Call Special Meeting to Order. Called to order at 5:00 p.m. Council Absent: Patty Eason Doug Smith Farley Snell 2. Open Public Hearing on the Proposed Tax Rate of $0.34636 cents per $100 valuation (23.294 cents for Maintenance & Operation and 11.332 cents for Debt Service.) The Public Hearing was opened at 5:00 p.m. With a slide presentation, Rundell gave an overview of the property tax rate, including a historical review, and a review of the new programs of the proposed General Fund Budget. 3. Public comment - taxpayer opportunity to express views on the increased tax rate. Speaker, Wait Herbert, commended the Council for the reasonable, respectable, and mutually acceptable manner in which the tax rate was determined. Speaker, Della Green, told Council she is concerned about the cumulative effect of all the City taxes such as the ones on utility bills, sales tax on groceries and home supplies, as well as the ad valorem tax. 4. Close Public Hearing. The Public Hearing was closed at 5:19 p.m. 5. Announcement of date, time and place that the City Council will vote on the tax rate. Mayor Nelon read an announcement that the Council will vote on the tax rate on Tuesday, September 14, 2004, at the Regular Council Meeting that begins at 6:00 p.m. in the Council Chamber, located at 101 E. 7th Street.
