AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF GEORGETOWN, TEXAS,
REVISING THE CITY CODE OF THE CITY OF GEORGETOWN, TEXAS BY ADDING
CHAPTERS 8.05, 15.05, 15.091 15.13 AND 15.21 RELATING TO BUILDING
CONSTRUCTION ACTIVITIES FOR GROUP F, FACTORY AND INDUSTRIAL, GROUP
H, HAZARDOUS AND GROUP M, MERCANTILE OCCUPANCY TYPES; PROVIDING
FOR THE ADOPTION OF THE 1994 VERSIONS OF THE UNIFORM FIRE CODE,
UNIFORM BUILDING CODE AND APPENDICES; UNIFORM CODE STANDARDS AND
THE 1997 INTERNATIONAL PLUMBING AND 1997 INTERNATIONAL FUEL GAS
CODE; STATING THE PURPOSE HEREOF; ESTABLISHING PREREQUISITES FOR
ISSUANCE OF PERMITS; INCLUDING A SERVIBILITY CLAUSE; AND ESTABLISHING
AN EFFECTIVE DATE.
WHEREAS, it is the desire of, The City Council of Georgetown, Texas to adopt,
in all respects, the various Uniform Building Codes and International Coded relating to
buildings, fire prevention, gas, mechanical, plumbing and;

WHEREAS, The City Council of Georgetown, Texas has found that with the use
of the SBCCI or Uniform Codes or International Codes would provide more flexible design
guidelines for building code requirements of certain commercial occupancy types and;
WHEREAS, The City Council has determined that the adoption of the Codes is
done to facilitate Economic Development by Georgetown, Texas relating to construction
and to maintenance of buildings within the corporate city limits of Georgetown and the
extraterritorial jurisdiction of Georgetown and relating to public safety, health, and general
welfare; and
WHEREAS, the caption of this ordinance printed in Williamson County Sun,
March 4,1998 in compliance with the City Charter of the City of Georgetown.
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY
OF GEORGETOWN, TEXAS, THAT.
SECTION 1 The facts and recitations contained in the preamble of this ordinance are
hereby declared to be true and correct, and are incorporated by reference herein and
made a part hereof, as if copied verbatim. The City Council hereby finds that this ordinance
implements Economic Development Policy End 1.0 of the Century Plan- Policy Plan
Element, which states: "Georgetown's economy is self-sustaining through diversified
growth, a broad tax base with minimal impact from economic fluctuation, enhanced
business opportunity and job creation", and further finds that the enactment of this
ordinance is not inconsistent or in conflict with any other Century Plan Policies, as required
by: Section 2.03 of the Administrative Chapter of the Policy Plan.

SECTION 2 UNIFORM AND INTERNATIONAL CONSTRUCTION CODES
The 1994 Uniform Building and Fire Codes and 1997 International Plumbing and Fuel Gas
Codes with certain code standards and appendices are hereby adopted by the City Council
of the City of Georgetown by adding Chapters 8.05, 15.05, 15.09, 15.13 and 15.21 to the
Code of Ordinances of the City of Georgetown, Texas as provided for in the attached
Exhibit A.
SECTION 3 If any provision of this ordinance or application thereof to any person or
circumstance, shall be held invalid, such invalidity shall not affect the other provisions, or
application thereof, of this ordinance which can be given effect without the invalid provision
or application, and to this end the provisions of this ordinance are hereby declared to be
severable.
SECTION 4 The Mayor is hereby authorized to sign this ordinance and the QFy Secretary
to attest. This ordinance shall become effective and be in full force and effect in (10) ten
days on and after publication in accordance with the provisions of the Charter of the City
of Georgetown.

