Called to order at 4:00 p.m.
A Presentation and workshop concerning the Regional Wastewater Study by the Brazos River Authority (BRA and
Camp, Dresser, and McKee, Inc. (CDM) -- Glenn W. Dishong, Water Services Manager and Jim Briggs,
Assistant City Manager for Utility Operations
Briggs noted that this item has also been presented to the Georgetown Utility System Board. He said this
regional study was started several years ago. He introduced David Collinsworth of the Brazos River Authority
who noted this study is focusing on the growth that will come with Parmer Lane and SH130. He said the effort
to reuse ground water is now necessary to protect the resources. He said this Regional Wastewater Study is
crucial to Georgetown. He introduced Alan Woelke of Camp, Dresser, McKee who gave a brief presentation on
what has been and what is yet to be accomplished. Woelke said the project is divided into two phases due to
funding. He explained the first phase which was the study of the existing service area and development of a
business plan, including population forecasting. He said Phase 2 objectives are to determiine how to collect the
flows, treat them, and discharge them into an existing stream without causing environmental problems. He said
this study will also determine the costs to build the infrastructure. There were questions from the Council.
B Presentation by Capital Area Rural Transportation System (CARTS) regarding the Georgetown Intermodal
Station
Yantis introduced David Marsh, Executive Director of CARTS, who demonstrated the proposed future plans for
bus transit in Georgetown. He noted that the system is being designed to be a direct service between
Georgetown, Round Rock, and Taylor, with seven hubs, and will allow for a gradual expansion throughout the
County, with access to Austin also through Leander and Pflugerville. He said Georgetown is being looked at as
the location for the station for the three -routes of the buses. He said the study shows the Georgetown
enhanced route would have an annual operating cost of a little less than $1 million. He said the Georgetown
Intermodel Project was a study taking place at the same time as the bus service plan. He said a station was
developed to re -introduce Greyhound bus service in Georgetown and allow people to have access to fixed route
service, should it develop in the future. He said the proposed location is at 7th and Holly Streets. He told
Council there is a model of this proposed intermodal station on display at the City Hall. He said CARTS has
been granted $881,760 towards the initial phase of the Georgetown Intermodal Center. There were questions
from the Council.

Marsh gave a brief overview of the activities and services provided by CARTS as well as the funding sources.
Yantis said staff would work with CARTS to determine the best location and come back to Council to approve
funding from the City in next year's budget.
C Presentation and discussion regarding the Austin -San Antonio Inter -Municipal Rail District
Yantis introduced Sid Covington, Vice Chair of the Austin -San Antonio Inter -Municipal Rail District (ASA).
Covington introduced Ross Milloy in the audience who is Executive Director of the Rail District and Executive
Director of the Austin -San Antonio Corridor Council. He noted that the Corridor Council was heavily involved in
getting legislative approval for the Rail District. He suggested Council look at the Rail District's web site, which
is www.asa.org. He said he is not talking about light rail on city streets, but heavy rail on fixed tracks. He
demonstrated the comparison of moving quantities of people by rail as opposed to using automobiles. He
explained the jurisdiction covered by the ASA and listed the District's powers and duties. He noted the
developments of Wolf Ranch Shopping Center, TeraVista, and a new location for Texas State University. He
told Council it would be up to them to determine where to locate the station in Georgetown. He said ASA is
negotiating with Union Pacific to relocate "through -freight" traffic so the existing line could be used as a part of
the District. He said ASA is working to obtain funding in the TEA -21 Federal Transportation Reauthorization Bill.
He said the timeline shows they will be carrying passengers by 2009. There were questions from the Council.
Nelon asked about the timeframe for municipalities to join and contribute funding, and Milloy answered next fall.
There were other comments and questions from the Council.
Yantis asked Council to think about the area and location for the station in Georgetown, which will require
amending the future land use plan to identify the rail station location and do some more planning for that area.
