HomeMy WebLinkAboutORD 2005-67 - Personnel PoliciesAN ORDINANCE OF THE CITY OF GEORGETOWN, TEXAS AMENDING THE EXISTING CHAPTER 3.01 PERTAINING TO PERSONNEL POLICIES AND INSERTING ADDITIONAL RELEVANT "PERSONNEL POLICIES"; AUTHORIZING AND DIRECTING THE ADMINISTRATIVE ADOPTION OF AN AMENDED PERSONNEL MANUAL THAT IS CONSISTENT WITH THE TERMS OF THIS ORDINANCE; PROVIDING A CONFLICT CLAUSE AND SEVERABILITY CLAUSE; AND SETTING AN EFFECTIVE DATE. WHEREAS, Section 2.16 of the Georgetown City Charter provides that the City Council shall, by ordinance, establish personnel policies; and WHEREAS, the "policy statement" portion of each personnel policy is codified in the Code of Ordinances, and the implementing procedures for each personnel policy are codified in a separate Personnel Manual; and WHEREAS, the new provisions of Chapter 3.01, as shown on "Exhibit A" will become effective on November 1, 2005; and WHEREAS, the caption of this ordinance was printed in the Williamson County Sun in compliance with the City Charter of the City of Georgetown. NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF GEORGETOWN, TEXAS, THAT: SECTION 1: The existing Chapter 3.01 of the Georgetown Code of Ordinances entitled "Personnel Policies" is hereby amended to include the items reflected in "Exhibit A ". SECTION 2: An amended Chapter 3.01, the affected excerpts attached hereto as "Exhibit A" and incorporated herein by reference for all purposes, is hereby adopted and made to be effective on November 1, 2005, SECTION 3: The City staff is authorized and directed to draft and implement a new Personnel Manual that has policies identical to and procedures consistent with Exhibit "A ". SECTION 4. This ordinance shall be and is hereby declared to be cumulative of all other ordinances of the City of Georgetown, and, except as expressly set forth herein, this ordinance shall not operate to repeal or affect any of such other ordinances, except insofar as the provisions thereof might be inconsistent or in conflict with the provisions of this ordinance, in which event such conflicting provisions, if any in such other ordinance or ordinances are hereby superseded. SECTION 5. Should any section, paragraph, sentence, clause, phrase or word of this ordinance be declared unconstitutional or invalid for any purpose by a court of competent jurisdiction, the remainder of this ordinance shall not be affected thereby and to this end the provisions of this Ordinance are declared to be severable. SECTION 6. This Ordinance shall be and become effective on the lst day of November 2005 after its second and final reading. EMPLOYMENT POLICIES (Amended to include the following) Sec. 3.01.070 Employee Transition Process Due to Job Elimination A. Purpose: To establish guidelines to assist employees with transition due to job elimination or reduction in force. B. Policy: This program may become necessary because of a lack of work or funds, or whenever it is advisable in the interest of economy to reduce the number of regular and/or probationary employees. It is the intention of the City to work with the affected employees to provide the opportunity for transition to new employment inside or outside of the City. ARTICLE IV. EMPLOYMENT BENEFITS AND SERVICES (Amended to include the following) Sec. 3.01.370 Military Leave Pool A. Purpose: To provide income protection for civil service fire and civil service police personnel during recall to active duty in the United States Armed Services. B. Policy: Civil Service employees may donate leave time hours (vacation, holiday and compensatory leave time) to the military leave time account. Eligible employee may use their portion of the leave hours from the military leave time account on a pay -period to pay -period basis. Exhibit A
