An Ordinance Of The City Council Of The City Of Georgetown, Texas Amending
Sections 15.36.020, 15.36.030, 15.36.0501 1536.1001 15.364110, 15936.140, 15.36.150,
15.36.180, 15.36.200 And Adopting New Section 15.36.161 Of The City Code
Relating To Street Naming And Site Addressing; Amending The Definitions Of
The Terms "Directional," Secondary Address Number," And "Suffix "; Providing
The Building Official Authority To Correct Scrivener's Errors In Street Names;
Providing Addressing For Non - Subdivided Mobile Home Parks And RV
Resorts /Parks; Providing That The City Issued "Site Address" Is The Only
Address That May Be Displayed On A Structure; Establishing The Building
Official's Authority To Deny A Certain Street Names; Establishing Procedures For
Existing Street Name To Be Changed; Providing Clarification Of Street Name
Components; Regarding Signage For Private Roadways; Repealing Appendix "C"
of Chapter 15.36; Including A Severability Clause; And Establishing An Effective
Date.
WHEREAS, the City Council of the City of Georgetown did, on May 91h- 2000 adopt
ordinance 2000 -36, creating a street naming and site addressing policy for the City of
Georgetown; and
WHEREAS, the street naming and site addressing policy was codified in chapter 15.36 of
the Georgetown Code of Ordinances; and
WHEREAS, changes to the Williamson County 911 Addressing program, and the
adoption of the Map ALI 911 addressing program throughout the county, require uniform
street naming and numbering policies; and
WHEREAS, the City Council of the City of Georgetown finds it to be in the best interest
of the citizens of Georgetown to adopt the street naming and addressing changes to comply
with the new 911 system requirements.
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF
GEORGETOWN, TEXAS, THAT:
SECTION 1: The facts and recitations contained in the preamble of this ordinance are hereby
found and declared to be true and correct, and are incorporated by reference herein and
expressly made a part hereof, as if copied verbatim. The City Council hereby finds that this
ordinance iinplements the following policy of the Century Plan — Policy Plan Element:
Policy End 13.00 -- "All municipal operations are conducted in an efficient business -like
manner and sufficient financial resources for both short -term and long -term needs are
provided,"
and further finds that the enactment of this Ordinance is not inconsistent or in conflict with any
other Century Plan Policies, as required by Section 2.03 of the Administrative Chapter of the
Policy Plan.
SECTION 2: The City of Georgetown Code of Ordinances, Section 15.36.020 relating to
definitions in the City of Georgetown Addressing Ordinance, is hereby amended to provide as
follows:
1536.020 DEFINITIONS
In this Chapter:
'Directional" means any of the eight basic compass directions, which are north,
south, east, west, northeast, northwest, southeast, or southwest, abbreviated,
respectively, as follows: N, S, E, W, NE, NW, SE, or SW. If a directional is used, it shall
be the first element of a street name. Any word that may be used as a directional is
prohibited from being used, in any form, in the root street name.
"Primary address number" means the combination of up to five Arabic rnunerals
assigned to a particular structure or property.
"Root street name" means the combination of words used to form the basic street
name, excluding any suffix or directional, and shall not exceed three words.
"Secondary address number" means a designation of a particular sub -unit within
a multiple -unit development identified by a Primary Address Number and Street Name,
which shall adhere to the following criteria:
Duplex and tri -plex, units that share a single roof will be issued a unit number of
A, B, or C. No other structures will use letters in any portion of their secondary
address.
Apartment complexes, four- plexes and commercial lots with multiple buildings
containing multiple suites will follow a standard that issues a 3 -5 digit unit
number where;
The first (and second if needed) digit signifies building number, the next
digit indicates floor number, and the last digits indicate suite number.
(i.e. Unit 4211 would be: building 4, 2cd floor, unit 11)

