WHEREAS, the City Council of the City of Georgetown, Texas ordered an election to be
held on Saturday, May 1, 1999 for the purpose of the following:
Election of a Mayor and two (2) members of Council, Districts 2, and 6; and
WHEREAS, the results of the District 2 contest have been requested to be recounted; and
WHEREAS, a Recount will have been held on Friday, May ?, 1999, at 1:00 p.m. at City
Hall; and
WHEREAS, if the results of said Recount changed the outcome of the results of the canvass
of the General Election held on Saturday, May 1, 1999, that change will be approved by this
ordinance; and
WHEREAS, it appears from the results of the Recount, duly and legally made, that each of
the candidates received the following votes:
Clark Lyda
Shelley Pierre Davis
WHEREAS, the City Council of the City of Georgetown has determined that this Ordinance
must be passed on an emergency reading to allow the Councilmember to take office in a timely
manner,
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF
GEORGETOWN TEXAS, that:
SECTION 1.
The facts and recitations contained in the preamble of this resolution are hereby found and
declared to be true and correct, and are incorporated by reference herein and expressly made a part
hereof, as if copied verbatim. The City Council hereby finds that this resolution implements the
following policy or policies of the Century Plan - Policy Plan Element:
1. Governmental Affairs Policy End 6.0, which states: "A high level of cooperation and
involvement exists among Georgetown's citizens and govermnental organizations."

and
2. Governmental Affairs Focus End 6. 1, which states: "All citizens actively participate
in governmental functions."
SECTION II.
The City Council officially finds and determines that _ was elected as
Councilmember for District No. 2.
Furthermore, said party is hereby declared duly elected to said respective office, subject to
the taking of an oath of office as provided for by the laws of the State of Texas and the Charter of
the City of Georgetown, Texas.

It is further found and determined that in accordance with the order of this governing body, the City
Secretary posted written notice of the date, place and subject of this meeting on the bulletin board
located outside of City Hall/Council Chambers, a place convenient and readily accessible to the
general public, and said notice having been so posted and remaining posted continuously for at least
72 hours preceding the scheduled time of said meeting. A copy of the return of said posting shall
be attached to the minutes of this meeting and shall be made a part thereof for all intents and
purposes.
SECTION IV.
This Ordinance establishes an emergency due to the need for these Councilmembers to take office
in a timely fashion and in accordance with the provisions of the Election Code of the State of Texas
and the Charter of the City of Georgetown, and therefore this ordinance shall take effect immediately
upon passage by a favorable vote of not less than a majority plus one of the Councilmembers
qualified in serving.
PASSED, APPROVED, AND ADOPTED on emergency reading on this 11th day of May, 1999.
