AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF
GEORGETOWN, TEXAS, ADDING SECTION 2.69 TO THE CODE OF
ORDINANCES OF THE CITY OF GEORGETOWN, TEXAS,
ESTABLISHING THE MAIN STREET ADVISORY BOARD; REPEALING
CONFLICTING ORDINANCES AND RESOLUTIONS; INCLUDING A
SEVERABILITY CLAUSE; AND ESTABLISHING AN EFFECTIVE DATE.
WHEREAS, the City of Georgetown is again participating in the Main Street
Program; and
WHEREAS, the City Council in its workshop session on February 9, 1999 discussed
the formation of a Main Street Advisory Board;
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY
OF GEORGETOWN, TEXAS, THAT:
SECTION 1. The facts and recitations contained in the preamble of this ordinance
are hereby found and declared to be true and correct, and are incorporated by reference
herein and expressly made a part hereof, as if copied verbatim. The City Council hereby
finds that this ordinance implements Economic Development Policy 1.8 of the Century
Plan - Policy Plan Element, which states: "The downtown is an economically viable
component of the retail and business community", and further finds that the enactment of
this ordinance is not inconsistent or in conflict with any other Century Plan Policies, as
required by Section 2.03 of the Administrative Chapter of the Policy Plan.
SECTION 2. The attached Exhibit "A", relating to the Main Street Advisory Board,
is hereby adopted by the City Council of the City of Georgetown, Texas, and incorporated
herein for all purposes.
SECTION 3. All ordinances and resolutions, or parts of ordinances and resolutions,
in conflict with this Ordinance are hereby repealed, and are no longer of any force and
effect.
SECTION 4. If any provision of this ordinance or application thereof to any person
or circumstance, shall be held invalid, such invalidity shall not affect the other provisions,
or application thereof, of this ordinance which can be given effect without the invalid
provision or application, and to this end the provisions of this ordinance are hereby
declared to be severable.

SECTION 5, The Mayor is hereby authorized to sign this ordinance and the City
Secretary to attest. This ordinance shall become effective and be in full force and effect
in f 10) ten days on and after publication in accordance with the provisions of the Charter
of the City of Georgetown.

2.69.10 Created.
There is created a board named the Main Street Advisory Board, hereinafter referred to as
"the Board."
2.69.20 Definitions.
"Downtown" shall mean property located within the Town Square historical district as
designated in Section 12.3 8.110 of the Georgetown Municipal Code,
2.69.30 Purpose
In almost every Main Street city, an advisory board is set up to work with the Main Street
Manager.
A. The Board will assist the Main Street Manager in a number of ways, including the
following:
1. expand interest base/support group
2, fund raising; for the Main Street Program or for special projects organized
through Main Street, tapping local sources and federal and private grants
and contributions
B. The Board will advise the Main Street Manager in a number of ways, including
the following:
1. work with low interest loan pool applicants in establishing the loan
application process and follow up
2. work with building owners interested in Historic Preservation Tax Act
Certification
3, make recommendations as to Main Street Program policy
4, setting the goals of the Main Street Program
5, administering monies from the Main Street Facade Fund
2.69.30 Appointment.
A. The Board consists of seven members appointed by the City Council to serve 2 -
year terms except for the initial term, which varies as set out in Section C below.
B. The City Council shall appoint members of the Board representing public and
private sector interests, including but limited to the following: County Commissioner Precinct 3
or his/her representative; Chamber of Commerce representative; one member from either the
Georgetown Heritage Society or Williamson County Historical Commission; downtown
commercial property owner; downtown business owner; downtown association leader; and one
citizen at large.
C. The initial terms of service of each Board member shall be as follows:
County Commissioner - 3 years
Chamber of Commerce - 2 years
Historical organization - 2 years
Downtown property owner - 3 years
Downtown business owner - 2 years
Downtown Georgetown Association leader - 3 years
Citizen at large - 2 years
D. In the event that any Board member ceases to be a member of the group he/she
was appointed to represent, the Board member shall automatically forfeit membership on the
Board.
