B Update on the progress of the Airport Masterplan -- Tom Yantis, Assistant City Manager Yantis introduced Chuck Willis of GRW Willis, Inc. who spoke to Council regarding the progress in the latest meeting of the Airport Masterplan Committee. Willis noted that the update is "on schedule." He told Council the new Central Texas Airport is probably not going to happen and that will have an impact on air traffic at the Georgetown Airport. He said the long-term land use plan for the Airport is to keep development on the west side. He said the Committee is working on airport noise strategies, saying it has been determined that a control tower would improve the noise exposure by managing the traffic in the air and on the two runways. He said there will be another workshop on June 7, and he has determined that one more workshop will be needed beyond that. Snell and Kirby commended Willis for his work. A Discussion regarding Williamson County Municipal Utility District #15 -- Amelia Sondgeroth, Director of Development Services; Micki Rundell, Director of Finance and Administration; Tom Yantis, Assistant City Manager; Trish Carls, City Attorney; Paul Brandenburg, City Manager Carls noted that a petition was received in February to establish the Municipal Utility District (MUD). Sondgeroth told Council the MUD will primarily be a residential community, with minimum lot sizes of 52 feet by 110 feet. She said the non-residential portion is about 6% of the total area with a commercial retail center at the southeast corner of the project. She said the District is proposed to have 15 acres of light industrial and 25 acres of parkland with the remainder being public infrastructure, roadways, and a detention easement. She noted that the MUD property abutts the city limits on its northern boundary at Westinghous Road. Carls said this MUD will be a financing mechanism to reimburse the developer for the utility infrastructure City Council Meeting Minutes/May 10, 2004 Page 1 of 2 Pages and roadways. She said the City's role is to negotiate a "consent agreement." She said the City's dollars aren't focused in this quadrant of the City, so the developer will develop both the on- and off-site utilities and be reimbursed through the MUD. She said it will be determined if any of the project is subject to reimbursement by the City, according to the City's ordinance. Briggs said the Capital Improvement Plan process will show anything that would be able to be reimbursed, based on benefits to the system. Snell asked for clarification and Briggs explained that the extension of the wastewater line would be eligible for some cost recovery for the developer. It was explained that out -of -City customers pay approximately 25% more for water service. Carls spoke to Council regarding the issue of annexation. She said the agreement would need to address whether the City would allow the MUD to annex additional property. Snell clarified that if the City wanted to annex the MUD, the City would also need to assume the debt of the MUD. Carls told Council a MUD can contract with the City for fire services. She said the City is looking into the cost and process for accepting the dedication and maintenance of the parkland. Yantis spoke to Council regarding the impact that annexation of this development would have regarding the land in between it and the City. He noted that the size of the commercial node on the City's Land Use Plan will need to be scaled back to the size being proposed by the developer. Noble asked about some language in the documents, and Carls noted that there is a 90 -day period for the Council to agree to respond regarding water/wastewater service, or the District could petition the City and demand service. She said then, if the City could not or would not provide service, the District could go to the TCEQ and get permission to establish a MUD. C Review of Fiscal Policy -- Micki Rundell, Director of Finance and Administration Brandenburg said this item will be discussed at the Council Workshop on June 7, 2004. D Mid -year Review -- Micki Rundell, Director of Finance and Administration and Paul Brandenburg, City Manager Brandenburg reviewed the reorganization of the divisions and departments, and highlighted the Mid -Year Division Activities. Rundell gave a financial update and preview of the General Fund and Utility Funds, explained Mid -Year Issues, and presented a Budget Financial Forecast. Brandenburg advised Council of the proposed 2004/05 Budget Process.
