A Discussion regarding proposed changes, additions, and deletions to the City of Georgetown Personnel
Policies and Procedures -- Carla Bourland, Human Resources Director and Paul Brandenburg, City
Manager
Brandenburg introduced Carla Bourland, who, with a slide presentation, informed the Council of the
changes, additions, and deletions to the Personnel Policies and Procedures. There were questions and
comments from the Council, particularly regarding the proposed deletion of the Policy for Employee
Transition Process #070, and the changes in the Policy for #023 Conflicts of Interest in Employment, the
Policy for Standby Service #211, the Policy for Holiday Pay #312, and the Policy for tobacco use #720.
Bourland told Council meetings were held to inform the staff of the changes, the first reading of the
ordinance will be September 14, and the final reading on September 28, with the new policy manual taking
effect on October 1. It was confirmed that the employees will sign a receipt stating they have read and
understand the new policies.

Public Hearing on the 2004105 Annual Operating Plan (Budget)
B Public Hearing on the 200412005 Annual Operating Plan as proposed by the City Manager -- Micki Rundell,
Director of Finance and Administration
Rundell explained that this public hearing is required by state law, and with a slide presentation gave
Council an overview of the elements of the $113.8 million budget. She gave a historical perspective,
including the method of transferring money from the utility funds in order to balance the budget. There were
questions and comments about transfers and about the proposed general fund budget, the contingency
reserves, how bonds effect the tax rate, sales tax, and the sanitation contract. Brandenburg reviewed the
Council Priorities and the proposed new programs to meet those priorities. He also explained the need for
increasing the funding for public safety to address the current and projected demands for service. There

were questions and con....ents from the Council. Kirby said he feels he caj i t go beyond what the City
Manager has proposed.
The Public Hearing was opened at 6:31 p.m.
Speaker, Roby Sloan, said he would like to have clarification on the percentages he has heard about the
budget. He asked for specific information to be provided. He said some citizens get confused about the
different rates.
The Public Hearing was closed at 6:39 p.m.
Mayor Nelon noted that the Council would take action on the first reading of the budget ordinance at the
Council Meeting tomorrow night. There was discussion by the Council.
