HomeMy WebLinkAboutORD 2000-35 - Personal HolidaysAN ORDINANCE AMENDING SECTION 3.01.320 "HOLIDAYS", OF THE GEORGETOWN MUNICIPAL CODE, BY ADDING TWO PERSONAL DAYS APPLICABLE TO EMPLOYEES OF THE CITY OF GEORGETOWN, TEXAS; PROVIDING A SEVERABILITY CLAUSE, AND SETTING AN EFFECTIVE DATE. WHEREAS, the Georgetown City Council wishes to maintain competitive employee benefits for retaining and attracting the highest quality employees; and WHEREAS, the City of Georgetown currently offers eleven paid holidays; and WHEREAS, the State of Texas and Williamson County have eighteen and thirteen paid holidays respectively; and WHEREAS, only two and a half months remain for the _fiscal year 1999/2000 and thus only one additional personal holiday will be applied to the current fiscal year but two personal holidays per year will be added beginning on October 1, 2000; NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF GEORGETOWN, TEXAS, THAT: SECTION 1. The facts and recitations contained in the preamble of this ordinance are hereby found and declared to be true and correct, and are incorporated by reference herein and expressly made a part hereof, as if copied verbatim. The City Council hereby finds that this ordinance implements the following policy of the Century Plan — Policy Plan Element: 1. Facilities and Services Focus End 13.02 which states: "The City has a high level of employee satisfaction and retention." And the Council further finds that the enactment of this ordinance is not inconsistent or in conflict with any other Century Plan Policies, as required by Section 2.03 of the Administrative Chapter of the Policy Plan. SECTION 2. The City Council hereby adopts the amendment to Section 3.0 1.320 "Holidays" of the Georgetovai Municipal Code by adding two personal holidays applicable to employees of the City of Georgetown, as stated in Exhibit A which is attached hereto and incorporated herein by reference as if copied verbatim. SECTION 3. The City Manager is hereby authorized to determine the appropriate procedures to implement the holiday and make whatever changes as may be necessary. SECTION 4. If any provision of this ordinance or application thereof to any person or circumstance shall be held invalid, such invalidity shall not affect the other provisions, or application thereof, of this ordinance which can be given effect without the invalid provision or application, and to this end of the provisions of this ordinance are hereby declared to be severable. SECTION 5. The Mayor is hereby authorized to sign this ordinance and the City Secretary to attest. This ordinance shall become effective and be in full force and effect in (10) ten days on and after publication in accordance with the provisions of the Charter of the City of Georgetown. B. Policy: The following days are recognized as City -paid holidays during the fiscal year: Holiday New Years Day Martin Luther King, Jr. Day Memorial Day Independence Day Labor Day Thanksgiving Day Christmas Four Personal I-Iolidays Date Observed January I Third Monday in January Last Monday in May July 4 First Monday in September Fourth Thursday in November and the following Friday December 24 and 25 To be selected by the employee Such other holiday as the City Council may declare.
