HomeMy WebLinkAboutMIN 04.12.2004 CC-RThe City Council of the City of Georgetown, Texas, met in Regular Session on the above date with Mayor Gary Nelon presiding. •Present:•�Tr -� Patty Eason, Gabe Sansing, Doug Smith, Jack Farley Snell Noble, John Kirby, Mark Ramsey { Staff Present: - Paul Brandenburg, City Manager; Tom Yantis, Assistant City Manager; Jim Briggs, Assistant City Manager for Utility Operations; Trish Carls, City Attorney; Sandra Lee, City Secretary; Micki Rundell, Finance and Administration Director; Amelia Sondgeroth, Director of Planning and Development Services; Keith Hutchinson, Public Information Officer Called to order at 4:00 p.m. A Airport MasterPlan Update -- Tom Yantis, Assistant City Manager Chuck Willis with GRW Willis, Inc. reviewed the schedule for hearings leading up to final acceptance of the MasterPlan in September. He said they have analyzed the existing airport conditions, conducted pilot surveys, did a demand forecast, and projected the future requirements for hangars, etc. He showed projections for Georgetown Airport with the new Central Texas Airport compared to projections without the new airport. He said a control tower could expand capacity and increase safety. He said impervious cover at the Airport is just under 35%. With a slide presentation, he shared the layout as proposed in the Plan Update, saying it is similar to the way the Airport is laid out currently. He said Runway 1836 could be straigtened out, which would allow more land for parking aircraft. He said the MasterPlan will provide recommendations based on the traffic and the airport's role. He mentioned He said the airport currently has 113 hangar spaces and 33 tie downs, they need 145 tie downs, and can find spaces with the existing land use plan for 173 new hangar spaces for a total of 431 aircraft spaces. He said the Georgetown Airport can support the general aviation needs of the community through the year 2024. He told Council there would be another hearing on May 10. B Discussion of results of the 2004 City of Georgetown Quality of Life Citizen Survey-- Micki Rundell, Director of Finance and Administration Rundell introduced Jeff Montgomery and Chris Beck of Montgomery and Associates, who, with a slide pesentation, presented the results of the Citizen Survey compared to the survey results in 2001. Montgomery said Council would receive detailed information in the next two to four of weeks. He said they sampled 434 residents, with a margin of error of 4.74%, to test attitudes and opinions of the residents. He said the top two issues were traffic and managing growth, and the overwhelming response is that Georgetown is an independent community that needs more service such as restaurants and retail. Rundel told Council they would receive a more -detailed report in a few weeks. C Presentation of staff priority listing and finalization of budget ranking criteria -- Micki Rundell, Director of Finance and Administration and Tom Yantis, Assistant City Manager City Council Meeting Minutes/April 12, 2004 Page 1 of 2 Pages Brandenburg explained that because Councilmember Snell is absent today, this item will be moved to tomorrow's agenda in order to get feedback from the full Council. Rundell explained that there is an item on the posted agenda for tomorrow night that will allow Council to take action to add or delete items from the priority list. Rundell noted that staffs ranking is provided in the packet and any additional items would need to be added for Council to rank and turn in by April 19. She said the rankings will be calculated and brought back to the Council at a Special Meeting on Wednesday, April 21. D Staff report regarding proposed Interlocal Agreement with Williamson County to implement Local Government Code Chapter 242 providing for regulation of subdivision plats in ETJ (HB 1445) -- Amelia Sondgeroth, Director of Planning and Development Services and Trish Carls, City Attorney Sondgeroth explained that the draft agreement was included in the packet along with a Question and Answer Shet from the Texas Municipal League to explain the mandated City -County Agreement. She said the City has met with the County several times. She explained the options allowed and the Joint Review Option chosen by the City and County. She said there will be a single office located at the City for plats to be reviewed and fees to be paid, providing a single set of regulations to be followed. She said the County is concerned and has requested that the Council reconsider the requirement for street lighting in rural subdivisions. She said the County has asked for an amendment to the Unified Development Code (UDC) to have rural subdvisions provide a conduit for the installation of electricity at the main entrance and at 300 -foot intervals. She said the draft agreement is being reviewed by the County Attorney at this time. It was determined that the Council action on this item will be on the April 27 Council Meeting Agenda. Smith confirmed that the regulations used for review will be the City's Unified Development Code. There was discussion regarding the location of the lights. Briggs said he thought the rural standard would be used, which would be a light at every intersection.
