GEORGETOWN, TEXAS, REPEALING THE EXISTING PARKS
AND RECREATION FUNCTIONAL PLAN ELEMENT OF THE
CENTURY PLAN PASSED AND ADOPTED ON THE 28TH DAY OF
APRIL 1992, AND ADOPTING A REVISED PARKS, RECREATION
& OPEN SPACE MASTER PLAN ELEMENT AS PART OF THE
CENTURY PLAN; REPEALING CONFLICTING ORDINANCES
AND RESOLUTIONS; INCLUDING A SEVERABILITY CLAUSE;
AND ESTABLISHING AN EFFECTIVE DATE.
WHEREAS, the City Charter of the City of Georgetown was amended by vote of the people
in April 1986 such that comprehensive planning was established as a continuous and ongoing
governmental function; and
WHEREAS, the City Council did, on March 8, 1988, adopt by Ordinance Number 880097
the Georgetown Century Plan - Policy Plan as the Comprehensive Plan for the City pursuant to
Section 1.08 of the City Charter; and
WHEREAS, the City Council did, on April 28, 1992, adopt by Ordinance Number 1997-7 the
Georgetown Century Plan — Parks and Recreation Functional Plan Element pursuant to Section
1.08 of the City Charter; and
WHEREAS, the Parks, Recreation and Open Space Master Plan acknowledges the need
to plan for the recreation needs of this rapidly -growing population, and at the same time protect and
preserve the natural, cultural and historic assets of the community; and
WHEREAS the Parks, Recreation and
recreational priorities for the community; and
Open Space Master Plan clearly defines the
WHEREAS, the Parks, Recreation and Open Space Master Plan was established to develop
a plan to meet the present needs and future growth of the community; and
WHEREAS, the Parks and Recreation Board did, on August 23, 2001, conduct a public
hearing regarding the Parks, Recreation and Open Space Master Plan; and
WHEREAS, notice of such hearing was published in a newspaper of general circulation in
the City, which stated the time and place of hearing which time was not earlier than fifteen (15) days
for the first day of such publication; and
WHEREAS, the Parks and Recreation Board did, on December 13, 2001, recommend that
the City Council approve the Parks, Recreation and Open Space Master Plan; and
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF
GEORGETOWN, TEXAS, THAT:

SECTION 1. The facts and recitations contained in the preamble of this ordinance are
hereby found and declared to be true and correct, and are incorporated by reference herein and
expressly made a part hereof, as if copied verbatim. The City Council hereby finds that this
ordinance implements the following Policy End of the Century Plan - Policy Plan Element:
9.0 Policy Statement:
Parks, open space, recreation facilities and services and social and cultural activities
contribute to an enhanced quality of life for the citizens of Georgetown.
Parks and Recreation — Parks Maintenance
Goal: Improve the City of Georgetown park system to provide beautiful, safe parks and
a high quality of life.
Strategy: Complete Parks, Recreation and Open Space Master Plan to provide long-
range development guidelines for park expansion.
Strategy: Provide for ongoing maintenance and operations of existing parks.
and further finds that the enactment of this ordinance is not inconsistent or in conflict with any other
Century Plan Ends, as required by Section 2.03 of the Administrative Chapter of the Policy Plan.
SECTION 2. The existing Parks and Recreation Functional Plan element, contained within
the Century Plan, is hereby repealed and replaced with the Parks, Recreation and Open Space
Master Plan element as shown on Exhibit A of this Ordinance, which is attached hereto and
incorporated herein by reference as if set forth in full..
Chapter 1.12, Georgetown Century Plan, of the Code of Ordinances of the
City of Georgetown is hereby amended by amending the following new subsection:
Section 1 al2.080 Parks, Recreation and Open Space Master Plan
In accordance with Chapter 1.08,_ Subsection 2 of the Georqetown Cit
Charter, the City Council of the City of Georgetown has adopted that
certain document entitled the "Parks Recreation and Open Space Master
Plan element of the Century Plan" for the purpose of directing the City
Council staff, and/or commissions in rendering actions and resolutions
relating to the utilization of all of the available resources within the City
and its Planning Area for the purpose of developing and conducting the
Darks and recreation programs_of_the City of Georgetown. This document
may be amended from time to time.
SECTION 3. All ordinances and resolutions, or parts of ordinances and resolutions, in
conflict with this Ordinance are hereby repealed, and are no longer of any force and effect.
SECTION 4. If any provision of this ordinance or application thereof to any person or
circumstance, shall be held invalid, such invalidity shall not affect the other provisions, or application
thereof, of this ordinance which can be given effect without the invalid provision or application, and
to this end the provisions of this ordinance are hereby declared to be severable.
SECTION 5. The Mayor is hereby authorized to sign this ordinance and the City Secretary

to attest.
This ordinance
shall
become effective and be in full force and in accordance with the
provisions
of the Charter
of the
City of Georgetown.
PASSED AND APPROVED on First Reading on the 9th day of April, 2002.
