AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF
GEORGETOWN, TEXAS, AMENDING THE "CENTURY PLAN"
PASSED AND ADOPTED ON THE 13TH DAY OF MARCH 1990, TO
INCLUDE THE DOWNTOWN MASTER PLAN AS AN ELEMENT OF
THE CENTURY PLAN; REPEALING CONFLICTING ORDINANCES
AND RESOLUTIONS; INCLUDING A SEVERABILITY CLAUSE; AND
ESTABLISHING AN EFFECTIVE DATE.
WHEREAS, the City Council did on September 24, 1996, adopt the revised Century Plan
— Policy Plan, creating functional plan elements of the Century Plan pursuant to Section 1.08.
Subsection 2, of the City Charter, by Ordinance Number 900149; and
WHEREAS, the adopted Century Plan - Policy Plan states that the comprehensive plan
should include, but is not limited to, thirteen functional plan elements; and
WHEREAS, two of the functional plan elements of the Century Plan - Policy Plan are an
economic element of commercial and industrial development and redevelopment, and a historic
preservation element; and
WHEREAS, on August 28, 2001, the City Council approved the Overlay Ordinance and
Design Guidelines for the Downtown, which included a recommendation for the development of
the Downtown Master Plan; and
WHEREAS, the Annual Operating Plan Element of the Century Plan was adopted
September 25, ?001, creating Performance Measures in terms of Goals, Policy Objectives and
Strategies, replacing a governance model of Policy Ends and Focus Ends in the Century Plan;
and
WHEREAS, the Annual Operating Plan Element of the Century Plan adopted September
25, 2001, outlined a Strategy for Long Range Planning as "prehistoric and historic resources are
preserved, protected and promoted for the benefit of the citizens of Georgetown;" and
WHEREAS, the Downtown Allaster Plan was completed with several opportunities for
public input, including open meeting of the Steering Committee, a design charrette to illustrate
visions of downtown, and focus group meetings; and
WHEREAS, the Downtown Master Plan is based on three fundamental elements for a
successful downtown Georgetown: it is a pedestrian -oriented place, it is the heart of the City and
it is also the economic center for the business community; and
WHEREAS, the Downtown Master Plan includes a detailed Implementation Strategy that
calls for coordinated efforts between public and private entities. It details potential funding
sources for public improvements and priorities for implementation; and

WHEREAS, the City Council did approve and accept the final report of the Downtown
Master Plan on June 24, 2003; and
WHEREAS, the Planning and Zoning Commission did hold a Public Hearing on the
Downtown Alaster Plan on November 5, 2003, and upon completion of the Public Hearing voted
unanimously to recommend its approval as a Century Plan element; and
WHEREAS, the City Council and Staff extended the timeline for Century Plan approval,
consitent with Section 4.04 of the Century Plan, Policy Plan, in order to make modifications to
the Downtown Master Plan; and
WHEREAS, the final edited version of the Downtown Master Plan, was delivered for
review and approval in June 2004.
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF
GEORGETOWN, TEXAS, THAT:
SFC'TTON L The facts and recitations contained in the preamble of this ordinance are
hereby found and declared to be true and correct, and are incorporated by reference herein and
expressly made a part hereof, as if copied verbatim. The City Council hereby finds that this
ordinance implements the following policies of the Centuiy Plan - Policy Plan — policy
statements, goals and strategies as amended by the 2003/2044 Annual Operating Plan Element of
the Century Plan:
4.0 Policy Statements Prehistoric and_ historic resources are preserved, protected and
promoted for the benefit of the citizens of Georgetown.
Goal: Develop policies which enhance the quality of life for the community while
preserving its unique character and natural resources.
Strategy: Implement the Downtown Master Plan to guide development and
public improvements in the downtown overlay district in a manner that promotes
the economic interests of the community, preserving its unique character and
nataral resources, and adequately serving the personal needs of its citizens.
11.0 Policy Statement: Georgetown's citizens and businesses enjoy an attractive
community with a unique sense of place and a positive identifiable image, at a cost which
is consistent with other city social and economic priorities.
Goal: Support the facilitation of a quality growth strategy which seeks to strike an
optimum balance between economic expansion through better development practices
and the effective stewardship of natural resources, municipal infrastructure and
quality of life concerns; and
and, further finds that the enactment of this ordinance is not inconsistent or in conflict with any
other Centuns Plan policies, as required by Section 2.03 of the Administrative Chapter of the
Century Plan - Policy Plan.

EC'TION 2. The Downtown Master Plan, as accepted by City Council in June 2004,
shall be implemented in accordance with the Administrative procedures in Chapter IV of the
Policy Plan Element of the Century Plan adopted on March 8, 1988, and revised on September
26, 1996,
SECTION 1: All future ordinances of the City implementing elements of the Century
Plan — Downtown Master Plan shall be in conformity with the adopted Century Plan —
Downtown Master Plan.
SECTION 4. All ordinances and resolutions, or parts of ordinances and resolutions, in
conflict with this Ordinance are hereby repealed, and are no longer of any force and effect.
SECTION 5. If any provision of this ordinance or application thereof to any person or
circumstance shall be held invalid, such invalidity shall not affect the other provisions, or
application thereof, of this ordinance which can be given effect without the invalid provision or
application, and to this end the provisions of this ordinance are hereby declared to be severable.
SF,CTION 6. This ordinance shall become effective in accordance with the provisions of
the Charter of the City of Georgetown.
