BUILDING OFFICIALS ONE AND TWO-FAiMILY DWELLING CODE, 1992 EDITION", AS
PROVIDED FOR IN THE 1994 STANDARD BUILDING CODE; DELETING CHAPTER 15.03.000
ENTITLED, "ENERGY CONSERVATION": ADOPTING ANEW SECTION 15.01.012, ENTITLED.
`THE INTERNATIONAL RESIDENTIAL BUILDING CODE, 2000 EDITION AND 2001
SUPPLEMENT", AND INCLUDING THEREIN THE ENERGY CONSERVATION STANDARDS
FOR RES DI ENTUkL AND INTERNATIONAL ENERGY CONSERVATION CODE. 2000 EDITION
AND 2001 SUPPLEMENT (WITH APPENDICES, ERRATA, DELETIONS, LOCAL AMEND ME4_N1 _I'S,
AND AS AMENDED IN THE FUTURE); STATING THE PURPOSE THEREOF; PROVIDING FOR A
TRANSITIONAL PHASEJN OF APPLICATION OF THE NEW CODE PROVISIONS, RELATING
TO BUILDING STANDARDS; ESTABLISHING A TRI -ANNUAL REVIEW PERIOD; REPEALING
CONFLICTING ORDINANCES AND RESOLUTIONS; INCLUDING A SEVERABILITY CLAUSE:
INCLUDING A PENALTY CLAUSE: REQUIRING PUBLICATION, AND ESTABLISHING AN
EFFECTIVE DATE.
WHEREAS, it is the desire of the City Council of Georgetown, T exas to adopt, in all respects, the
2000 International Residential Building Code", with its residential code requirement< in the `200 i
Supplerrlent", (and as amended in the future) relating to one and iwo-family dwellings and townhouses
not more than three stories in height for building, plumbing, mechanical, electrical, energy conservation
standards. and the "7000 International Energy Conservation Code", with its residential cede rgtlirements
in the "2001 Supiplement". (and as amended in the future); and

WHEREAS, the City Council of Georgetown. Texas is adopting the 2000 InLQ' ;ationai
Residential Code q along with Energy Conservation standards for residential construction and the 2i:;tl0
International Energy Conservation Code for compliance with the State of Texas Tegislat vc laws, all
provided for in Senate Bill 365 and Senate Bill 5, of the 77`'' Texas Legislative Session; and
WHEREAS, the City Council of Georgetown. Texas has determined that: the adoption of the
Codes is done to facilitate proper inspection activities by Georgetown, Texas relatim, to construction
within the corporate city limits of Georgetown and in the extra-ten-itorial jurisdiction of Geol aeto«�n, for
residential buildings served by Georgetown utilities, and relating to public safety. health, and general

SECTION 1. The facts and recitations contained in the preamble of this Ordinance are hereby declared
to be true and correct, and are incorporated by reference herein and made a part hereof, as if copied
verbatim. The City Council hereby finds that this Ordinance implements the following Policies of the
Century Plan -- Policy Plan Element:
Housing Policy 6.0 "All citizens have ciccess to safe and c0equate housing oppol-tunities. "
Further, as required by Section 2.03 of the Administrative Chapter of the Policy Plan, the City Council

ereby finds that the enactment of this Ordinance is not inconsistent with or in conflict with any other
Century Plan Policies.
SECTION 2. City of Georgetown Code of Ordinances — Chapter 15.04, Section 15.04.010 "Appendix
C" is hereby deleted in its entirety and Section 15.04.012 is hereby added to the Code to read as follows:
Section 15.04.01.2 INTERNATIONAL", RESIDENTIAL CODE 2000 EDITION,
WITH THE 2001 SUPPLEMENT FOR ONE AND TWO-FAMILY DWELLINGS,
TOWNHOUSES AND ENERGY CONSERVATION STANDARDS ADOPTED.
The provisions of the International Residential Code for One and Two -Family Dwellings
shall apply to the construction, alteration, movement, enlargement, replacement, repair,
equipment, use and occupancy location, removal and demolition of detached one and
two -fancily dwellings and multiple single-family dwellings (townhouses ) that are less
than three stories in height. The most current Energy Conservation Code Standards, 2000
Edition is hereby adopted by reference and all regulations, parts, notifications, references.
specifications and appendices therein are hereby adopted and made part of' this section
except as deleted, amended, or revised or hereafter. A copy of the code small be placed at
the Georgetown Public Library and on file at the office of the Building Official.
SECTION 3. City of Georgetown Code of Ordinances, Chapter 15.03, "Energy Coriservation" shall be
deleted in its entirety, and replaced with the following:
Chapter 15.03 INTERNATIONAL ENERGY CONSERVATION CODE, 2000
EDITION, WITH THE 2001 SUPPLEMENT FOR RESIDENTIAL AND
COMMERCIAL CONSTRUCTION ADOPTED.