"Site address" means all elements necessary to identify a location within the City
limits and shall consist of a Primary Address Number, a Street Name and a Secondary
Address Number, if any. The elements of a Site Address shall appear in the following
order: Primary Address Number, Directional, Root Street Name, Suffix and Secondary
Address Number, if any (e.g., 100 S. Main St., Suite/Unit /Apt. 201).
"Street name" means the full name of a street, which shall include a Root Street
Name, Suffix and Directional(s), if any.
"Suffix" or "type suffix" means a descriptive road type presented as a standard
abbreviation immediately following the Root Street Name. A road Type Suffix which
occurs in any position other than immediately following the Root Street Name shall be
considered a component of the Root Street Name. The street type suffix used on a street
must adhere to the following standards:
Boulevard - (BLVD) - minimum of 144 feet of ROW, minimum of 4 traffic lades,
divided by a 24 foot minimum, raised median, no on street parking,
Parkway - (PKWY) - Must adhere to all standards governing Boulevards. Additionally,
a Parkway must run through or adjacent to a City of Georgetown or Williamson County
Park or Recreation area.
Alley - (ALLY) - A narrow (less than 30 feet) easement that provides access to the rear
of a residential or commercial structure. An alley will not contain an address range and
all structures taking access from the alley must be addressed to the street that the
structure faces
Avenue - (AVE) - A roadway that exhibits the characteristics of a collector level street or
greater and provides a minimum of four lanes of traffic
Bend - (BEND) - A street comprised of a single segment that changes direction at an
angle greater than 80 °.
Circle - (CIR) - A local level street that returns unto itself in a circular fashion.
Court - (CT) - Allowed on single segment, local level, Cul -de -Sac roads only.
Cove - (CV) - Allowed on single segment, local level, Cul -de -Sac roads only.
Crossing - (XING) - Allowed on a non - Cul -de -Sac, local level street or greater.
Drive - (DR) - A meandering, collector level street or greater.

Gateway — (GTWY) — A collector level street that serves as the entrance or main point of
access to a neighborhood, subdivision, or commercial development.
Glen — (GLEN) — Local level street
Grove — (GRV) — Local level street
Highway — (HWY) — A Major or Minor Arterial level roadway that has been designated
a Highway by a State or Federal agency.
Knoll — (KNL) — A local level street
Lane — (LN) — A local level street
Loop — (LOOP) - A street that either returns unto itself in a circular fashion, or originates
and terminates on the same road. May be classified as a Local street or higher.
Motorway — (MTWY) — A trail or passageway through rough terrain. Typically used as
passage for maintenance or emergency vehicles.
Oval — (OVAL) — A local level street that returns to itself in a circular fashion.
Pass — (PASS) — A local level street.
Path — (PATH) — A local level street
Place — (PL) - A local level street
Road — (RD) — A suitable suffix for any level road. May be used on any road other than a
single segment road that dead ends or is considered a cul -de -sac.
Row — (ROW) - A local level street
Run — (RUN) - A local level street
Spur — (SPUR) — A local level street or higher
Street — (ST) — A suitable suffix for any road with a ROW of more than 30 feet.
Terrace — (TER) — A local level street.
Trace — (TRCE) — A local level street.

