EFFECTIVE DATE, WHEREAS, the City Council of the City of Georgetown, Texas, in April, 2000 adopted changes to the City's Sign Ordinance regarding urban design requirements for new development; and WHEREAS, the City Council included a sunset clause in the adopting ordinance to ensure that a review of the ordinance was performed within six (6) months of the adoption of the new requirements; and WHEREAS, on September 25, 2000 the City Council held a workshop to review the City's recently adopted urban design requirements; and WHEREAS, at the workshop the City Council provided directions on revision to the City's urban design regulations; NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF GEORGETOWN, TEXAS, THAT: SECTION 1. The facts and recitations contained in the preamble of this ordinance are hereby found and declared to be true and correct, and are incorporated by reference herein and expressly made a part hereof, as if copied verbatim. The City Council hereby finds that this ordinance implements the following policies of the Century Plan - Policy Plan Element: Growth and Physical Development Element - Policy End 3.0 which states "Citizens, business owners and organizations enjoy the benefits of well-planned land usage in which conflicting needs are balanced"; Urban Design Element - Focus End 13.1 which states "Georgetown's historic character is maintained and enhanced"; Urban Design Element - Focus End 13.6 which states "Key thoroughfares are enhanced to more closely reflect the character of the community"; Urban Design Element - Focus End 13.9 which states "Commercial signage does not dominate streetscapes or views in the City"; Urban Design Element - Focus End 13.16 which states "Large buildings are articulated in a manner and scale that is reflective of Georgetown's character"; _Sign Ordinance Revision - Urban Design Standards Review Ordinance No. p000 �°' Page I of 2 Urban Design Element - Focus End 13.19 which states "The impact of commercial and industrial land uses on single family neighborhoods are minimized"; Urban Design Element - Focus End 13.21 which states "Landscaping is used to break up large parking areas and to provide shade for cars"; Urban Design Element - Focus End 13.22 which states "Non-residential landscaping is drought -tolerant, but automatic irrigation is included for supplementation during extreme droughts"; Urban Design Element - Focus End 13.24 which states "Outside storage is effectively screened and unobtrusive"; and City Council further finds that the enactment of this ordinance is not inconsistent or in conflict with any other Century Plan Policies, as required by Section 2.03 of the Administrative Chapter of the Policy Plan. SECTION 2. The sunset provisions set forth in Section 4 of Ordinance Number 2000-28 is hereby repealed and is no longer of any force and effect. SECTION 3. If any provision of this ordinance or application thereof to any person or circumstance, shall be held invalid, such invalidity shall not affect the other provisions, or application thereof, of this ordinance which can be given effect without the invalid provision or application, and to this end the provisions of this ordinance are hereby declared to be severable. SECTION 4. The Mayor is hereby authorized to sign this ordinance and the City Secretary to attest. This ordinance shall become effective and be in full force and effect in (10) ten days on and after publication in accordance with the provisions of the Charter of the City of Georgetown.
