AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF
GEORGETOWN, TEXAS, REVISING THE GEORGETOWN
MUNICIPAL CODE OF THE CITY OF GEORGETOWN, TEXAS BY
ADDING CHAPTER 15.03 ESTABLISHING ENERGY CONSERVATION
CONSTRUCTION STANDARDS FOR SINGLE AND DOUBLE FAMILY
RESIDENTIAL DWELLINGS; REPEALING CONFLICTING
ORDINANCES AND RESOLUTIONS; INCLUDING A SEVERABILITY
CLAUSE; INCLUDING A PENALTY FOR VIOLATION; AND
ESTABLISHING AN EFFECTIVE DATE.
WHEREAS, it is the desire of, the City Council of Georgetown, Texas to amend Section
526.7000 of the 1992 Council of American Building Officials' (CABO) One and Two Family
Dwelling Code, which the City Council adopted in September 1995, by replacing the existing
code with the construction standards for energy conservation outlined in Appendix A; and
WHEREAS, the City Council has determined that adopting energy conservation
standards will ensure that residential construction is energy efficient within the corporate city
limits of Georgetown and the extra -territorial jurisdiction of Georgetown; and
WHEREAS, the Building Standards Commission, appointed by the City Council, has
reviewed the effect of these regulations and recommends that the City Council adopt the
proposed energy conservation standards regulations; and
WHEREAS, the caption of this ordinance was printed
in
the Williamson County Sun on
July 22, 1998 in compliance with the City Charter
of the City
of
Georgetown;
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE
CITY OF GEORGETOWN, TEXAS, THAT.
Section 1. The facts and recitations contained in the preamble of this ordinance are thereby
declared to be true and correct, and are incorporated by reference herein and made a part hereof,
as if copied verbatim. The City Council hereby finds that this ordinance implements Housing
Policy 10.0 of the Century Plan -Policy Plan Element, which states: "The City cooperates with
builders, developers, and property owners to provide safe and adequate housing opportunities for
all citizens", and further finds that the enactment of this ordinance is not inconsistent or in
conflict with any other Century Plan Policies, as required by: Section 2.03 of the Administrative
Chapter of the Policy Plan.
Section 2. The
Energy
Conservation
Code is hereby adopted by the
City Council of the City of
Georgetown by
adding
Chapter 15.03
to the Georgetown Municipal
Code of the City of

Georgetown, Texas as provided in Appendix A.
Section 3. All ordinances and resolutions, or parts of ordinances and resolutions, in conflict with
this ordinance are hereby repealed, and no longer of any force and effect.
Section 4. If any provision of this ordinance or application thereof to any person or
circumstance, shall be held invalid, such invalidity shall not affect the other provisions or
application thereof, of this ordinance which can be given effect without the invalid provision or
application, and to this end the provisions of this ordinance are hereby declared'to be severable.
Section 5. The Mayor is hereby authorized to sign this ordinance and the City Secretary to
attest. This ordinance shall become effective and be in full force and effect in ten (10) days on
and after publication in accordance with the provisions of the Charter of the City of Georgetown.

15.03 ENERGY CONSERVATION
15.03010 Scope 1.
The provisions of this chapter shall regulate the installation of insulation and
heating, ventilation and air-conditioning (HVAC) systems for one and two family
residential structures.
15.03.020 Insulation --Thermal Package or Structure Standards G
.021 Exterior wall insulation systems shall have a minimum rating of R-17. Interior
walls facing unair-conditioned spaces, such as the wall separating the garage and
living space, shall have a minimum rating of R-15.
.022 Ceiling insulation systems shall have a minimum rating of R-30 on the flat
surfaces and a minimum rating of R-26 on knee walls and cathedral ceilings.
023 Floor insulation systems shall have a minimum rating of R-19 for pier and beam
structures and none for structures built on slabs.
.024 Attic ventilation systems shall have a minimum of one (1) square foot of free air
for every 300 square feet of attic space (including the garage) with upper and
lower ventilation. For attics with only upper ventilation, the minimum shall be
one (1) square foot of free air for every 150 square feet of attic space (including
the garage).
025 Window systems shall have a heat transfer multiplier no less than 0.29 which is
equal to or greater than metal framed, double paned windows. The square footage
of all the windows in the walls, doors, and skylights shall not exceed twenty-five
(25) percent of the square footage of the air-conditioned space of the structure.
Those structures exceeding the twenty-five (25) percent standard shall be required
to provide additional window shading treatment on the East/Southeast and
West/Southwest facing windows. The shading treatment will be equal to or
greater than 0.75 Solar Shading Coefficient.
.026 HVAC duct systems shall include R-6, foil back flex duct or its equivalent.
Additionally, all duct joints shall be sealed, externally, with an environmentally,
friendly mastic.
.027 Air infiltration treatment systems shall include at a minimum, polysealing all

plumbing and electrical penetrations, door and window inserts, and sole plate.
15.03.030 HVAC -- Mechanical Standards
.031 All new and replacement HVAC systems are encouraged to have an Energy
Efficiency Rating (EER) or Seasonal Energy Efficiency Rating (SEER) of twelve
(12). Qualifying units will be those listed in the ARI manual published by
ASHRAE. This will include all package units and split systems. Window units
are not to be included.
032 To encourage a EER or SEER rating of twelve (12), the charge for a permit for a
HVAC systems with a rating of ten (10) and eleven (11), only, will be $700 and
$300 respectively.
.033 To encourage HVAC systems with heat pumps or gas furnaces, the charge for a
mechanical permit for HVAC systems with electric furnaces, only, will be $100
per KiloWatt installed.
