WHEREAS, in Ordinance 91-30, the City Council adopted the City's current single - member district plan and amended that ordinance with Ordinance 95-11, Ordinance 96-09 and Ordinance No. 97-19. WHEREAS, such plan was later approved by the United States Department of Justice to be used for selection of elected officials for the Mayoral and City Councilmember elections within the City of Georgetown; WHEREAS, the City has annexed additional property and is currently in the process of annexing certain property adjacent to the City limits, WHEREAS, these annexations and proposed annexation of property adjacent to the City limits of the City of Georgetown require that the City amend its single -member district plan to incorporate these newly annexed properties within the City's single -member district plan for election purposes; WHEREAS, the City election will occur immediately after the completion of all of the annexations; WHEREAS, since the approval of the U.S. Department of Justice is required to amend the City's single -member district plan, and such approval must be submitted well in advance of the City's election; WHEREAS, according to the most recent decennial census in 1990, these recent annexations contained significant population in 1990, necessitating that some of the existing single -member district boundaries be redrawn; WHEREAS, each of the annexed tracts is immediately adjacent to an existing single -member district boundary line; 41 03 1998 Revision to Single -Member District Plan, Ordinance No. d Page 1 of 4 WHEREAS, the City Council hereby determines that the addition of these annexed tracts to the adjacent single -member districts and respective redrawing of district boundaries is in the best interest of the City; NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF GEORGETOWN, TEXAS, THAT: SECTION 1. The facts and recitations contained in the preamble of this ordinance are hereby found and declared to be true and correct, and are incorporated by reference herein and expressly made a part hereof, as if copied verbatim. The City Council hereby finds that this ordinance implements Governmental Affairs Policy 2 of the Century Plan - Policy Plan Element, which states: "The City will encourage all citizens to actively participate in governmental functions", and further finds that the enactment of this ordinance is not inconsistent or in conflict with any other Century Plan Policies, as required by Section 2.03 of the Administrative Chapter of the Policy Plan, SECTION 2. The following boundary revisions to the City's single -member district plan are hereby adopted: A. Sequoia Spur Annexation (.325 acres. A portion of Census Tract 201.01, Block 201, having no population, shall be added to District 4. B. Raintree Subdivision/A.P.W. Corp. Tract Annexation (81.91 acres). A portion of Census Tract 214.01, Block 301 D, with a total population of 66, is being added to District 7. A breakdown of the population being added, according to the 1990 Census, is as follows: NHW NHB H NHOther 55 2 8 1 C. Pleasant Valley Subdivision/Hartman Acres Subdivision/David Starr Tract Annexation (77.46 acres). A portion of Census Tract 214.03, Block 303C, with a total population of 7, is being added to District 1. Campbell Tract No. 1 (144.603_ acres) & Campbell Tract No. 3 (54.946 acres Annexation. A portion of Census Tract 201.01, Block 201, having no population, shall be added to District 4, E. The Falls of San Gabriel Annexation (33.983 acres). A portion of Census Tract 201.04, Block 2098, and Tract 204.05, Blocks 209A, 211 and 212, having no population, shall be added to District 4. 1998 Revision to Single -Member District Plan, Ordinance No. Ay ®/. Page 2 of 4 F. Park Central One Annexation (68.1 acres). A portion of Census Tract 214.03, Block 303C, having no population, shall be added to District 1, G. Benderson Trust Tract Annexation (95.42 acres). A portion of Census Tract 214.03, Block 303C, having no population, shall be added to District 1. H. Bonnett Subdivision Annexation (12.33 acres). A portion of Census Tract 201.03, Block 303C, with a total population of 1, shall be added to District 2. A breakdown of the population being added, according to the 1990 Census, is as follows: NHW NHB H NHOther 1 0 0 0 Sun Citv Neiahborhoods 1-C,_11, _13, 14, 35 & 36 Annexation (375.871 acres), A portion of Census Tract 201.01, Blocks 104 and 202, having no population, shall be added to District 4. J. Vogler Tract Disannexation (70.69 acres). A portion of Census Tract 216, Block 249, having no population, shall be deleted from District 5. SECTION 3. The maps attached as Exhibit A, Pages 1-7 are hereby adopted as the official single -member district boundary maps, reflecting the changes in census blocks specified in Section 2. A chart attached as Exhibit B identifies the population distributions for each district. SECTION 4. All ordinances and resolutions, or parts of ordinances and resolutions, in conflict with this Ordinance are hereby repealed, and are no longer of any force and effect. SECTION 5. If any provision of this ordinance or application thereof to any person or circumstance, shall be held invalid, such invalidity shall not affect the other provisions, or application thereof, of this ordinance which can be given effect without the invalid provision or application, and to this end the provisions of this ordinance are hereby declared to be severable. SECTION 6, The Mayor is hereby authorized to sign this ordinance and the City Secretary to attest. This ordinance shall become effective and be in full force and effect in (10) ten days on and after publication in accordance with the provisions of the Charter of the City of Georgetown, or on the effective date of the annexation ordinance, whichever date is later. 1998 Revision to Single -Member District Plan, Ordinance No. 941-13 Page 3 of 4 PASSED AND APPROVED on First Reading On the 24th day of February, 1998, PASSED AND APPROVED on Second Reading on the 1 k day of March, 1998.
