AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF
GEORGETOWN, TEXAS, AiMENDING THE "CENTURY PLAN-
DEVELOPMENT PLAN" PASSED A IND ADOPTED ON THE 13TH
DAY OF MARCH 1990, TO INCLUDE THE OVERALL
TRANSPORTATION PLAN AS PART OF THE CENTURY PLAN —
DEVELOPMENT PLAN; MAKING CONFORMING CHANGES TO
THE CENTURY PLAN — DEVELOPMENT PLAN; ADOPTING
SECTION 1.12.060 OF THE CODE OF ORDINANCES TO
SPECIFICALLY ADOPT THE REVISED "CENTURY PLAN -
DEVELOPMENT PLAN", REPEALING CONFLICTING
ORDINANCES AND RESOLUTIONS; INCLUDING A
SEVERABILITY CLAUSE; AND ESTABLISHING AN EFFECTIVE
DATE.
WHEREAS, the City Council did, on March 13th, 1990, adopt the Century Plan —
Development Plan, Land Intensity, Transportation, and Utilities Functional Plan Elements as the
Land Use, Transportation, and Utilities Functional Plan Elements of the Century Plan pursuant to
Section 1.08. Subsection 2 of the City Charter, by Ordinance Number 900149; and
WHEREAS, the adopted Centuty Plan - Policy Plan does allow for amendments to the
adopted elements of the Century Plan; and
WHERAS, the Future Land Use Plan and Thoroughfare Plan, were adopted on May 28,
2002, as elements of the Century Plan — Development Plan; and _
WHEREAS, a Quality of Life Survey was completed in November of 2001, which
revealed the desires of the citizens of Georgetown for an updated Land Use and Transportation
element of the Century Plan; and
WHEREAS, a Quality of Life Survey was completed in April of) 004, which revealed the
desires of the citizens of Georgetown to improve traffic and address transportation issues; and
WHEREAS, the Annual Operating Plan Element of the Century Plan adopted on
September 24, 2002, outlined a Strategy for Long Range Planning as: Complete a Transportation
Plan as an element of the Century Plan, which will continue the Comprehensive Plan revision
process initiated in 2001/02; and
WHERAS, the Georgetown Transportation Enhancement Corporation Budget adopted
for 2002/03, included an Overall Transportation Plan, which includes an updated transportation
model for the City and Transportation Improvement Program (TIP) for the GTEC Board to
utilize in project selection; and

'WHERAS, on November 26, 2002, the City Council did approve a contract with
the professional consulting firm of Wilbur Smith Associates, Austin/Houston, with Nancy
Ledbetter and Associates and WHM Transportation Engineering Consultants, Inc to complete an
Overall Transportation Pian; and
WHEREAS, on March 26, 2003, a Public Meeting, attended by more than 75 interested
citizens, was held to introduce the study and receive input related to issues and concerns on the
transportation system.; and
WHEREAS, a draft Overall Transportation Plan maps, and goals and objectives for the
Overall Transportation Plan were created from the discussions and input received at the January
March. 26, 2003 Public Meeting; and
WHEREAS, on October 31, 2003, a Public Meeting, attended by more than 90 interested
citizens, was held to present the transportation model, obtain feedback on alternative
transportation improvements and goals and objectives for the Overall Transportation Plan; and
WHEREAS, the draft fixture thoroughfare pian map and goals and objectives for the
Overall Transportation Plan were modified based on citizen input, and presented to the City
Council, Georgetown Transportation Enhancement Corporation Board, and the Planning and
.Zoning Commission in a Draft Overall Transportation Plan dated December 12, 2003; and
WHEREAS, between December 12, 2003 and February 23, 2004, the Planning and
Zoning Commission, Georgetown Transportation Enhancement Corporation Board, and City
Council, held public workshops to review and discuss the recommendations and thorouglifare
plan maps in the DraflOverall Transportation Plan; and
WHEREAS, the Draft Overall Transportation Plan was revised based on citizen,
Planning and Zoning Commission and Georgetown Transportation Enhancement Corporation.
Board input, and City Council direction received at the February 23, 2004, City Council
Workshop; and
WHEREAS, the Georgetown Transportation Enhancement Corporation Board, at a
regular Board Meeting, on April 21't 2004, recommended approval of the Overall Transportation
Plan; and
WHEREAS, the Planning and Zoning Commission did, on May 4, 2004 conduct a Public
Hearing regarding the proposed amendment to the Century Plan — Development Plan; and
WHEREAS, notice of such hearing was published in a newspaper of general circulation
in the City, which stated the time and place of hearing which time was not earlier than fifteen
(15) days for the first day of such publication; and