Section R.101 Title — "This code shall be known as the International Energy
Conservation Code of Georgetown, Texas and shall be cited as such. It is referred to
herein as "this code".
SECTION 5. The 2000 International Residential Code, Chapter 1, entitled "Administration", is
amended and 'hereby adopted as follows:
Section 8101.1 Title — "This code shall be known as the Residential Code for One and
Two -Family Dwellings of Georgetown, Texas, and shall be cited as such and will be
referred to herein as "this code".
SECTION 6. The 2000 International Residential Code, Chapter 1, entitled "Administration", Section R
104.6, is hereby deleted in its entirety and replaced with the following:
Section R104.6 Right of Entry — `'Whenever necessary to make an inspection to enforce
any provisions of this Code, or whenever the Building Official or designee has reasonable
cause to believe that there exists in any building, or upon any provision any condition or
code violation which makes any building or premises unsafe, dangerous, or hazardous,
the Building Official or his/her designee may enter such building or premises, within the
current provisions of the laws of the State of Texas and the local municipality for right of
entry upon the premises, for the purpose of inspection and examination of violations
pursuant to the requirements of this code.''
SECTION ?. The 2000 International Residential Code, Chapter 1, entitled "Administration", is herebv
revised to comply with the provisions of Chapter 1.) 44. "Flood Damage Prevention of the Code of
t-dina Aces", and is hereby adopted as follows:
Section R104.10.1 Areas Prone to Flooding — "The Building Official shali not grant
nodi fications to ally provisions related to areas prone to flooding as established by Table
R301.2(1) without the granting of a variance to such provisions by the City of
Georgetown Planning and Zoning Commission."
SECTION 8. The. 2000, International Residential Code, Chapter 1, entitled "Administratio �"; is herebv
amended and adopted as follows:
Section R105? Work exempt from permits — "Permits shall be required for the
following. Any exemption from the permit requirements of this code shall not be deemed
to grant authorization for any work to be done in any manner in violation of the
provisions of this code or any other laws or ordinances of this jLirisdiction."
Building:
I . One-story detached accessory structures, of any size shall meet location and
impervious coverage requirements for legal lots in acecrdance with the
Georgetown Zoning and Subdivision Re. mations and structural requiLerneni:s o`

2. Fences, of any height, shall meet location requirements in accordance w .11 the
Georgc-towTi Zoning and Subdivision Regulations.

and all structural requirements of this code.