Section 2.32.040 of Chapter 2.32 of Code of Ordinances of the City of Georgetown,
Texas replaces Section 103.3.1.2 of Chapter 1,_Administration, of the 1994 Uniform Fire
Code, Section 104.2.3 of Chapter 1, Administration, of the 1994 Uniform Building Code,
Section 108.3 of Chapter 1, Administration, of the 1994 Uniform Mechanical Code, Section
104.5 of Chapter 1, Administration, of the 1997 International Plumbing Code and Section
104.5 of Chapter 1, Administration, of the 1997 International Fuel Gas Code.
SECTION 2. Building Standards Commission Appeals from Construction Codes
Chapter 2.64 relating to the Building Standards Commission of the Code of Ordinances
of the City of Georgetown Code of Ordinances replaces Section 103.1.4 (arChapter 1,
Administration, of the 1994 Uniform Fire Code, Section 105 of Chapter 1, Administration,
of the 1994 Uniform Building Code, Section 110 of Chapter 1, Administration, of the 1994
Uniform Mechanical Code, Section 109 of Chapter 1, Administration, of the 1997
International Plumbing Code and Section 109 of Chapter 1, Administration, of the 1997
International Fuel Gas Code.
SECTION 3 SUPPLEMENTAL FIRE CODE
A. Section 8.05.010 of Chapter 8.05 of the Code of Ordinances of the City of
Georgetown, Texas is hereby added to read as follows:
Section 8.05.010. Uniform Fire Code, 1994 Edition - Volume 1 and 2 - Adopted.
"There is adopted by the Council for the purpose of prescribing regulations
governing conditions hazardous to life and property from fire, explosion, fire
code inspections and for design and construction of occupancy types for Group
F, Factory - Industrial, Group H - Hazardous and Group M - Mercantile of
considerable size, generally 100,000 square feet or greater, that certain code
known as the Uniform Fire Code, published by the International Conference of
Building Officials, being particularly the 1994 edition thereof and the whole
thereof, including Standards of Part Vlll and Appendices Part IX, A -11-A, A -II -B,
A -II -E, A-11-1, A -111-A, A -III -C, A -IV -A, A -V-A, A -VI -A, A4k& A -VI -D, A -VI -E, A -VI -
F and A -VI -G of said code, save and except such portions as are hereinafter
deleted, modified or amended of which code not less than one copy has been
and now is filed in the office of the City Attorney and the Georgetown Public
Library and the same is adopted and incorporated as fully as if set out at length
in this chapter, and from the date on which this chapter takes effect, the
provisions thereof shall be controlling within the limits of the City",

B. Chapter 2.28, Section 2.28.040 of the Code of Ordinances of the City of
Georgetown, Texas shall be added to sections 101.4, 101.5, 103.1.21 103.1.31 103.2.1.1,
103.2.1.21 103.4.1.11 103.4.1.31 104.1 .1 and 104.1 .3 of Chapter 1, Administration of the
1994 Uniform Fire Code as follows:
Section 2.28.040 Fire Marshal - Added:
" The office of the Fire Marshal is created. The Fire Marshal, 'or his designee,
shall perform such duties as prescribed by law and by ordinance, and shall be
the authority having jurisdiction in Arson, Fire Prevention and/or Fire Code
matters. The Fire Marshal shall report directly to the Director of Fire Services."
C. Section 1201.3 of Article 12 of the 1994 Uniform Fire Code is hereby added to
read as follows:
Section 1201.3, Article 12 - Added
"NFPA 101 Life Safety Code for existing occupancy types of Group F Factory -
Industrial Group H Hazardous and Group M Mercantile for fire inspections -
"When the Uniform Codes do not contain requirements on a particular aspect
of a means of egress system, NFPA 101 Life Safety Code - 1994 Edition shall
be used as an accepted engineering practice standard for Fire and Building
Code application and regulation of fire inspection. Where there is conflict
between the 1994 Uniform Fire or Building or NFPA 101 codes, the most
restrictive provisions shall apply".
D. Section 105 of Chapter 1, Administration, of the 1994 Uniform Fire Code is
hereby deleted in its entirety.
E. Section 103.3.2.1 of Chapter 1, Administration, of the 1994 Uniform Fire Code
is hereby amended to read as follows:
Section 103.3.2.1, General - New Construction and Alterations -
"Construction or work for which fire department approval is required for
occupancy types of Group F, Factory - Industrial, Group H Hazardous and Group
M Mercantile of considerable size, generally 100,000 square feet or greater shall
be subject to inspection by the Fire Marshal during construction. Architect's and
Engineer's licensed and registered by the State of Texas boards, with knowledge
of the Uniform Codes shall be retained and secured by the record owners of the
property, shall perform all required inspections, except for the Certificate of
Occupancy inspection and all inspection reports shall be signed and provided
with the Architect and/or Engineer's State of Texas seal and statement's