Trail - (TRL) - A local level street.
Way - (WAY) - A local level street
SECTION 3: The
City
of Georgetown Code
of Ordinances, Section 15.36.030 relating to
Administration, is
hereby
amended to provide as
follows:
15.36.030 ADMINISTRATION
The Building Official, or his/her designee, shall implement and administer this
Chapter. The Building Standards Commission is authorized to hear appeals from any
disputed decision of the Building Official, or his/her designee, and is authorized to make
necessary orders to enforce this Chapter. The Building Official and /or his designee are
authorized to make administrative amendments to Recorded Plats to correct scrivener's
errors.
SECTION
4: The
City of Georgetown Code of
Ordinances, Section 15.36.050 relating to the
display of
address
required, is hereby amended to
provide as follows:
15.36.050 ADDRESS REQUIRED
The Building Official or his/her designee shall assign a Primary Address Number
to each legal lot within the City limits. For commercially developed properties which
font more than one street or which have multiple access points, the Building Official or
his/her designee shall assign a Primary Address Number on the street from which the
property takes its main access. Residentially developed properties which front more
than one street or which have multiple access points shall be assigned Primary Address
Numbers on the street to which the front door of the residence faces. Addresses for
undeveloped properties fronting more than one street shall be determined by the
Building Official, or his/her designee. Mobile Home Parks and RV Resorts/Parks, not
subdivided, will be issued a primary street address and each rental/lease space will be
issued a unique unit number.
SECTION 5: That new Section 15.36.061 is hereby adopted and added to the Code Ordinances,
City of Georgetown, Texas, as follows:
15.36.061 REQUEST FOR AN EXISTING STREET NAME TO BE CHANGED
A. Building Official
For the purpose of the procedures outlined in these guidelines, the term
"Building Official" is meant to include the acting Building Official or his /her
designee.
B. Purpose
The purpose of this manual is to establish procedures, Internal review procedure,
Public Notice and Hearing Procedures and processing of application to change
an existing street name within the City of Georgetown incorporated area.
C. Application
(1) Application for requesting a street name will consist of a letter to the
Building Official that outlines which street the applicant desires to
rename, the reason for the request and the name that the applicant is
proposing.
(2) The proposed street name outlined in the application must adhere to and
maintain consistency to the adopted Georgetown Addressing Policy.
(3) An Application is considered complete when the Building Official has
determined that the proposed street name does not constitute a
duplication of an existing street name within the Georgetown emergency
dispatch area, and 1/z of the application fee has been paid.
D. Fees
(1) Application fees and material fees shall be established from time to time
by the City Council.
(2) In addition to the application fee (half at the time of application, half
upon approval of the request by the City Council), the applicant is
responsible for postage costs in the notification and balloting of the
affected residents. In the event that the proposal is approved by City
Council, the applicant is also responsible for the remainder of the
application fee, the cost of postage to notify the affected residents and the
cost to replace street name signs.
(3) All required fees shall be made payable to "The City of Georgetown."
(4) The applicant may be entitled to a partial refund if his request is denied
because the proposed street name is already in use within the City Limits.
E. Limit on Reapplication
(1} If any application for a street name change is denied by the Building
Official, the City Council, or the voting residents, additional applications
requesting the same street name change may not be filed within a period
of 12 months from the original application date, unless a reapplication is
approved by the Building Official. Such reapplications must demonstrate:
(i) There is a substantial change in circumstances relevant to the issues
and /or facts considered during review of the application that might
reasonably affect the decision - making body's application of the
relevant review standards to the development proposed in the
application; or
(ii) New or additional information is available that was not available at
the time of the review that might reasonably affect the decision -
making body's application of the relevant review standards to the
development proposed; or
(iii) A new application is proposed to be submitted that is materially
different from the prior application; or
(iv) The final decision on the application was based on a material
mistake of fact.
F. Public Notice and Hearing
(1) Summary of Notice requirement
(i) The Building Official shall prepare a letter explaining the proposed
name change and a ballot for each owner of real property that abuts
the affected easement /street. Additionally, the non owner occupants
of any residence which abuts the affected easement/ street shall
receive a notice, but no voting ballot. These letters will be provided
to the applicant who will be responsible for postage dues and the
delivery of the letters/ballots,
(ii) At the conclusion
of 15 business
days,
any property owner who did
not return a ballot
will be re -sent
a new
letter /ballot via certified mail.
(iii) At the conclusion of 10 additional business
days,
the
votes will be
counted by the Building Official. A minimum of
66%
of the votes