4. Water tanks supported directly upon grade shall meet location and impervious
coverage requirements for legal lots in accordance with the Georgetown Zoning
and Subdivision Regulations.
5. Sidewalks, driveways, driveway approaches and curbeuts shall meet location and
impervious coverage requirements of the Georgetown Zoning and Subdivison
Regulations and Georgetown Utility Services' Construction Standards and
Specifications for Roads, Streets, Structures and Utilities.
A. Inspections for driveways and sidewalks on private and public right-of-
ways for residential development shall meet the requirements of this
code and ACI 313 for concrete construction. Inspections shall be
performed for impervious coverage, location and curbcut requirements of
the proposed driveways and sidewalks pursuant to the requne:n:nts of
the Georgetown Zoning and Subdivision Regulations and Georgetown
Utility Services' Construction Standards; and
B. Inspections for driveways and sidewalks on private properties for
residential development for building and concrete code requirements
shall be made at random upon field verification and if found to be in
noncompliance at the time of inspection, all concrete pours shall stop
until all code requirements are met.
6. Prefabricated swimming pools shall meet location and impervious coverage
requirements of the Georgetown Zoning and Subdivision Regulations.
7. Swings and other playground equipment accessory to a one or two-family
dwelling shall 'meet location and impervious coverage requirennents of the
Georgetown Zoning and Subdivision Regulations.
3. Window awnings supported by an exterior wall shall meet the location
requirements of the Georgetown Zoning and Subdivision Regulations.
'E;C_ 10N'' 9, The 2'000 International Residential Code, Chapter 1, entitled "Administration". is herCNbv
amended to comply tivith the provisions of Chapter 15.44 "Flood Damage Prevention of the Coyle of
Ordinarees' and is hereby adopted as follows:
Section R105.3.1.1 Substantially improved or substantially damaged existing Building s
and structures - "For applications for reconstruction, rehabilitation, addition, or other
improvement of existing buildings or structures located in an area prone to flooding. as
established by Table R301.2(1), the Building Official shall examine, or cause to be
examined, the construction documents and shall prepare a finding with regard to value of
the proposed work. For bufidings that have sustained damage of any origin, the value of
the proposed work shall include the cost to repair the building or structure to its pre -
damaged condition. If the building official finds that the value of the proposed work
equals or exceeds 50 percent of the market value of the building or structure, a
&ft rmination of substantial improvement or suhstantialdamag'e shall be nn:.>de..
Applications determined by the Building Official to constitute substantial improvennent
or substantial damage shall meet the requirements of Chapter 15.44 Flood Damage
Prevention requirements of the Georgetown Code of Ordinances and Section: 832.7 of tills

SEC "hiC; N 10. The 1.000 International Residential Code, Chapter 1, entitled "Adnninistration". Section
R11105. 9, is herby adopted as follows:
Section R 105.9 Home=stead Exemption Permit — "A person who is not lice=nsecl to
perfornn plumbing, electrical and mechanical worlti may perform such cvarls tiaithiun

dwelling premises, owned by the person, if the person has filed an affidavit with the
Building Official stating that the location at which the work is to be done is the affiant's
homestead, intends to occupy the structure and can show proof to that effect from the Tart
Appraisal District of Williamson County. Before beginning any work, the unlicensed
person shall obtain, from the Building Official, a homestead permit to do the work and
shall pay the required permit fees. No person who has obtained a homestead permit for a
certain location within the proceeding 12 months shall be issued a homestead permit at a
different location. No person who has obtained a homestead permit shall allow or cause
any other person to perform such work under the permit. The Building Official may
suspend or revoke a homestead permit under which the above stated work has been
performed by anyone other than the person who obtained the permit."
SECTION 11. The 2000 International Residential Code, Chapter 1, entitled "Administration Section
8110.3, is hereby amended and adopted as follows:
Section RI 103 Certificate issued — "After the Building Official or Combination Building
Inspector inspects the building or structure and finds no evidence of the provisions of this
code or other laws that are enforced by the department of building safety, the Building
Official or Combination Building Inspector shall issue a "green tag" providing for final
approval of all phases of construction that are in compliance with this code and other
laws and regulations."
SECTION 12. The following Sections of the 2000 International Residential Code, Chapter 1, entitled
"Administration", are hereby amended, and/or deleted, and adopted as follows:
Section R112 Building Standards Commission
Section 12112.1 General — '`In order to hear and decide appeals of orders, decisions or
determinations made by the Building Official or designee relative to the application and
interpretation of this code, there shall be and is hereby created a Building Standards
Commission. .The Building Official shall be an ex -officio member of saidComniission
but shall have no vote on any matter before the Commission. The Building Standards
Commission shall be appointed by the governing body and shall hold office in
accordance with the By-laws of the Commission and Chapter 2.64 of the Georgetown
Code of Ordinances. The Commission shall adopt rules of procedure for conducting its
business, and shall render all decisions and findings in writing to the appellant with a
duplicate copy to the Building Official."
Section R112.2 Limitations oil Authority — "The Building Standards Commission shall
have the authority to hear appeals from the owner of a building or his duly authorized
agent and render decisions upon rulings and refusals of rulings by the Buildintc, Official or
desianee. This action shall occur pursuant to the Commission By-laws Section 1_.2
Purpose and Section 1.3. for finding of facts and within. the authority provided by the
City Council in Chapter 2.64 of the Georgetown Code of Ordinances."