certifying codes compliance upon their inspection with no opinions or
disclaimers. Such construction or work shall remain accessible and exposed for
inspection purposes until approved by the Fire Marshal.
SECTION 4 SUPPLEMENTAL BUILDING CODE
A. Section 15.05.010 (A) and (B) of Chapter 15.05 of the Code of Ordinances of
the City Georgetown, Texas is hereby added to read as follows:
Section 15.05.010 (A) and (B) Uniform Building Code, 1994 Edition - Volume 1,
21 3 - Adopted.
"A. The Uniform Building Code 1994 Edition, as published by the International
Conference of Building Officials, for the purpose of prescribing regulations
governing construction and design of Commercial structures an 10ccupancy
Types for Group F, Factory - Industrial, Group H Hazardous and Group M
Mercantile of considerable size, generally 100,000 square feet or greater.
However, the Building Official does have the authority to exercise discretion and
the use of expertise on the size of structures this code can apply. This chapter
includes the Uniform Code Standards and U.B.C. Standard 19.2 and
Appendices A11, Al2, A15, A16, A18, A21, A239 A291 A301 A33 and A34 of
said code, save and except such portions as are hereinafter deleted, modified
or amended of which code not less than one copy has been now is filed in the
office of the City Attorney and the Georgetown Public Library and the same is
adopted and incorporated as fully as if set out in length in this chapter and from
the date on which this chapter takes effect, the provisions thereof shall be
controlling within the limits of the City."
"B. The Uniform Building Code is being adopted to provide for a more flexible
design criteria and choice of codes to be used between either the 1994 Uniform
Building Codes and the 1994 Southern Standard Building Codes for the
design and construction of commercial Group F Factory - Industrial, H
Hazardous and M Mercantile occupancy types of considerable size generally
100,000 square feet or greater. However, the Building Official does have the
authority to exercise discretion and the use of expertise on the size of structures
this code can apply. If the owner of the proposed project is to choose either the
Southern Standard Building Code (SBCCI) or the Uniform Building Code (UBC),
that particular code of choice will be the only codes package allowed throughout
the entire project. Both codes cannot be used in conjunction with the other on
the same project."
B. Section 15.05.020 of Chapter 15.05 of the Code of Ordinances of the City of
Georgetown, Texas is hereby added as follows:
Section 15.05.020 Uniform Building Code, Accumulative Supplement, 1996
Edition. Adopted.
"The Accumulative Supplement to the Uniform Building Code, Uniform
Mechanical Code, Uniform Code for Building Conservation and Uniform Fire
Code, as published by the International Conference of Building Officials, for the
purpose of prescribing regulations governing construction and the design of
Commercial Occupancy Types for Group F, Factory - Industrial, Group H
Hazardous and Group M Mercantile of considerable size, generally 100,000
square feet or greater. The 1996 edition of the Accumulative Supplement
thereof and the whole thereof, save and except such portions as are hereinafter
deleted, modified or amended of which code and supplement not less than one
copy has been now is filed in the office of the City Attorney and at the
Georgetown Public Library and the same is adopted and incorporated as fully
as if set out at length in this chapter, and from the date c 1 which this chapter
takes effect, the provisions thereof shall be controlling within the limits of the
City."
C. Section 106.3.2 of Chapter 1, Administration, of the 1994 Uniform Building Code
is hereby amended to read as follows:
Section 106.3.2 - Submittal Documents - Amended
"The application, plans, to include plumbing, electrical, mechanical, all non-
structural elements, fire ratings, specifications, computations, 'engineering
calculations, diagrams, soil investigation reports, special inspection structural
observation programs and fire suppression data shall constitute the submittal
documents and shall be submitted to a plans review service pursuant to the
particular code that has been selected for their project. The plans shall have
been designed by a state of Texas licensed and registered Architect and/or
Engineer knowledgeable with the 1994 Uniform and 1997 International Codes.
The owner of the property or their authorized agent will contract with the plans
review service directly and will be responsible for all fees incurred. The plans
shall be reviewed by a plans review service that has employed certified plans
reviewers under which code the plans have been designed.
Upon completion of the review, the applicant shall submit the review report and
two full sets of plans with all applicable specifications to the office of the Building
Official. The City of Georgetown does reserve the right to accept or reject the
plan review report if other applicable minimum code requirements may prevail.
Upon approval the Building Official will issue the appropriate permits for work to
proceed and one set of reviewed plans and documents will be kept on the job
site at all times during construction for review at inspection time as required by
this ordinance.,,

