GEORGETOWN, TEXAS, AMENDING SECTION 10.12.070 OF THE
CODE OF ORDINANCES OF THE CITY OF GEORGETOWN, TEXAS
RELATING TO SPEED LIMITS ON R.M. 2243 (LEANDER ROAD),
REPEALING CONFLICTING ORDINANCES AND RESOLUTIONS,
INCLUDING A SEVERABILITY CLAUSE; AND ESTABLISHING AN
EFFECTIVE DATE.
WHEREAS, the City of Georgetown has requested that the school speed limit be extended
on Leander Road to further increase the safety of the school children walking to and from Tippit
Middle School and the Sixth Grade Center; and
WHEREAS, the City of Georgetown has provided sidewalks along the North side of
RM2243, crossing over to the south side of RM2243 at Norwood West due to the width of the
road's right of way being too narrow for pedestrian travel, so therefore, the School Zone should
be extended to Norwood West to insure the safety of persons having to cross at this location; and
WHEREAS, the City Council of the City of Georgetown, Texas, hereby finds that a
necessity exists for amending the City of Georgetown Code of Ordinances to allow for an extension
of the existing school speed limits on Leander Road, as hereinafter described;
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY
OF GEORGETOWN, TEXAS, THAT:
SECTION 1. The facts and recitations contained in the preamble of this ordinance are
hereby found and declared to be true and correct, and are incorporated by reference herein and
expressly made a part hereof, as if copied verbatim.
The City Council finds that this ordinance implements the following policy of the
City of Georgetown Century Plan - Policy Plan Element:
1. Transportation Policy End 12.0, which states: "Georgetown's transportation system
provides for the safe and efficient movement of traffic, promotes the economic interests of
the community, and adequately serves the needs of individuals", and further finds that the
enactment of this ordinance is not inconsistent or in conflict with any other Century Plan
Policies, as required by Section 2.03 of the Administrative Chapter of the Policy Plan,
SECTION 2. Section 10. 12.070 of the Code of Ordinances of the City of Georgetown,
Texas is hereby amended to read as follows:
"10.12.070 R.M. 2243 (Leander Road).

It is hereby determined upon the basis of an Engineering and Traffic investigation that the
prima facie maximum speed limit on those portions of RM2243 (Leander Road) routed in the
City of Georgetown as stated in this section, which prima facie maximum speed limit is effective
at all times, and signs will be erected giving notice of the prima facie maximum speed limit so
declared to wit:
Speed Zone
A. For westbound traffic:
1. Beginning at Bus.35 M at milepoint 21.286 to milepoint 20.245, a distance of 1.041
miles, a prima facie maximum speed limit of 40 miles per hour.
2. From milepoint 20.245 to milepoint 19.694, a distance of 0.551 miles, a prima facie
maximum speed limit of 45 miles per hour.
3. From milepoint 19.694
to the west city limit of
Georgetown at milepoint 18.371, a
distance of 1.323
miles,
a prima facie maximum
speed limit of 55 miles per hour.
4. Reduced Speed School Zone
From milepoint 20.193 to milepoint 19.798, a distance of 0.395 miles, a prima facie
maximum speed limit of 30 miles per hour when flashing, 45 miles per hour all
other times.
B. For Eastbound Traffic
1. Beginning at the west city limit of Georgetown at milepoint 18.371 to milepoint
19.694, a distance of 1.323 miles, a prima facie maximum speed limit of 55 miles
per hour.
2. From milepoint 19.694 to milepoint 20.245, a distance of 0.551 miles, a prima facie
maximum speed limit of 45 miles per hour.
3. From milepoint 20.245 to Bus. 35 M at milepoint 21.286, a distance of 1.041 miles,
a prima facie maximum speed limit of 40 miles per hour.
4. Reduced Speed School Zone
From milepoint 19.798 to milepoint 20.193, a distance of 0.395 miles, a prima facie
maximurn speed limit of 30 miles per hour when flashing, 45 miles per hour all
other times."
SECTION 3. That all of the streets of this city, and all portions of any such streets, are
hereby declared to be public streets and that the driving or operating of any motor vehicle on or

along any portion of any street of this city at a rate of speed that is greater than the maximum rate of
speed for said portion of said street, as fixed by this ordinance shall be guilty of a misdemeanor,
which is named "The Offense of Speeding" and that the said offense is punishable by a fine in any
sum not to exceed Two Hundred dollars ($200.00). That the use of the word "Speeding" shall be
sufficient to designate the said offense, and shall mean that a motor vehicle has been driven upon a
public street at a greater rate of speed than fixed by City Ordinance for the street and for the zone
thereof, that such motor vehicle was so being driven upon, if zoned.
That in prosecutions under this ordinance, for the offense of speeding, the complaint, if in other
respects sufficient in form, shall as to the portion thereof seeking to acknowledge the offense, be
sufficient if it in substance alleges that the defendant did while driving a motor vehicle in said city
commit the offense of "Speeding."
SECTION 4. That should any section or any portion of any section hereof be decreed to be
void, the invalidity of such section or such portion thereof shall not affect the validity of the
remaining portions of this ordinance; and that each section and each portion thereof not decreed to
be invalid shall remain valid and enforceable.
All ordinances and resolutions, or parts of ordinances and resolutions, in conflict with this
Ordinance are hereby repealed, and are no longer of any force and effect.
SECTION 5. The Mayor is hereby authorized to sign this ordinance and the City Secretary
to attest. This ordinance shall become effective and be in fiill force and effect in (10) ten days on
and after publication in accordance with the provisions of the Charter of the City of Georgetown.
