HomeMy WebLinkAboutORD 2003-02 - Speed ZonesI •D , `,ol AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF GEORGETOWN, TEXAS, AMENDING SECTION 10.12.090(B.)(9.) OF THE CODE OF ORDINANCES OF THE CITY OF GEORGETOWN, TEXAS TO AMEND THE EXISTING 20 -MPH SCHOOL SPEED ZONE ON 8TH STREET AND TO ESTABLISH A 20 -MPH SCHOOL SPEED ZONE ON PORTIONS OF WALNUT STREET, 9TH STREET AND 10TH STREET; PROVIDING A CONFLICT CLAUSE; PROVIDING A SEVERABILITY CLAUSE; AND ESTABLISHING AN EFFECTIVE DATE. WHEREAS, City Traffic Engineer has determined that the existing boundaries of the existing 20 -mph school speed zones on streets surrounding Williamson Elementary School no longer provide safe and efficient movement of traffic in that area; WHEREAS, the City Council of the City of Georgetown, Texas, hereby finds it necessary and proper and in the best interest of the citizens of Georgetown to extend the existing 20 -mph school speed zone on 8th Street and to establish a 20 -mph school speed zone along certain portions of Walnut Street, 9th Street and 10th Street for purposes of facilitating the flow of traffic and the efficient drop-off and pick-up of Williams Elementary students. NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF GEORGETOWN, TEXAS, THAT: SECTION 1. The facts and recitations contained in the preamble of this ordinance are hereby found and declared to be true and correct.. and are incorporated by reference herein and expressly made a part hereof, as if copied verbatim. The City Council hereby finds that this ordinance implements Transportation Policy 1 of the Century Plan - Policy Plan Element, which states: "The City will encourage a transportation system that provides for the safe and efficient movement of traffic, promotes the economic interests of the community, and adequately serves the personal needs of individuals", and further finds that the enactment of this ordinance is not inconsistent or in conflict with any other Century Plan Policies, as required by Section 2.03 of the Administrative Chapter of the Policy Plan, SECTION 2. Chapter 10.12.090(B.)(9.) of the Code of Ordinances of the City of Georgetown, Texas is hereby amended to read as follows: "9. School Speed Zone. East 8th Street — Beginning at the west curbline of Ash Street and continuing east on East 8`h Street to the west curbline of Walnut Street. " Further, Chapter 10.12.090(B.) of the Code of Ordinances of the City of Georgetown, Texas is hereby amended to add the following as the next consecutively numbered paragraph(s) to establish 20 -mph school speed zones on the following streets: "School Speed Zone. Walnut Street — Beginning at the north curbline of East 8`h Street and continuing south on Walnut Street to the north curbline of State Highway 29 (Universippty Avenue). 03 V 0A School Speed Zone Ordinance No. V Page 1 of 2 Pages School Speed Zone. East 9`r' Street — Beginning at the east curbline of South College Street and continuing east on East 9x1' Street to the east curbline of Walnut Street. School Speed Zone. East l ah Street — Beginning at the east curbline of South College Street and continuing east on East 10`k Street to the east curbline of Walnut Street. " SECTION 3. This ordinance shall be and is hereby declared to be cumulative of all other ordinances of the City of Georgetown, and this ordinance shall not operate to repeal or affect any of such other ordinances, except insofar as the provisions thereof might be inconsistent or in conflict with the provisions of this ordinance, in which event such conflicting provisions, if any in such other ordinance or ordinances are hereby superseded. SECTION 4. If any provision of this ordinance or application thereof to any person or circumstance, shall be held invalid, such invalidity shall not affect the other provisions, or application thereof, of this ordinance which can be given effect without the invalid provision or application, and to this end the provisions of this ordinance are hereby declared to be severable. SECTION 5. The Mayor is hereby authorized to sign this ordinance and the City Secretary to attest. This ordinance shall become effective in accordance with the provisions of the Charter of the City of Georgetown.
