HomeMy WebLinkAboutORD 2006-60 - Mod Overall Transport Plan! ! ! «° , An Ordinance of the City Council of the City of Georgetown, Texas, amending the Georgetown Overall Transportation Plan adopted on the 22nd Day of June 2004, to amend the Transportation Improvement Plan Process by adding the duties and responsibilities of the Georgetown Transportation Advisory Board, repealing conflicting ordinances and resolutions; including a severability clause; and establishing an effective date. WHEREAS, the City Charter of the City of Georgetown was amended by vote of the people in April 1986 such that comprehensive planning was established as a continuous and ongoing governmental function; and WHEREAS, the City Council did, on March 8,1988, adopt by Ordinance Number 880097 the Georgetown Century Plan - Policy Plan as the Comprehensive Plan for the City pursuant to Section 1.08 of the City Charter; and WHEREAS, the City Council did, on March 13,1990, adopt by Ordinance Number 900149 the Georgetown Century Plan - Development Plan as the Land Intensity, Transportation, and Utilities functional plan elements pursuant to Section 1.08 of the City Charter; and WHEREAS, the adopted Century Plan - Policy Plan does allow for amendments to the adopted elements of the Century Plan; and WHERAS, the Future Land Use Plan and Thoroughfare Plan, were adopted on May 28, 2002, as elements of the Century Plan — Development Plan; and WHERAS, the Overall Transportation Plan, was adopted on June 22, 2004, as elements of the Century Plan — Development Plan, replacing the Thoroughfare Plan; and WHEREAS, an application has been made to amend the Overall Transportation Plan to amend the Transportation Improvement Plan Process by adding the duties and responsibilities of the Georgetown Transportation Advisory Board; and WHEREAS, the Planning and Zoning Commission did, on June 6, 2006, conduct a public hearing regarding the proposed amendment to the Century Plan — Development Plan; and WHEREAS, notice of such hearing was published in a newspaper of general circulation in the City, which stated the time and place of hearing which time was not earlier than fifteen (15) days for the first day of such publication; and Century Plan Amendment - OTP TIP Process Ordinance No. Pobv to Page 1 of 3 WHEREAS, the Planning and Zoning Commission did, on June 6, 2006, recommend that the City Council approve amending the Overall Transportation Plan to amend the Transportation Improvement Plan Process by adding the duties and responsibilities of the Georgetown Transportation Advisory Board, NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF GEORGETOWN, TEXAS, THAT: SECTION 1. The facts and recitations contained in the preamble of this ordinance are hereby found and declared to be true and correct, and are incorporated by reference herein and expressly made a part hereof, as if copied verbatim. The City Council hereby finds that this ordinance implements the following Policy Ends of the Century Plan - Policy Plan Element: 1.0 Policy Statement: The community enjoys the benefits of well - planned land use in which conflicting needs are balanced. 9.0 Policy Statement: Citizens and commercial goods move safely and efficiently throughout all parts of the City; and Goals of the Overall Transportation Plan: 3. The transportation system should consider planned development patterns, accessibility and mobility needs: 4. Meet the area's long range transportation needs: • Establish the procedures for monitoring the Overall Transportation Plan and provide for periodic updating and revision. It should provide sufficient flexibility to accommodate changes in land use planning for the City of Georgetown and other unforeseen changes and conditions; • Provide for an orderly improvement and expansion of the roadway system at minimum cost as the need for improvement arises, and further finds that the enactment of this ordinance is not inconsistent or in conflict with any other Century Plan Ends, as required by Section 2.03 of the Administrative Chapter of the Policy Plan, SECTION 2. The Overall Transportation Plan, contained in the Century Plan — Development Plan, is hereby amended to modify the Transportation Improvement Plan Process by adding the duties and responsibilities of the Georgetown Transportation Advisory Board, as outlined in Exhibit A. SECTION 3. All ordinances and resolutions, or parts of ordinances and resolutions, in conflict with this Ordinance are hereby repealed, and are no longer of any force and effect. If any provision of this ordinance or application thereof to any person or circumstance, shall be held invalid, such invalidity shall not affect the other provisions, or application thereof, of this ordinance which can be given effect without the invalid provision or application, and to this end the provisions of this ordinance are hereby declared to be severable. SECTION 5. The Mayor is hereby authorized to sign this ordinance and the City Secretary to attest. The TIP program is intended as an implementation tool to review and prioritize projects for potential funding for the City Council, Georgetown Transportation Advisory Board (GTAB) and the Georgetown Transportation Enhancement Corporation (GTEC). The GTAB will be responsible for creating the TIP, recommending Overall Transportation Plan (OTP) projects to GTEC for implementation in their 5 -year Capital Improvement Plan, and suggesting funding priorities and methods to the City Council. TIP projects must meet certain criteria developed to ensure that the projects will be ready to be implemented within the programmed years; be consistent with local, state and regional transportation plans; and conform to local, state, regional and federal planning requirements. This process is designed for major capital improvement projects, and not maintenance repairs and local street improvements. Eligible projects include the following: B Collector, arterial, or freeway capacity improvements; • Intersection and safety improvements along collector and arterial roadways; ® New location collectors, arterials, or freeways; and, • Transit improvements. Projects that are not selected for inclusion in the City of Georgetown TIP for funding may be included in the Georgetown Overall Transportation Plan (OTP) for consideration in future TIP cycles. It is important