SECTION 14. The 2000 International Residential Code, Chapter 1, entitled "Administration", Section
RI 12.3 is hereby deleted in its entirety and replaced the Georgetown Code of Ordinances, Chapter 2.64,
entitled Building Standards Commission", as follows:
Section R 112.3 Qualifications — "The Building Standards Commission shall mect the
qualification requirements of Chapter 2.64, Section° 2.64.010 of the Georgetown Code of
Ordinances."
SECTION 15. The 2000 International Residential Code, Chapter 2, entitled `'Definitions". is hereby
amended and adopted to include the following definitions:
Section 8202 Definitions — Building Standards Commission — "The Board of Appeals,
as referenced throughout this code; concerning modern building construction and design
shall be known as the Building Standards Commission, as appointed by the City Council
of Georgetown, Texas. The Commission shall hear cases involving appeals, orders and
decisions or determinations made by the Building Official or designee to the application
and interpretation of this building code. Reference shall be made to Chapter 2.64
Building Standards Commission of the Georgetown Code of Ordinances and the Building
Standards Commission Bv-laws."
Section R 202 Definitions — Planning and Zoning Commission — "The Board of Appeals,
as referenced throughout this code, concerning provisions for flood prone areas shall be
known as the Planning and Zoning Commission, as appointed by the Citi Council of
Georgetown, Texas and referenced in Chapter 15.44 Flood Damage Prevention of the
Georgetown Code of Ordinances. All substantial damage or substantial improvement
determinations as referenced in this code shall be made by the Building Official,
Floodplain Administrator or designee for those structures located in flood prone areas."
SECTION its. The 2000 International Residential Code Table, related to Chapter 3, entitled "Building
Planning„ is hereby revised and adopted to include the following Table:

hereby arriended and adopted, as follows:
Section 8317.1 Single and multiple -station smoke alarms — "Single and multiple -station
smoke alarms shall be installed in the following locations:
I . In each sleeping room.

2. Outside of each separate sleeping area in the immediate vicinity of the bedrooms.
3. On each additional story of the dwelling, including basements and cellars but not
including crawl spaces and uninhabitable attics. In dwellings or dwelling units
with split levels and without an intervening door between the adjacent levels, a
smoke alarm installed on the upper level shall suffice for the adjacent lower level
provided that the lower level is less than one full story below the upper level.
4. Smoke alarms shall not be installed closer than 30 inches to return or re-
circulating, supply air or mechanical exhaust vents and ducted systems. A door
that is located in that 30 inch area shall be considered an opening and the 30 inch
measurement shall be taken horizontally in all directions of the return or re-
circulating, supply air or mechanical exhaust vents and ducted systems."
SECTION 18. The 1.000 International Residential Code, Chapter 4, entitled "Foundations", Section
401.6, is hereby adopted as follows:
Section 401.6 Engineering requirements for residential building foundations — "All
foundations shall be designed and constructed in accordance with engineering practices
and within the scope of this code. Upon completion of the foundation construction or
concrete application an engineer's certification shall be requried for inspection purposes.
The cerification shall contain no opinions or disclaimers and shall provide that the
foundation was inspected and meets the engineered design, live and dead loading, and
soil condition per requirements of the 2000 International Residential Building Code.''
Exception: This shall not apply to accessory structures less than 144 square feet.
SECTION 19. The 2000 International Residential Code, Chapter 11, entitled "Energy Efficiency".
Section N1 I .2.3, is hereby adonted as follows:
Section N1101.2.3 Alternate Residential Design Criteria — "Residential occupancy types
as listed in this chapter and the International Energy Conservation Code can use the
Residential Energy Code Compliance Software, MECcheck tm, as provided for by the
U.S. Department of Energy for energy -efficiency -related requirements for the design and
buildings regulated by this code. The use of this design criteria shall not be construed as
less applicable in meeting the requirements of this chapter and the International Energy
Conservation Code."
SECTION 20. The 2000 International Residential Code, Chapter 11, entitled "Energy Efficiency", is
hereby amended and adopted as follows:
Section NI 103.33 Duct insulation — "All portions of the air distribution system shall be
I L lied in accordance with Section M1601 and shall be thermally insulated. All supply
and return -air ducts and plenums installed in unconditioned spaces, attics or outside the
building shall meet a required R -Value of R-6 for supply and R-4 for return. For ducts
located in conditioned soaces, such as floor/ceiling assemblies between stories, the

