5. Housing Policy End 10.0, which states: "The City cooperates with builders,
developers and property owners to provide safe and adequate housing opportunities
for all citizens;" and
6. Utilities and Energy Policy End 14.0, which states: "Georgetown's utility
systems provide safe and reliable service which meets the needs of all citizens and
promotes the economic health of the community."

and further finds that the enactment of this ordinance is not inconsistent or in conflict with any
other Century Plan Policies, as required by Section 2.03 of the Administrative Chapter of the
Policy Plan,
SECTION 2. Effective immediately upon enactment of this ordinance, the City of
Georgetown suspends the receipt, review, processing and approval of all proposed developments
within the City and the Extra Territorial Jurisdiction for all projects intending to locate
manufactured home units for residential occupancy, and further the City will initiate a review and
reassessment of the adequacy of the current manufactured home regulations to ensure that
manufactured home park developments can be fully and properly served by the City and contribute
to the health, safety and general welfare of the Georgetown community.
SECTION 3. All ordinances and resolutions, or parts of ordinances and resolutions, in
conflict with this Ordinance are hereby repealed, and are no longer of any force and effect.
SECTION 4. If any provision of this ordinance or application thereof to any person or
circumstance shall be held invalid, such invalidity shall not affect the other provisions, or
application thereof, of this ordinance which can be given effect without the invalid provision or
application, and to this end the provisions of this ordinance are hereby declared to be severable.
SECTION 5. Any person(s) or firm or corporation who shall violate any provision of this
ordinance, or shall fail to comply therewith, shall be deemed guilty of a Class C misdemeanor,
and upon conviction thereof, shall be punishable. Each day a violation shall continue shall be
deemed to be a separate offense to the maximum fine allowed by state law for class C
misdemeanors.
SECTION 6. The Mayor is hereby authorized to sign this ordinance and the City
Secretary to attest. The City Council hereby declares that this ordinance should be adopted on
emergency passage. This ordinance shall become effective and be in full force and effect in ten
(10) days on and after publication in accordance with the provisions of the Charter of the City of
Georgetown.