must be in favor of the proposed change in order for the matter to go
before City Council.
(2) Public Hearing
(i) In the event that the property owners approve the request with more
than 66% of the collected votes, the Building Official shall prepare an
Ordinance requesting that the City Council adopt the proposed street
name. This Ordinance will be available to appear on the next
available City Council Agenda, and will follow general City Council
Ordinance, Public Hearing and Adoption procedures.
(ii) The approval of the proposed name change will be contingent upon
the applicant remitting the final application fee, mailing costs, and
the costs to replace street name signs along the affected route
G. Action Taken Upon Approval of the Requested Street Name
(1) Applicant
Upon approval of the name change request by the City Council, the
applicant will pay the remaining application fee, provide for the postage
to notify the affected property owners/ residents, and pay for the updates
to the street signs along the affected route.
(2) Building Official
The Building Official shall be responsible for notifying all affected land
owners/ residents of the new street name and assign each property a new
911 service address. The Building Official will also notify all pertinent
City Departments, Utility Companies, Emergency Services, the U.S.
Postal Service and County addressing officials.
(3) Streets Department
Streets Department personnel will be notified of the approved change
and will be responsible for changing the affected street signs to display
the newly adopted street name.
SECTION 6: The City of Georgetown Code of Ordinances, Section 15.36.100 relating to
uniform street naming, is hereby amended as follows:

Sec. 15.36.100. Multiple -unit addressing.
At the time of application for a building permit or submission of a Detailed
Development Plan, the property owner/developer of a multiple -unit
development shall submit a proposed secondary addressing plan to the Building
Official for consideration. If approved, the property owner /developer shall
ensure that the Primary Address Number(s) and Secondary Address Number(s)
comply with the Definitions of those terms u1 Section 15.36.020, and are
displayed in accordance with Sections 15.36.110 and 15.36.120 hereof. Failure to
provide a proposed secondary addressing plan satisfactory to the Building
Official, or his/her designee, shall result in denial of the building permit. Each lot,
whether containing one or more structures, shall be assigned one Primary
Address Number. Each individual structure on a single lot shall each be assigned
a secondary address number and each sub -unit a suite /unit number, if
applicable. Properties consisting of a single structure containing multiple sub-
units shall be assigned a Primary Address Number to the main structure and
suite /unit number to each sub -unit. All sub -units shall be individually identified
with a suite /unit number and business name, if applicable, on the rear entrance
and on the front entrance of the sub -unit. (See Appendix B.) SECTION 6: The
City of Georgetown Code of Ordinances, Section 15.36.110 relating to the display
of address numbers, is hereby amended to read as follows:

1536.110 DISPLAY OF ADDRESS NUMBERS
Each property owner shall ensure that address numbers for any property
required to bear an address are displayed in a manner which is visible from a vehicle
approaching from either direction of the street from which the property takes its main
access, in all weather conditions, day or night. Address numbers painted on the curb are
not sufficient to meet the visibility requirements set out herein. The City issued "Site
Address" is the only address that may be displayed on a structure.
SECTION 8: The City of Georgetown Code of Ordinances, Section 15.36.140 relating to
prohibited addresses, is hereby amended as follows:
15.36.140 PROHIBITED ADDRESSES
The following types of address numbering are prohibited:
® Fractional numbers (e.g., 1011/2 Maple Lane);

