CONSTRUCTION PERMIT FEES; AMENDING SECTION
15.04.0403 OF THE CODE OF ORDINANCES (THE "CODE")
TO REVISE PERMIT FEES AND TO ADD A NEW SECTION
15.034.045 ENTITLED "DEVELOP;r1ENT PROCESS FEES";
TO AMEND SECTION 13.04.100, 13.04.1507 13.04.1603 OF
THE CODE, CONCERNING ELECTRICAL TAP FEES,
WATER TAP RATES AND SEWER. TAP RATES,
RESPECTIVELY; PROVIDING A CONFLICT CLAUSE AND
SEVERABILITY CLAUSE; AND SETTING AN EFFECTIVE
DATE. '
WHEREAS, the City Manager of the City of Georgetown, Texas, has submitted to
the City Council a proposed Annual Operating Plan element ("Plan") of the Century Plan
of the revenues of said City and expenses of conducting the affairs thereof and providing
a complete financial plan for the ensuing fiscal year, beginning October 1, 2001, and
ending September 30, 2002;
WHEREAS, said proposed Plan has been compiled from detailed information
obtained from several departments and offices of the City; and
WHEREAS, it is the intention of the City Council to be responsive to the time
constraints of the development process, incorporate the cost of system -wide improvements
in the connect fee structure, be competitive with Georgetown's commercial and industrial
competitors, and include a portion of the costs of service delivery and overhead; and
WHEREAS, it is the intention of the City Council to revise the City's local
development fees and it is determined that revising the development fees is in the best
interest of the citizens and the businesses in the City of Georgetown; and
WHEREAS, the caption of this ordinance was printed in the Williamson County Sun
on August 22, 2001 in compliance with the City Charter of the City of Georgetown;
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF
GEORGETOWN, TEXAS, THAT.
SECTION 1. The facts and recitations contained in the preamble of this ordinance
are hereby found and declared to be true and correct, and are incorporated by reference
herein and expressly made a part hereof, as if copied verbatim. The City Council hereby
finds that this ordinance implements the following elements of the Century Plan Policy Plan

anI that the enactment of this ordinance is not inconsistent or in conflict with any other
Cent r1 Plan Policies, as re �:ir ed by Section 2.03 of the Administrative Chapter of the
PoHcv Plan:
1. Economic Development Policy 5, which states: "The City will take
the appropriate steps to have a self-sustaining economy;" and
2. Finance Policy 1, which states: "The City will conduct all municipal
operations in an efficient business -like manner."
SECTION 2, Resolution No. 960109 is hereby repealed.
SECTION 3. Section 15.04.040 of the Code of Ordinances entitled "Permit Fees"
is hereby amended as shown on Exhibit "A" attached hereto and incorporated herein.
SECTION 4, Chapter 15 of the Code of Ordinances is hereby amended to add a
new Section 15.04.045 entitled "Development Processing Fees" as set out on Exhibit "B"
attached hereto and incorporated herein.
SECTION 5. Sections 13.04.100 "Electrical Tap Fees", Section 13.04.150 "Water
Tap Fees" and Section 13.04.160 "Sewer Tap Rates" are hereby amended as set out on
Exhibit "C" attached hereto and incorporated herein.
SECTION 6. This ordinance shall be and is hereby declared to be cumulative of all
other ordinances of the City of Georgetown, and this ordinance shall not operate to repeal
or affect any of such other ordinances, except insofar as the provisions thereof might be
inconsistent or in conflict with the provisions of this ordinance, in which event such conflicting
provisions, if any in such other ordinance or ordinances are hereby superseded.
SECTION 7. If any provision of this ordinance or application thereof to any person
or circumstance, shall be held invalid, such invalidity shall not affect the other provisions,
or application thereof, of this ordinance which can be given effect without the invalid
provision or application, and to this end the provisions of this ordinance are hereby
declared to be severable.
SECTION 8. The Mayor is hereby authorized to sign this ordinance and the City
Secretary to attest. This ordinance shall become effective and be in full force and effect
on October 1, 2001,

Construction Permit Fees
Fees, Chapter 1 of the 1994 Southern Standard Building Code is
hereby amended as follows:
"A building permit shall not be issued until all fees as set forth by the City Council for the City of
Georgetown, Texas have been paid in full. Nor shall an amendment to a permit be released until
additional fees, if any, due to an increase in the estimated cost of the building, structure, the
electrical, plumbing, mechanical or gas systems have been paid."
Be NEW CONSTRUCTION
Residential Single -Family (Detached and Attached). Duplex, Tri-plex and Four-121ex:
® Permit Fees are based on total building valuation as determined by current area square foot
valuation data published periodically by the Marshall Valuation Service for the Southern
Building Code Congress International (SBCCI).
Permit fee calculations:
® Valuation determined by the current square foot valuation multiplied by the total square feet of
the proposed residential building (includes uncovered porches, balconies, and patios).
The base fee is assigned for the least valuation amount in the applicable range.
An incremental fee is assigned for each additional $1,000 (or fraction thereof) of building
valuation in excess of the least valuation in the applicable range, to and including the highest
figure in that range, and is added to the base fee.

A minimum application fee of $100.00 shall be required at the time of submittal. The total permit fee will
be adjusted to include this fee at the time of permit issuance.
New construction permit fees include individual trade permit fees for plumbing, mechanical and electrical
only. All other construction fees as listed below shall be charged as an additional fee.

Plan Review Fee.•
All plans for new residential buildings no more than two stories high and four living units, no
fees. Residential buildings three stories in height and more than four living units, plans check fee
shall be one-half of the building permit fee payable at the time of issuance of the building permit.
All plans for new commercial buildings as classified by the building code as commercial
occupancy types and remodels, additions or alterations the plan check fee shall be one-half of the
total building permit fee.
All other buildings, including residential structures and in excess of four stories high, commercial
buildings three stories and higher, schools and all other buildings are subject to be forwarded to
Southern Building Code Congress International, Inc. (SBCCI) for plans review at the discretion
of the Building Official. For those plans forwarded to SBCCI for review, the fees as determined
by SBCCI at the time of submittal shall be nonrefundable and be paid directly to SBCCI by the
applicant. The building permit and Utility Connect fees shall be paid directly to the City of
Georgetown as prescribed in this fee schedule before as the building permit will be issued.
