DE IT ORDAINED BY THE CITY COUNCIL OF TIT CITY Or GEORGETO104z3, TEXAS: SECTION 1. USE OF AIRPORT RESTRICTED. No person, firm., association, corporation or entity, incorporated or otherwise, shall use the .Airport for carrying on of commercial activities, for the carrying for hire of passengers, freight, express or mail*, for instruction in aviation in any of its brances, for the sale of fuels, refreshments, or any commodity, or for any other commercial purpose unless; approved by a written permit from the City Council or its duly authorised Agent, GENERAL RULES 11 AND REGULATIONS SECTION 2. The following rules and regulations ,shall obtain and be observed in the use* operation and conduct of said Georgetown Municipal Airport, viz,* Rule 1. THE CIVIL AIR TRAFFIC RULES promulgated by the Civil. Aeronautics Administration for observance by aircraft operated anywhere in the United tog,}and presently or hereafter effective, are hereby referred to, adopted I and made a part hereof as though fully set ,forth and incorporated herein. For the convenience of the airm. h ,t City Secretary and the Airport Manager shall each endeavort to always have on file in their respective offices, a copy of said Air Traff`i:o Rules. Rule 29 DAFIAGE TO .AIRPORT. Any parson, corporate or individual, and the owner of any aircraft causing damage of any kind to said Airport, whether through violation of any of these Rules or through any act of negligence, shall be liable therefore in and to said City of Georgetown. Rule INJURY TO PERSON. Any person going upon said Georgetown NTunicipal Airport, or using it for any p. do at his own risk, to person and property: and shall :ho harmless for and on account of any injury or damage to p suffered thereby. LICENSED PILOTS* Only aircraft and airmen lAcensed by the Civil Aeronautics Administration shall operate upon or o'er said Georgetown Municipal Airport, Provided that this limitati,on shall not apply to students in training under licensed instructors nor to public* aircraft of the Federal Government or of a state, territ ry or political -.. subdivision thereof, or to aircraft licensed by a foreig; government with which the United States has a reciprocal agreement lovering the operation of such liecensed aircrgfts Rule 5. REGISTRATION. Every person stationed, emp oyed, receiving instructions or operating upon said Georgetown TFxunicipal Airport shall register at the office of the Airport Manager, shall giv his name, address, telephone number and the nature of his business or occupation. Identa� fication numbers of all aircraft hangared at Georgetown `unicipal Airport shall be registered at the office of the Airport Manager Rule 6. USE OF A3110THER'S PROPERTY. Unless authori2 d by the owner in writing , the use of any aircraft, pasts, equipment, ace ssories or tools of another , situated on said Airport, is forbidden. Rule 7. INTOXICANTS AND NARCOTICS FOR.BIDDEN9, No p rson under the ins' 'luence of an intoxicant or narcotic shall operate or: fl in any aircraft upon or over said Georgetown Municipal Airport.' Provid d such inhibition shall not apply to a passenger when accompanied bar a nur e or caretaker in an aircraft apart from the pilot. Rule 8. LTEN FOR CTFAR.GES. To enforce the payment of any charge made for repairs, imporvements, storage or care of any personml property, made or furnished by the City of Georgetown or its agents, in connection with the operation of said Georgetown Municipal Airport, the ity'-of Georgetown shall have a lien upon such personal property, which sha'1 be enforceable as provided by law. Rule 9. LIEN POSSESSORY RIGHT. To enforce the paym;nt of any such charge, the Airport Manager may retain possession of suci personal property until all reasonable, customeary and usual compensation shall have been paid in full. Rule 10. WRECKED AIRCRAFT. Every aircraft owner,1,,his pilot and agents, shall be respmnsible for the prompt removal, und'r the direction of the Airport Manager, of wrecked aircraft. Rule 11. REPAIRS TO AIRCRAFT. No aircraft shall e repaired on any part of the landing or takeoff area, and all repairs shall ba made at the places designated by the Airport Manager for such purpose. Rule 12. TARE OFF PERIODS. Unless approved by the Airport Manager, the Airport shall be closed to any take -off during the time the Beacon Light is in operation during daylight hours. And, if at any time the ceiling is below seven hundred feet and the visibility is under ne mile, the Airport Manager may deny clearance to any aircraft. Rule 13. GLASS : to bottle or glass shall be left ot broken upon the flour of any building or upon any part of the surface ar'a of the ,Airport. Rule 14. ALTITUDE AND NOISE OF ENGINES. No aircrafi shall be operated over the City of Georgetown at an altitude of less than,ane thousand feet above the ground. Aircraft engines shall not be acceler ted nor decelerated while over Georgetown in;..such manner as,to distract, excet or disturb persons on the ground, regardless of altitude. 