The undersigned City Secretary of the City of Georgetown, Texas (the "City"), hereby certify as
1. The City Council of the City convened in REGULAR MEETING ON THE 8TH DAY
OF MAY, 2001, at the City Hall (the "Meeting"), and the roll was called of the duly constituted officers
and members of the City, to -wit:

Susan Hoyt - Councilmember District 3

and all of the persons were present, except the following absentees: 0 , thus constituting a
quorum. Whereupon, among other business, the following was transacted at the Meeting: a written

OF THE CITY OF GEORGETOWN GENERAL ELECTION HELD ON MAY 5, 2001, AND
PROVIDING FOR EMERGENCY PASSAGE
was duly introduced for the consideration of the City Council. It was then duly moved and seconded that
the Ordinance be passed on first reading; and, after due discussion, said motion carrying with it the passage
of the Ordinance, prevailed and carried by the following vote:

2. A true, full and correct copy of the Ordinance passed at the Meetings described in the
above and foregoing paragraphs is attached to and follows this Certificate; that the Ordinance has been duly
recorded in the City Council's minutes of the Meetings; that the above and foregoing paragraphs are a true,
full and correct excerpt from the City Council's minutes of the Meeting pertaining to the passage of the
Ordinance; that the persons named in the above and foregoing paragraphs are the duly chosen, qualified
and acting officers and members of the City Council as indicated therein; that each of the officers and
members of the City Council was duly and sufficiently notified officially and personally, in advance, of the
tune, place and purpose of the Meetings, and that the Ordinance would be introduced and considered for
passage at the Meetings, and each of the officers and members consented, in advance, to the holding of
the Meetings for such purpose, and that the Meetings were open to the public and public notice of the time,
place and purpose of the meeting was given, all as required by Chapter 551, Texas Government Code.
4. The Mayor of the City has approved and hereby approves the Ordinance; that the Mayor
and the City Secretary of the City have duly signed the Ordinance; and that the Mayor and the City
Secretary of the City hereby declare that their signing of this Certificate shall constitute the signing of the
attached and following copy of the Ordinance for all purposes.

AN ORDINANCE CANVASSING THE RETURNS AND DECLARING THE
RESULTS OF THE CITY OF GEORGETOWN GENERAL ELECTION
HELD ON MAY 5,2001 ; AND PROVIDING FOR EMERGENCY PASSAGE
WHEREAS, the City Council of the City of Georgetown, Texas ordered an election to be
held on Saturday, May 5, 2001, for the purpose of the following:
Election of three (3) members of the City Council, Districts 3, 4, and 7; and for the
purpose of seeking voter response to the question of whether to increase the sales tax
in the City of Georgetown by one-half of one percent.
WHEREAS, the City Council has investigated all matters pertaining to said election,
including the ordering, giving notice, holding and making returns of said election; and
WHEREAS, the election officers who held said election have prepared the returns of the
results thereof, and the returns have been delivered to City Council; and
WHEREAS, it appears from the returns, duly and legally made, that each of the candidates
received the following votes:

WHEREAS, it appears from said returns, duly and legally made, that the proposition to
increase the sales tax received the following votes:

The Adoption of an additional sales and use tax within the City at the rate of one-half (1/2)
of one percent as authorized by Section 4B, Article 5190.6, V.T.C.S., as amended, with the

proceeds thereof to be used and applied for project costs for streets, roads, drainage, and
other related transportation system improvements, including the payment of maintenance and
operating expenses associated with such authorized projects.

WHEREAS, the City Council of the City of Georgetown has determined that this Ordinance
must be passed on an emergency reading to allow the Councilmembers to take office in a timely
manner,
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF
GEORGETOWN TEXAS, that:
SECTION I.
The City Council officially finds and determines that the election was duly called; that proper notice
of the election was given in accordance with law; that the election was held in accordance with law;
and that returns of the results of the election have been made and delivered, and that the City Council
has canvassed the returns, all in accordance with the law and the Ordinance calling the election.
SECTION II.
The City Council officially finds and determines that Doug Smith was elected as Councilmember
for District No. 3; Jack R. Noble was elected as Councilmember for District 4, and Ken Evans was
elected as Councilmember for District No. 7.
Furthermore, said parties are hereby declared duly elected to their respective offices, subject
to the taking of their oaths of office as provided for by the laws of the State of Texas and the Charter
of the City of Georgetown, Texas.
The City Council officially finds and determines that the proposition to increase the sales tax was
approved.
SECTION III.
It is further found and determined that in accordance with the order of this governing body, the City
Secretary posted written notice of the date, place and subject of this meeting on the bulletin board
located outside of City Hall/Council Chambers, a place convenient and readily accessible to the
general public, and said notice was posted and remained posted continuously for at least 72 hours
preceding the scheduled time of the meeting. A copy of the posting shall be attached to the minutes
of this meeting and shall be made a part thereof for all intents and purposes.

SECTION IV,
This Ordinance establishes an emergency due to the need for these Councilmembers to take office
in a timely fashion and in accordance with the provisions of the Election Code of the State of Texas
and the Charter of the City of Georgetown, and therefore this ordinance shall take effect immediately
upon passage by a favorable vote of not less than a majority plus one of the Councilmembers
qualified in serving.