to note that projects currently not in the Georgetown OTP may be added through the annual TIP process as an amendment to the OTP. Regionally significant projects will be forwarded to the Capital Area Metropolitan Planning Organization (CAMPO) and the Texas Department of Transportation (TxDOT) for inclusion in their respective funding programs. Additionally, projects that are not funded through the City's TIP process may be eligible to compete for funding under one of those agencies funding programs. Even though the TIP is a 5 -year document, it will be amended on an annual basis, and on an as- needed basis to reflect changes in local priorities, or to allow for adjustments in project implementation plans or schedules. However, projects selected for inclusion in the TIP should always be consistent with the goals and objectives set forth in the OTP. Georgetown Overall Transportation Plan Draft TIP Process: GTAB Amendment -- 713912006 C4 Components of the TIP Appendix C - Transp(� ration improvement Program Project Description Form There will be three primary components to the TIP. The first component consists of projects for which identified funding sources are available. These include TxDOT and Federally funded OTP projects which are being implemented in the Georgetown study area. Locally funded, non -GTEC, projects will be identified in this portion of the TIP as well. Funding sources and multi -year programming will be identified in the TIP. The second component will be GTEC 4B economic development projects which are also OTP identified projects. GTEC projects will require an eligibility determination and must be prioritized by the GTEC Board. The GTEC Board will adopt 5 -Year Capital Improvement Program that will be the GTEC portion of the TIP. The TIP Process includes a procedure by which the GTAB Board recommends transportation improvements to the GTEC Board for their consideration. The final .component of the TIP will be a prioritization and ranking of OTP projects, and OTP amendments, for which funding does not exist. One of the GTAB functions is to identify and recommend alternative funding sources for transportation improvements. Through the process of prioritization and ranking of potential improvements the GTAB Board will have the opportunity to determine the magnitude of needed improvements and gauge their impact on the community. This process is critical in determining the amount of funding needed, and determining the best method to achieve that level of funding. Once potential projects are ranked, the GTAB Board will work with staff to make a funding recommendation in the final TIP. TIP Process The City of Georgetown TIP Project Selection Process has four integrated components for evaluating and ranking proposed transportation improvements, as shown in the flow chart on the next page. The Staff component (shown in blue) involves project initiation, including the completion of the project description form by City of Georgetown staff and project evaluation by City staff. The GTAB Component (shown in yellow) involves GTAB Board determining which projects would potentially be available for GTEC Funding and recommending funding for all other projects. The GTEC Component (shown in grey) involves GTEC eligibility determination and ranking of projects for consideration in their 5 -year capital improvement program. Based upon the type of road or transportation project, the TAB will forward the project to either GTEC or directly to Council (March). Step 4, The Georgetown Enhancement Corporation will review the list of projects forwarded to them and determine their eligibility (March - April). Step 5. If projects are eligible for GTEC funding, Council (June - July). they will be voted upon and forwarded to Step 6. If projects are determined to be ineligible by GTEC, or funds are not available, it will go back to the TAB (May). TAB will then determine if there are other alternative means of funding the project. If so, it will be forwarded to Council. If not, it is held for the TIP for the following year (July). Step S. Council will make a final determination of funding transportation projects based upon TAB and GTEC input, as well as the different transportation funding mechanisms available to the City (August). Step 9. Staff will prepare year end review and draft project list to the Transportation Advisory Board for the next FY TIP creation /update (November). Project Initiation and Description Forms Staff will use the project description forms, outlined on pages C -7 thru C -14, to provide information necessary for evaluating OTP projects and potential OTP amendments. To determine project readiness, each year staff will review all applicable project information provided on the Project Description Forms, or will create Project Description Forms for OTP amendments. Project cost estimates will be reviewed for consistency with TxDOT's cost standards to ensure that the costs seem appropriate and reasonable. If costs estimates have been provided to City Staff by consulting engineers, these will be used. Project costs should include right -of -way acquisition and all construction - related expenses. Preliminary Engineering and Environmental Analysis must meet TxDOT standards. Right -o€ -way acquisition may be approved as a TIP project independent of other construction activities; however, this type of project should be programmed in the OTP before inclusion in the TIP to be consistent with regional planning processes. Projects may also include the City providing the local match for a regionally significant project that would be funded and /or implemented by another entity. Projects related to bicycle and pedestrian use and transit are encouraged, as well as projects that reduce congestion, enhance or improve roadway capacity, safety or aesthetics. Staff Project Evaluation and Ranking City of Georgetown staff will complete the Staff Project Evaluation and Ranking Forms outlined on pages C -15 to C -17, that the GTAB Board and GTEC Board may use in their respective prioritization and ranking programs. The staff evaluation form is based on similar staff evaluations used by regional and Federal transportation agencies in evaluating potential projects. GTEC Project Evaluation and Ranking The GTEC Board, following guidelines outlined in their