AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF
GEORGETOWN, TEXAS, ADOPTING THE URBAN DESIGN
FUNCTIONAL PLAN ELEMENT OF THE CENTURY PLAN PURSUANT
TO SECTION 1.08 OF THE CITY CHARTER; REPEALING
CONFLICTING ORDINANCES AND RESOLUTIONS; INCLUDING A
SEVERABILITY CLAUSE; AND ESTABLISHING AN EFFECTIVE DATE.
WHEREAS, the City Charter of the City of Georgetown was amended by vote of the
people in April 1986 such that comprehensive planning was established as a continuous and
ongoing governmental function; and
WHEREAS, said City Charter now states that the comprehensive plan shall include but
not be limited to 13 elements which are coordinated and internally consistent, including "an urban
design element"; and
WHEREAS, City Council Resolution No., on January 27, 1998, created the Century Plan
Urban Design Plan Working Group and directed said citizens' committee to develop the Urban
Design Functional Plan element of the Century Plan; and
WHEREAS, the Urban Design Plan Working Group did meet during 1998 to develop the
Urban Design Functional Plan element of the Century Plan; and
WHEREAS, the Urban Design Plan Working Group held a "town hall"public meeting on
February 9, 1998 to introduce the process to the citizens of Georgetown and a second public
meeting to take comments on the draft Urban Design Functional Plan on June 11, 1998; and
WHEREAS, the Georgetown City Council did conduct a public hearing on the Urban
Design Functional Plan on July 14, 1998, to take public comments on the Plan;
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF
GEORGETOWN, TEXAS, THAT:
SECTION 1. The facts and recitations contained in the preamble of this ordinance are
hereby found and declared to be true and correct, and are incorporated by reference herein and
expressly made a part hereof, as if copied verbatim. The City Council hereby finds that this
ordinance implements Policy End 13.0 of the Century Plan - Policy Plan Element, which states:
"Georgetown has a positive, identifiable image and an attractive appearance", and further finds
that the enactment of this ordinance is not inconsistent or in conflict with any other Century Plan
Policies, as required by Section 2.03 of the Administrative Chapter of the Policy Plan,

SECTION 2. The Urban Design Functional Plan is hereby adopted by the City Council
of the City of Georgetown, Texas, as a legally binding element of the Century Plan. The Urban
Design Functional Plan shall be implemented in accordance with the Administrative procedures
in Chapter Four of the Policy Plan element of the Century Plan adopted on March 8, 1988, and
as amended from time to time. The Plan document, which was the subject of a July 14, 1998
public hearing by the City Council, is incorporated by reference herein.
SECTION 3. All ordinances and resolutions, or parts of ordinances and resolutions, in
conflict with this Ordinance are hereby repealed, and are no longer of any force and effect.
SECTION 4. If any provision of this ordinance or application thereof to any person or
circumstance, shall be held invalid, such invalidity shall not affect the other provisions, or
application thereof, of this ordinance which can be given effect without the invalid provision or
application, and to this end the provisions of this ordinance are hereby declared to be severable.
SECTION 5. The Mayor is hereby authorized to sign this ordinance and the City
Secretary to attest. This ordinance shall become effective and be in full force and effect in (10)
ten days on and after publication in accordance with provisions of the City Charter of the City of
Georgetown.