WHEREAS, the Planning and Zoning Commission did, on May 4, 2004, recommend that
the City Council approve adopting the Overall Transportation Plan, with amendment, replacing
the Thoroughfare Plan adopted on May 28, 2002, and amending the, Century Plan —
Development Plan.
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF
GEORGETOWN, TEXAS, THAT:
fiE.CTTON 1. The facts and recitations contained in the preamble of this ordinance are
hereby found and declared to be true and correct, and are incorporated by reference herein and
expressly made a part hereof, as if copied verbatim. The City Council hereby finds that this
ordinance implements the following policies of the Century Plan - Policy Plan Statements, Goals
and Strategies as amended by the 2001/2002 Annual Operating Plan Element of the Century:
1.0 Policy Statement: The community enjoys the benefits of well-planned land use in
which conflicting needs are balanced.
diad. Promote growth management strategies to guide the City's land use, transportation,
infrastructure and economic development decisions.
S&BIgU Complete the Overall Transportation Plan so that it will provide a description
of the roadway network, potential roadway improvements, and transportation model to be
used as a planning tool for the City.
9.0 Policy Statement. Citizens and commercial goods move safely and efficiently
throughout all parts of the City.
further finds that the enactment of this ordinance is not inconsistent or in conflict with any other
Century Plan Policies, as required by Section 2.03 of the Administrative Chapter of the Policy
Plan,
SECTION 2. The Document entitled "Century Plan — Development Plan, Future Land
Use, Future Thoroughfare, Land Intensity, Transportation, and Utilities Functional Plan
Elements" dated November 15, 1989, shall be amended as follows:
A. Repealing the existing "Introduction" section of the Century Plan — Development
Plan, Land Intensity Transportation and Utilities Functional Plan Elements in
whole and replacing it with the revised "introduction" section to the Century Plan
— Development Plan, Land Intensity Transportation and Utilities Functional Plan
Elements that is attached hereto as Exhibit A and incorporated herein by reference
for all purposes.
B. Adding an Overall Transportation Plan, dated 2004, which is
attached hereto as Exhibit R and incorporated herein by reference for all purposes.

C. Repeal the Thoroughfare Plan, passed and adopted on May 28, 2002,
D. Change the full title of the Development Pian to Century Plan — Development
Plan, Future Land Use, Overall Transportation, Land Intensity, and Utilities
Functional Plan Elements, with short -title of Century Plan — Development Plan.
SECTION 3: Chapter 1.12.060, Georgetown Century Plan, of the Code of Ordinances of
the City of Georgetown is hereby amended as follows:
Section 1.12.060 Functional devP,jollment plan adopted,
In accordance with Chapter 1.08, Subsection 2 of the Georgetown City Charter,
the City Council of the City of Georgetown has adopted that certain document
entitled the "Century Plan — Development Plan" for the purpose of directing the
City Council, staff, and/or commissions in rendering actions and resolutions
relating to the utilization of all of the available resources within the City and its
Planning Area for the purpose of developing public and private land and
serving that land with infrastructure systems. Adoption of the Development
Plan, is inclusive of the Future Land Use, Land Intensity, Overall
Transportation, , and Utilities Functional Plan Elements.
This document may be amended from time to time.

i;nplerriented in accordance with the Administrative procedures in Chapter P/ of the Policy Plan
Element of the Century Plan adopted on March 8, 1988,
SEC LI0�: All future ordinances of the City implementing elements of the Century
Plan — Development Pian shall be in conformity with the adopted Century Plan — Development
Plan as amended by this Ordinance.
SEC=0.hLf.. All ordinances and resolutions, or parts of ordinances and resolutions, in
conflict with this Ordinance are hereby repealed, and are no longer of any force and effect.
SECTION 7. If any provision of this ordinance or application thereof to any person or
circumstance shall be held invalid, such invalidity shall not affect the other provisions, or
application thereof, of this ordinance which can be given effect without the invalid provision or
application, and to this end the provisions of this ordinance are hereby declared to be severable.
SEC.1I0N S. This ordinance shall become effective in accordance with the provisions of
the Charter of the City of Georgetown.

Elements
The comprehensive planning process, and the manner in which plans are used,
has undergone a significant evolution throughout this century. Comprehensive plans
are no longer prepared solely as physical plans for the design and layout of a city's
infrastructure. Today, they consist of social and economic factors and goals, as well as
the traditional physical factors. More important, however, is the evolution in the
manner in which comprehensive plans are used. It has become more common for
comprehensive plans to be used both in the day-to-day operation of city government and
in the determination of long range strategies and programs.
In order to be a truly dynamic and useful tool, the comprehensive plan should
bear a direct relation to the everyday regulatory and development needs of the
community. This includes providing a foundation for the city's zoning, subdivision,
and other land development regulations, as well as a means of guiding capital
improvements programming and other resource allocation decisions. although land
throughout the United States, and in Georgetown as well, is predominantly privately
owned and controlled, the potential development capacity of any given parcel of land is
highly influenced by public sector decisions to provide public services. The
comprehensive planning process enables a community to view the overall needs for
services and to plan for the distribution of resources in a manner that reflects public
goals and values.
In Georgetown, the City Charter establishes the comprehensive planning process
as a means
if... to guide, regulate, and manage the future development within
the corporate limits and extraterritorial jurisdiction of the City to assure
the most appropriate and beneficial use of land, water and other natural
resources, consistent with the public interest.”
The Century Plan as a whole, and more specifically the Development Plan,
fulfills this purpose in an innovative manner.

The Century Plan - Development Plan
The Century Plan - Development Plan consists of the Future Land Use, ire
Ropvtqhf-a veOverall Transportation, Land Intensity, Tsportation and -Utilities
Functional Plan Elements. These are among the first of 15 Functional Plan Elements to
be prepared and adopted by the City Council, These Elements are mandated by Section
1.08 of the City Charter which requires that the comprehensive plan include, among
others,
"...a) a future land use element; b) a traffic circulation and public transit
element; [and] c) a wastewater, electric, solid waste, drainage and
potable water element...."
The Development Planhas been prepared in 'accordance with `the` adopted
Policies contained in the Century Plan - Policy Plan. The adopted Policies, along with
the recommended Ends and Means in the Policy Plan, formed the basis for the more
specific programs, projects, and work activities included in the Development Plan.