D. Section 15.05.040 of Chapter 15.05 of the Code of Ordinances of the City of
Georgetown, Texas shall be added and replace Section 107.2, Permit Fees and Section
107.3, Plan Review Fees, Chapter 1 of the 1994 Uniform Building Code are hereby
amended as follows:
"A building permit shall not be issued until all fees as set forth by the City Council
for the City Of Georgetown, Texas have been paid in full or., a fee waiver has
been granted by the same. Nor shall an amendment to a permit be released until
the additional fee, if any, due to an increase in the estimated cost of the building,
structure, electrical, plumbing, mechanical or gas systems have been paid. All
plan review fees shall be paid for by the owner of the project or their agent
directly to the plan review service. This fee will not conflict with the permit fee
requirements due to the City of Georgetown."
D. Section 108.1 of Chapter 1 of the 1994 Uniform Building Code is hereby revised
to read as follows: `
Section 108.1 - inspections.
"All construction or work for which a permit is required shall be subject to
inspection by the building .official. In addition, all construction or work for which
inspection approval is required for occupancy types of Group F, Factory -
Industrial, Group H Hazardous and Group M Mercantile of considerable size,
generally 100,000 square feet or greater shall be subject to inspection by State
of Texas licensed and registered Architects and/or Engineers, knowledgeable
with the 1994 Uniform Codes, except for plumbing and Certificate of Occupancy
inspections which will be performed by the City of Georgetown =Inspections
Services Division. The property owners of record of the project shall be
responsible for retaining and securing the services and payment of the Architect
and/or Engineer for which the inspections will be performed. All inspection
reports and records will be submitted to the Building Official which will be signed
and provided with the architect and/or engineer's State of Texas seal and
certification's supporting compliance of either the Southern Standard Codes or
Uniform Codes with all aspects of the construction process and with the
applicable construction codes except for the plumbing phases. All Inspection and
certification reports filed with the Building Official shall support codes compliance
with no opinions or disclaimers. All such construction or work shall remain
accessible and exposed for inspection purposes until approved by the Building
Official or as provided for in this section. In addition, certain types of construction
shall have continuous inspection as specified in Section 1701.5."
E. Section 15.05.060 of Chapter 15.05 of the Code of Ordinance of the City of
Georgetown, Texas be hereby added and reads as follows:

"Prior. to the issuance of permits all required public improvements necessary to
serve the project shall be installed and excepted by the utility providers or
governmental entities as deemed appropriate."
F. Table 1-A, Building Permit Fees, of Chapter 1, of the 1994 Uniform Building
Code shall be deleted in its entirety.
SECTION 5 SUPPLEMENTAL MECHANICAL CODE
A. Section 15.09.010 of Chapter 15.09 of the Code of Ordi -ances of the City of
Georgetown, Texas is hereby added to read as follows:
Section 15.09 .010. Uniform Mechanical Code - 1994 Edition - Adopted
"The Uniform Mechanical Code 1994 Edition, as published by the International
Conference of Building Officials, for the purpose of prescribing *regulations
governing construction and design of Commercial Occupancy Types for Group
F, Factory - Industrial, Group H Hazardous and Group M Mercantile of
considerable size, generally 100,000 square feet or greater. The Building Official
does have the authority to exercise discretion and use of expertise for the size
of the structure this code can apply. This chapter includes the Appendix A, B,
C, and D of said code, save and except such portions as are hereinafter deleted,
modified or amended of which code not less than one copy has been and now
is filed in the office of the City Attorney and the Georgetown Public Library and
the same is adopted and incorporated as fully as if set out in length in this
chapter, and from the date on which this chapter takes effect, the provisions
thereof shall be controlling within the limits of the City."
B. Section 15.09.020 of Chapter 15.09 of the code of ordinances of the City of
Georgetown, Texas shall be added and Section 115.2 Permit Fees and 115.3 Plan Review
Fees shall be amended in Chapter 1 of the 1994 Uniform Mechanical Code of Ordinances
to read as follows:
"A mechanical permit shall not be issued until all fees as set forth by the City
Council for the City of Georgetown, Texas have been paid in full. Nor shall an
amendment to a permit be released until the additional fee, if any, due to an
increase in the estimated cost of the building, structure, electrical, plumbing,
mechanical or gas systems have been paid. All plan review fees shall be paid
for by the owner of the property or their agent directly to the plan review service.
This fee will not conflict with the permit fee requirements due to the City Of
Georgetown."
C. Table 1-A of Chapter 1, Administration, of the 1994 Uniform Mechanical Code,
Schedule of Permit Fees, shall be deleted in its entirety.
D. Section 114.1 - Permit issuance, of Chapter 1 of the 1994 Uniform Mechanical
Code is hereby amended as follows:
"The application, plans, specifications computations and other data filed by an
applicant for a permit shall have been designed by a State of Texas licensed and
registered Architect and/or Engineer knowledgeable with in the 1994 Uniform
Codes and the plans are to be reviewed by a plans review service that has
employed certified plans reviewers under which code the plans are designed.
Upon completion of the review, the applicant shall submit the review report and
two full sets of plans to the office of the Building Official, Upon approval the
Building Official will issue the appropriate permits for work to proceed and one
set of reviewed plans will be kept on the job site at all times during construction
for review of the inspection agency."
SECTION 6 SUPPLEMENTAL GAS CODE

