AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF GEORGETOWN, TEXAS, AMENDING SECTION 13.04.120 ENTITLED "RATES AND CHARGES -- WATER --SCHEDULE" OF THE CODE OF ORDINANCES OF THE CITY OF GEORGETOWN TEXAS; REPEALING CONFLICTING ORDINANCES AND RESOLUTIONS; INCLUDING A SEVERABILITY CLAUSE; AND ESTABLISHING AN EFFECTIVE DATE. WHEREAS, The City of Georgetown established its current, standard water rates in 1991; r WHEREAS, The annual growth that Georgetown is experiencing is placing an increasing demand on the City's water system and treatment capacity, principally in the hot summer months; and WHEREAS, The City of Georgetown has completed a cost of service study for water; and WHEREAS, The City of Georgetown wishes to implement rates that fully recover the cost of water service, and make the water utility self-supporting; and WHEREAS, The City Council of the City of Georgetown wishes to amend the current, standard water rates and adopt proposed rates, effective on all utility billings after November 1, 2001, NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF GEORGETOWN, TEXAS, THAT. SECTION 1. The facts and recitations contained in the preamble of this ordinance are hereby found and declared to be true and correct, and are incorporated by reference herein and expressly made a part hereof, as if copied verbatim. The City Council hereby finds that this ordinance implements Finance Policy End 4.0 of the Century Plan - Policy Plan Element, which states: "The City will conduct all municipal operations in an efficient business -like manner and sufficient financial resources for both short-term and long-term needs are provided," and further finds that the enactment of this ordinance is not inconsistent or in conflict with any other Century Plan Policies, as required by Section 2.03 of the Administrative Chapter of the Policy Plan. SECTION 2, Section 13.04.120 Rates and Charges--Water--Schedule" of the Code of Ordinances of the City of Georgetown, Texas is hereby amended to read as follows: "Rates and charges for water service are as follows: A. Inside City Limits 1. Customer charge, per month: a. 3/a inch meter, $16.50, b. 1 inch meter, $17-655, $23.00 c. 1 '/2 inch meter, $21.80, $29.50 d. 2 inch meter, $26:09, $48.00 e. 3 inch meter; $400, $181.50 Water Rate Ordinance No. AO01 r (Pso Page 1 of 3 f. 4 inch meter, $63.00, $231.00 g. 6 inch meter, $63:90, $346.50 h. 8 inch meter, $462.00 2. Nonresidential Customers: Cost per 1,000 gallons, $1.95 $2.13 3. Residential Customers: Cost per 1,000 gallons a. Winter Rate: Cost per 1,000 gallons, $1:95 $2.13 b. Summer Rate: June through September billings i. Up to and including 24,000 gallons: $1,95 $2.13 ii. Over 24,000 gallons and up to and including 39,000 gallons: $2.50 iii. Over 39,000 gallons and up to and including 59,000 gallons: $3.50 iv. Over 60,000 gallons: $4.50 B. Outside City Limits. 1. Customer charge, per month: a. 3/4 inch meter, $21.80, b. 1 inch meter, $23:40, $27.00 c. 1 '/2 inch meter, $28:00, $35.00 d. 2 inch meter, $32.0 $56.00 e. 3 inch meter, $54:00, $211.50 f. 4 inch meter, $74:00, $269.50 g. 6 inch meter, $133:08, $404.50 h. 8 inch meter, $539.00 2. Over 39,000 gallons and up to and including 59,000 gallons: $4.10 iv. Over 60,000 gallons: $5.25 C. Non -potable water: Cost per 1,000 gallons, $0.54 D. Bulk Water: For water use from fire hydrant meters and all other miscellaneous water usage not regularly billed. Use inside or outside city limits as appropriate. 1. A $100.00 deposit is required prior to use, unless water is prepaid. 2. Usage is read and billed monthly. 3, AGGGURtS unpaid 15 days after billing date will be Glesed and the Meter FeFnGved, 4. Customer is responsible for the meter and all parts and retrofits to the meter, involved in the meter reading process. 5. All other provisions for City utility service shall apply, except as provided in this chapter. E. Exemption to the rates provided in this section may be requested by a customer, in writing, from the City Manager, or his assigned agent, for leaks that occur on the customer side of the meter. SECTION 3. All ordinances and resolutions, or parts of ordinances and resolutions, in conflict with this Ordinance are hereby repealed, and are no longer of any force and effect. If any provision of this ordinance or application thereof to any person or circumstance, shall be held invalid, such invalidity shall not affect the other provisions, or application thereof, of this ordinance which can be given effect without the invalid provision or application, and to this end the provisions of this ordinance are hereby declared to be severable. SECTION 5. The Mayor is hereby authorized to sign this ordinance and the City Secretary to attest. This ordinance shall become effective and be in full force and effect in (10) ten days on and after publication in accordance with the provisions of the Charter of the City of Georgetown.