199 AIR AM GROUND TRAFFIC AFI 15- VEHICULAR TRAFFIC* All vehicular traffic shill be confined to the reads, streets, avenues and alleys provided on''.the grounds Tor 'that purpo , arnd shall not be operated at a speed in excess ,of twenty miles per hour. Rule 16. PARING AIRCRAFT. Aircraft shall not be parked on or within 200 Feet of any part of the landing or takeoff area of the Airport* and all unhoused aircraft shall be parker, in`:the space designated by the Airport kan.ager for that purpose. Rule 17. GASSING. All aircraft shall be gassed;on the parking ramp v clear of hangars. Rule 18. TAXYING IN HANGAR$. There shall be no taxying of aircraft by motor power into or out of hangars. Rule 19, TAKEOFFS ON APRON, ETCo Xoe take offs or landings shall be made on the apron or parking ramp, except on special permission of the Airport Manager. All aircraft shall be taxied out from and into the parka ing ramp on the right side of the taxi strips. Rule 20. TAKEOFFS ALL04M* Take- offs will be allowed from the inter section of the runways at the pilots discretion, also touch and go landings may be made at the discretion of the pilot. 'All aircraft shall "clear" for incoming and takeoff traffic before taxying into takeoff position. Rule 21. TAKEOFF CLDM* On takeoff aircraft shall climb straight out to a level of four hundred feet, clear aiport boundary and execute a ninety degree turn to the left. To leave traffic, the aircraft shall be climbed to five hundred feet before executing a forty-five degree climbing turn to the right out of traffic. Rule, 22. TRAFFIC FLO9 All aircraft landing at the municipal airport shall fly a standard left hand traffic pattern at an altitude of at least 600 feet above the ground. Pattern entry shall be made at an angle of 45 i degrees to the active runway with the runway to the pilot's left at all z times. Entry shall be made at the midpoint of either the upwind or downwind leg. Rule '2 . CLEARING --,STREET. No aircraft shall land or take off in such spanner as to clear any public street or highway at an altitude of less than 100 feet, nor land or take off on the taxiway or over hangars or other structures, automobile parking areas or groups of spectators. Rule 24. AIRC114A.FT TURN. ,Any aircraft within three miles of the airport at an altitude of less than 1,500 feet above the ground shall conform to the rounder clockwise flog of traffic. All a roraft shall establish their pattern altitude before entering the trgffic pattern and shall not deviate from this altitude (except in an emergency ) until descent for landing is necessary. Rule 25. All aircraft shall be taxied at a slow and reasonable speed, and if not equipped with adequate brakes, shall have an attendant beside at least one wing, when taxying in the vicinity of a hangar or other building. Rule 26. TAXYING AIRCRAFT. Aircraft shall be brought to a complete stop, when in the vicinity of aircraft either landing or taking off. Rule 27. STRAIGHT IN APPROACHES. Straight in approaches shall not be used unless authorized by the airport manager or unless radio contact with the airport advisory radio has been established from at least five miles out. Aircraft which find it dangerous or difficult to conform to the standard pattern due to their high speed or other special characteristics may fly a circular counter clockwise pattern with a -radius of not more than three miles and at an altitude of not more than 1,000 feet above the ground. Rule 28. COI ION COURTESY. The exercise of cone.on courtesy is ex� petted of all pilots in traffic pattern work on the Airport. RUNNING AIRCRAFT ENGINES Rule t:. Rule 30. No engine shall be started or run unle's a competent operator is at the controls of the aircraft* and no eng`ne shall be started or run inside any building. Rule 31. No engine shall be started, run or war�'ed up until and unless the aircraft is in such position that the propellr stream will clear all buildings and groups of people in the observation areas and path of the aircraft. FE liALTY FOR VIOLATION SECTION 3® Any person operating or`ha.ndlirig an aircraft in viola tion of a v of these rules or refusing to comply therewith, nay., f,,,t once, be ejected from the Airport, or may for any period f time, not exceeding fifteen days, be "grounded `# by the Airport Manager, and, upon hearing, by this council, may be deprived of the further use of the Airport and its facilities for such period of time as may appear necessary for the pro taction of life and property. Provided that *here any such penalty has been imposed, -there shall be no prosecution under the succeeding section. SECTION 4. .Any violation of this ordinance shall be a misdemeanor, punishable by fine in any sum not exceeding Two hundred 0200.00) Dollars. SALTING CLTTASE SECTION 5.
