A Presentation from Envision Central Texas -- Tom Yantis, Assistant City Manager
Nelon introduced Mark Hazelwood, Co Chair of the Board of Envision Central Texas, who spoke to the
Council about the planning that is needed to handle expected growth. He told Council he is reporting
because the City Council of Georgetown is a stakeholder and investor in Envision Central Texas. He said
Envision is a non-profit corpiration that was established to deal with inter -relationship between issues in the
five -county area without establishing a regional government. He said Envision is focused on transportation,
infrastructure, land -use development, environment, social equity and economics (jobs and houses). He
said Envision uses surveys to discover issue priorities, saying the priorities in Williamson County are
transportation and congestion, jobs, and water availability. Hazelwood provided to the City of Georgetown
computer disks containing graphs and maps. He noted that Williamson County is the single most important
county in the region where the most rapid growth is occurring.
Gordon Baker of Georgetown, member of the Envision Board, spoke to Council regarding how the surveys
were developed through committees. He said Envision has received 12,500 survey entries from over the
five -county region.
Nelon asked about the sustainability of Envision. Hazelwood said the upcoming strategic conference will
study that question and it will be asked of the contributors. Smith asked if Envision will be an advocte for
local issues and Hazelwood answered that Envision will try not to be political.
B 400 Main Street Development Project - Tom Yantis, Assistant City Manager
Yantis noted that there have been conversations in Executive Session regarding this project, and this is the
public unveiling of the project and potential partnership between the City and the developers. He
introduced Jay Haylie. Haylie told Council that he also serves on the Board of Envision Central Texas. He
described the project and said what he learned from Envision and what is contained in Georgetown's
Downtown Master Plan inspired the proposed development. Haylie introduced Kit Johnson who explained
the design and development challenges of the project. With renderings, Johnson explained the
development, containing cottages, townhomes, and one building for commercial/mixed-use (commercial
below/residential above). There was discussion regarding picket fencing in the front yards of the cottages
and townhomes.
Yantis explained that this type of development is exactly what the City wanted to achieve with the
Downtown Overlay and Downtown Master Plan. He encouraged the City to share in the investment of the
project, by funding public improvements not to exceed $397,000 and by waiving all fees for development

explained the individual funding allocations.