A. Section 15.10.010 of Chapter 15.21 of the Code of Ordinances of the City of
Georgetown, Texas is hereby added to read as follows:
Section 15.10.010, International Fuel Gas Code, 1997 Edition - Adopted
"The International Gas Fuel Code 1997 Edition, as published by the International
Code Council, Inc., for the purpose of prescribing regulations governing
construction of structures and the design of commercial Occupancy Types for
Group F, Factory - Industrial, Group H Hazardous and Group M Mercantile of
considerable size, generally 100,000 square foot or greater. However, the
Building Official does have the authority to exercise discretion' and use of
expertise to the size of the structure this code can apply. This Chapter includes
Appendices A, B, C and D and Chapter 7, Reference Standards of said code,
save and except such portions as are hereinafter deleted, modified or amended
of which code not less than one copy has been and now is filed in the office of
the City Attorney and The Georgetown Public Library and the same is adopted
and incorporated as fully as if set out in length in this chapter, and from the date
on which this chapter takes effect, the provisions thereof shall be controlling
within the limits of the City."
B. Section 106.5.2 Permit Fees, of Chapter 1 of the 1994 International Fuel Gas
Code are hereby amended as follows:
"106.5.2 Fee Schedule. A gas permit shall not be issued until all fees as set
forth by the City Council for the City of Georgetown, Texas have been paid in full
or a fee waiver has been granted by the same. Nor shall an amendment to a
permit be released until the additional fee, if any, due to an increase in the
estimated cost of the building, structure, electrical, plumbing, mechanical or gas
system have been paid. All plan review fees shall be paid for by the owner of the

C. Section 106.5.3. Fee Refunds, of the 1994 International Fuel Gas Code shall be
deleted in its entirety.
D. Section 107.1.1, of Chapter 1 of the 1997 International Fuel Gas Code is hereby
amended as follows:
Section 107.1.1.- Approved Inspection Agency
"The authority having jurisdiction will perform all inspections to gas fuel systems
upon notification of the permit holder."
SECTION 7 SUPPLEMENTAL PLUMBING CODE
A. Section 15.13.010 of Chapter 15.13 of the Code of Ordinances pfthe City of
Georgetown, Texas is hereby added to read as follows:
Section 15.13.010. International Plumbing Code, 1997 Edition - Adopted.
"The International Plumbing Code 1997 Edition, as published by the
International Code Council, Inc. For the purpose of prescribing regulations
governing construction and design of Commercial Occupancy Types for Group
F, Factory - Industrial, Group H Hazardous and Group M Mercantile of
considerable size, generally 100,000 square feet or greater. However, the
Building Official does have the authority to exercise discretion and the use of
expertise to allow the use of this code for any size structure.. This chapter
includes Appendices A,B,C,D,E,F,G and Chapter 14 for Referenced Standards
of said code, save and except such portions as are hereinafter deleted, modified
or amended of which code not less than one copy has been and now is filed in
the office of the City Attorney and the Georgetown Public Library and the same
is adopted and incorporated as fully as if set out in length in this chapter, and
from the date on which this chapter takes effect, the provisions thereof shall be
controlling within the limits of the City."
B. Section 106.5.2 of the 1997 International Plumbing Code is amended to read as
follows:

C. Section 106.5.3 Fee Refunds, Chapter 1 of the 1997 International Plumbing
Code shall be deleted in its entirety.
D. Section 1071.1, of Chapter 1 of the 1997 International Plumbing Code is hereby
amended as follows:

"The authority having jurisdiction will perform all inspections to plumbing
systems for Group F, Group H and Group M Occupancy Types upon notification
of the permit holder."