enabling legislation and ballot language, must make an eligibility determination for projects before prioritizing and budgeting potential transportation improvements. Once the eligibility determination is complete, the GTEC Board will utilize the GTEC Project Evaluation and Ranking Form, Georgetown Overall Transportation Plan Draft T/P Process: GTAB Amendment -- 713912006 C4 Program Project Description Form found on page C -18, to initiate the 5 -year Capital Improvement budgeting process. The GTEC scoring criteria focuses on: Community Priority and Support: This criterion is solely based on the community's desire for the transportation improvement to be constructed and /or enhanced. Will the roadway further improve the community through the priorities that have been set forth within the Georgetown Comprehensive Plan, Overall Transportation Plan, Economic Development Plan and /or annual community survey. Staff Evaluation and Ranking: While developing the OTP, it was the desire of the GTEC Board to review and comment on the staff ranking criteria created by the staff as part of their evaluation. The score can be used to either enhance the staff scoring or discount it by up to 20 points. - Contributes to Economic and Community Development Goals: This criterion relates to the GTEC ballot language which stated the use of 4B money was for economic and community development goals. GTEC Board members use this category to evaluate projects related to existing or potential economic development associated with project development. Maximizes Return on 4B Tax Investment: This criterion is used by the GTEC Board to determine the "best investment" of GTEC funds and bonding capability. As can be seen in the OTP, there will often be more potential projects than actual funding capability, this is one tool to identify the strongest economic development projects. GTAB Project Evaluation and Ranking The GTAB Board was created to prioritization and rank the many potential transportation improvement identified in OTP and create a method to evaluate these projects along with bicycle and pedestrian and other transit improvements, to recommend funding scenarios for the highest priority projects. Since there will be numerous potential projects the GTAB Project Evaluation and Ranking Form, found on pages C -19 to C -21, provides a duel level of review and ranking. The primary ranking focuses on transportation system enhancement and needs (quantitative measurements). The supplemental review data, based on qualitative measures, will be used to refine the project list while making final decisions on project rankings. The GTAB scoring criteria focuses on: Demonstrated Need: To determine the project's need, the Georgetown Travel Demand model will be updated with modifications to the land use plan and roadway improvement plans. The information gained from the model will be included in the evaluation sheets. When evaluating projects, both near -term and long term -needs should be assessed. Roadway Operation: This criterion includes the provision of removing a bottleneck and /or providing connectivity to the system as a whole. The updated travel demand model will demonstrate how the improvements will affect the roadway. While a Level of Service will not be studied, the reduction in overall delay could be determined. GTAB Amendment -- 713112006 Appendix C - TranspL_ ration improvement Program Project Description Form Future Connectivity: The roadway system's connectivity is an issue that needs to be carefully considered. The system's connectivity is irrespective of the operational conditions of the roadway. The roadway may not provide a reduction to the system delay, but the connectivity within the Georgetown area and to regional connections, will serve to achieve the community's roadway goals. Safety: This criterion is fairly straight forward; does the roadway improvement provide for the safer and /or more efficient movement of good and /or people. Community Priority and Support: This criterion is solely based on the community's desire for the transportation improvement to be constructed and /or enhanced. Will the roadway further improve the community through the priorities that have been set forth within the Georgetown Comprehensive Plan, Overall Transportation Plan, and /or annual community survey. Supplemental Review Criteria: Criteria included in this category are intended to provide supplemental information that is important to the evaluation of the above criteria. The cost reasonableness of the project should be evaluated based on vehicle miles travel as opposed to the straight forward project cost. This type of evaluation will allow a more thorough determination of cost effectiveness; it helps determine which projects serve the most travelers while costing the least. The second criterion is the consideration of environmental impacts. This refers to the typical environmental considerations: does project exist in areas where environmental constraints will limit the project, will the project affect air quality, etc. The third criterion is the socio- economic impacts of the project. Socio - Economic impacts include does this help achieve the future land use plan goals for the City, does the project positively or negatively affect historic districts or established neighborhoods. Bringing all the Information Together and Creating the TIP The TIP process has been developed as a model to bring a wide array of information together about numerous projects. There is the potential that the GTAB Board may be presented over one hundred potential projects the first year the process is implemented. Over time the number of projects and types of decisions facing the GTAB Board will obviously change. However, the intent of the TIP process is not to provide GTAB, GTEC, city staff and ultimately City Council with a math project, but a process by which to refine a list of projects into meaningful transportation improvements to the community. It is intended to be used as tool that will help keep the decision process focused on that ultimate goal. As with any processes, there may be "emergencies" or unexpected projects that arise outside of the normal process. The purpose of the OTP and TIP process is keep those "emergencies" or unexpected projects to a minimum, and deal with them as they occur.