® Alphanumeric primary address numbers (e.g., 103A Centerview), except for
residential multiple -unit addresses;
• Hyphenated primary or secondary address numbers (e.g., 23 -423 Lakeview);
and
® Non- specific addresses, such as corner location addresses (e.g., 1st & Main).
® Undesirable, vulgar or profane language in the root street name.
SECTION 9:
The City
of Georgetown
Code of Ordinances, Section 15.36.150 relating to
uniform street
naming, is
hereby amended
to read as follows:
15.36.150 UNIFORM STREET NAMING
Each street name within the City limits or its extraterritorial jurisdiction shall be
unique and shall not duplicate another street name within the City limits or its
extraterritorial jurisdiction.
If the proposed street will be serviced by local or by an inter- governmental 911
dispatch system, the Building Official, or his /her designee, has the authority to deny a
street name if the proposed street name is currently in use, currently on a reserved street
name file, or on an existing approved plat in a neighboring jurisdiction.
SECTION 10: The City of Georgetown Code of Ordinances, Section 15.36.180 street name
components, is hereby amended to read as follows:
15.36.180 STREET NAME COMPONENTS
A. Street names shall be composed of letters from the English alphabet and Arabic
numerals. The root street name cannot be longer than 35 total character spaces. Special
characters typically used to clarify pronunciation (e.g., accent, tilde or umlaut,
apostrophe), other than a hyphen, are prohibited.
B. Each street name shall consist of at least a Root Street Name followed by one
Suffix. The use of a directional is optional. Priority shall be given to the use of a
directional as the first element of a street name (pre - directional) over use as a
postdirectional. Postdirectional suffixes are prohibited in all cases that do not maintain
consistency with an existing street, as provided in Section 15.36.170.
C. Components of a Root Street Name that can be defined as compass directions or
road types are prohibited. (e.g., Northwest Blvd.) Numeric root street names may be
either alphabetic or numeric, but not both (e.g., 3rd Street or Third Street).
D. Street type suffixes shall reflect the character of the roadway and shall be limited
to those listed in 15.36.020 DEFINITIONS "Suffix."
E. A street name and Suffix shall be continued without variation across
intersections, including those ending in a cul -de -sac. Two cul -de -sacs opposite each

other shall have the same Primary Root Name, but different Suffixes, such as "COVE" or
"COURT".
F. When abbreviating names of State and federal highways, regional farm /ranch -to-
market roads and Williamson County roads, the following abbreviations shall be used
( " #" indicates road number (e.g., FM 2243):

G. Root street names beginning with numeric words shall be spelled out (e.g.,
"Thousand Oaks" rather than 1,000 Oaks ");
H. In the event a Root Street Name consists of a combination of two or three words,
the first word of the combination shall not be repeated more than three times as the first
word in any other two or three-word Root Street Name within a platted subdivision, or
any future phases thereof.
SECTION 11: The City of Georgetown Code of Ordinances, Section 15.36.200 relating to street
signs, is hereby amended to read as follows:
15.36.200 STREET SIGNS
Street signage shall be designed in compliance with the City of Georgetown
Construction Standards and Specifications for Roads, Streets, Structures and Utilities,
using the following criteria for display of street names:
1. All components of a street name, including directionals, type suffix and block
ranges, are clearly visible on the signs.
2. The street name is displayed identically on all signage along the entire length of a
street.
3. The street name displayed on the street sign is an accurate representation of that
which is recorded in the Master Street Address List.

4. The City of Georgetown Street Department shall ensure that signage is visible at
every street intersection in accordance with this Chapter.
5. Signage for private roadways must not bear any resemblance to City of
Georgetown Construction Standard signage.
SECTION 12: Appendix "C" of Chapter 15.36 of the City of Georgetown Code of Ordinances is
hereby repealed in its entirety and replaced by new Section 15.36.020 - DEFINITIONS - "Suffix ".
SECTION 13: All other provisions of the Code of Ordinances that are not amended hereby
shall remain uz full force and effect.
SECTION 14: This ordinance shall be and is hereby declared to be cumulative of all other
ordinances of the City of Georgetown, and this ordinance shall not operate to repeal or affect
any of such other ordinances, except insofar as the provisions thereof might be inconsistent or
il-t conflict with the provisions of this ordinance, in which event such conflicting provisions, if
any in such other ordinance or ordinances are hereby superseded.
SECTION 15: If any provision of this ordinance or application thereof to any person or
circumstance shall be held invalid, such invalidity shall not affect the other provisions, or
application thereof, of this ordinance which can be given effect without the invalid provision or
application, and to this end the provisions of this ordinance are hereby declared to be severable.
SECTION 16: The Mayor is hereby authorized to sign this ordinance and the City Secretary to
attest. This ordinance shall become effective and be in full force and effect in accordance with
the provisions of the Charter of the City of Georgetown.