SECTION 21. The 2000 International Energy Conservation Code, Chapter 5, entitled "Residential
Building Design By Component Performance Approach" and the 2001 Supplement to the International
Codes, is hereby amended and<adopted as follows:
Section 503.3.3.3 Duct and plenum insulation —'`All supply and return -air ducts and
plenums installed as part of an HVAC air -distribution system shall be thermally
insulated in accordance with Table 503.3.3.3. All portions of the air distribution
system, including ducts in unconditioned spaces, attics or outside the building shall
meet an R -Value of R-6 for supply and R-4 for return. For ducts located in conditioned
spaces, such as floor/ceilin; assemblies between stories, the R -Value of R-4 shall be
required."
SECTION 22. The 2000 International Residential Code, Chapter 24, entitled "Fuel Gas", Section
G2411.9 (401.9) is hereby adopted as follows:
Section G2411.9 (401.9) Gas meter locations for accessible and acceptable locations —
"A gas service meter location, when required, shall be provided for the building or
premises to be served as provided for in this section. The location of the meter and
connections shall be easily accessible for reading, repair and replacement. The location,
space requirements, dimensions and type of installation shall meet the requirements of
the serving utility provider and a minimum of 3 feet shall be maintained from any
operable window in a sleeping room and from any open flame or ign ition source,
including electrical panels with disconnecting means."
SECTION2'. The 2000 International Residential Code, Chapter 31.. entitled "Vents", is hereby
amended and adopted as follows:
Section P3103.1 Roof extension — "All open vent pipes which extend throe=rh a roof
shall be terminated at least 12 inches above the roof, or 12 inches above the anticipated
snow accumulation, except that where a roof is to be used for any purpose other than
weather protection, the vent extensions shall be run at least 7 feet (2134 mm) above the
roof."
SECTION 24. All residential projects, as defined by this Code, under construction or applications
submitted and received for a building permit at the time of the adoption of this Code, shall not be required
to meet the requirements of the 2000'Interriational Residential Code. Rather such projects must conform
to the Code that was in effect at the time the permit was issued. Those applications for construction
permits received after the effective date of this Ordinance shall comply with this Ordinance, in its
entirety.
SECTION 25. The effective date of application of the 2000 International Energy Conservation Code, by
the City of Georgetown, for commercial occupancy structures shall be September 1. 2002, as provided for
in Senate bill 5, of the 77`t' Texas Legislative Session.
SECTION 26. The City Council has directed the Building Official to prepare a review of the newest
updated versions of construction codes three (3) years from the effective date of this Ordinance.

SECTION 28. If any provision of this Ordinance or application thereof to any person or circumstance,
shall be held invalid, such invalidity shall not affect the other provisions, or applications thereof, of this
Ordinance which can be given effect without the invalid provision or application, and to this end the
provisions of this Ordinance are hereby declared to be severable.
SECTION 29. PENALTY. Violations of the Ordinance are subject to an assessment of the penalties
provided for in the Georgetown City Code, Chapter 1.08.010, entitled "General Penalty". Each day any
violation of this Ordinance of the City continues, constitutes a separate offense.
SECTION 30. The Mayor of Georgetown is hereby authorized to sign this Ordinance and the City
Secretary to attest. This Ordinance shall become effective and in full force and effect in ten (10) days on
and after publication, in accordance with the provisions of the Charter of the City of Georgetown.
