TEXAS PROHIBITING CONSTRUCTION TRAFFIC ALONG
CERTAIN STREETS LOCATED WITHIN CHURCHILL
FARMS SUBDIVISION; PROVIDING A SEVERABILITY
CLAUSE; PROVIDING A CONFLICTING LAWS CLAUSE;
AND SETTING AN EFFECTIVE DATE.
WHEREAS, a 57.36 -acre tract of land adjacent to Churchill Farms Subdivision is
in the process of being developed as a single-family residential subdivision to be known
as the "Meadows of Georgetown"; and
WHEREAS, on February 26, 2002, several residents of Churchill Farms
appeared before the City Council of the City of Georgetown protesting the Council's
approval of a concept plan submitted by the Meadows of Georgetown due to the
anticipated increase in traffic, specifically, construction traffic, expected to result from
the development of the Meadows of Georgetown; and
WHEREAS, in order to maintain quality of life for the citizens of Georgetown, the
City Council finds it to be in their best interest to prohibit construction traffic generated
by the development of the Meadows of Georgetown from using Churchill Farms Drive,
Belmont Drive, Stonehedge Boulevard and Reinhardt Boulevard, as its means of
ingress and egress for the Meadows of Georgetown during construction of infrastructure
and/or residences within that subdivision.
NOW, THEREFORE, BE IT ORDAINED BY THE CITY OF GEORGETOWN:
SECTION 1. The facts and recitations contained in the preamble of this ordinance
are hereby found and declared to be true and correct, and are incorporated by reference
herein and expressly made a part hereof, as if copied verbatim. The City Council hereby
finds that this ordinance implements the following elements of the Century Plan Policy
Plan and that the enactment of this ordinance is not inconsistent or in conflict with any
other Century Plan Policies, as required by Section 2.03 of the Administrative Chapter the
Policy Plan:
Transportation Policy 10.00 of the Century Plan — Policy
Plan Element, which states: "Citizens and commercial
goods move safely and efficiently throughout all parts of the
City. of
SECTION 2. The City Council of the City of Georgetown hereby prohibits the
movement of construction traffic generated by the development of the Meadows of
Georgetown along Churchill Farms Drive, Belmont Drive, Stonehedge Boulevard and

Reinhardt Boulevard during construction of infrastructure and/or residences, within the
Meadows of Georgetown subdivision. All construction traffic shall enter Meadows of
Georgetown Subdivision work area by using State Highway 29, County Road 102, Dove
Lane and Covey Lane.
SECTION 3. That should any section or any portion of any section hereof be
decreed to be void, the invalidity of such section or such portion thereof shall not affect
the validity of the remaining portions of this ordinance; and that each section and each
portion thereof not decreed to be invalid shall remain valid and enforceable.
SECTION 4. That all ordinances and parts of ordinances that are in conflict with
this ordinance are hereby repealed.
SECTION 5. The Mayor is hereby authorized to sign this ordinance and the City
Secretary to attest. This ordinance shall become effective in accordance with the
provisions of state law and the City Charter of the City of Georgetown.
