Called to order at 4:00 p.m.
A Municipal Utility Districts (MUD) and Certificates of Convenience and Necessity (CCN) Workshop -- Micki
Rundell, Director of Finance and Administration; Jim Briggs, Assistant City Manager for Utility Operations;
and Trish Caris, City Attorney
Rundell told Council about the authority of Municipal Utility Districts, to provide services and levy taxes,
noting the main purpose of the MUD is to act as a financing vehicle to reimburse the developer for the cost
of the infrastructure and various amenities. Carls explained the legal requirements to create a Municipal
Utility District through legislation or petition of residents, most occurring in the extra -territorial jurisdiction.
The City must give written consent for the creation of a MUD. There were questions and comments from the
Council. Garry Kimball of First Southwest explained the creation of MUD's and the difference in the
regulations from the 1980's to the 2000's, saying the regulations have been strengthened. There were
additional questions and comments from the Council. Briggs displayed maps showing the potential
Georgetown area MUD's and explained Certificates of Convenience and Necessity (CCN's). There were
additional questions and comments from the Council.
B Discussion of the Comprehensive Annual Financial Report for Fiscal Year Ended September 30, 2003 --
Laurie Brewer, Controller and Micki Rundell, Director of Finance and Administration
Rundell noted that there is an official "unqualified opinion" response (best response available) from the
auditor, Davis, Kinard and Company. She introduced Diane Terrell of Davis, Kinard and Company. Terrell
said this is the eighth year for Davis, Kinard to audit the City of Georgetown. She noted that this year the
City implemented the new governmenal reporting model, GASB34. She reviewed the Comprehensive
Annual Financial Report (CAFR) for the Council. She reviewed the Advisory Comments and the Report on
Compliance and on Internal Control. Rundell recognized Laurie Brewer, Leticia Zavala, and Lorie Lankford
of the City of Georgetown Accounting Department for their work on the CAFR.

Overall Transportation Plan --

Services
Polasek gave Council a brief review of the updated plan following the Georgetown Transportation
Enhancement Corporation Meeting and the Planning and Zoning Commission Meeting on January 21,
2004. He noted the difference in the right of way width requirements between Texas Department of
Transportation guidelines and the City Unified Development Code. With a slide presentation, he reviewed

the key elements of the Overall Transportation Plan. There were questions and comments from the
Council.
