Mayor Nelon announced that Item C would be rescheduled.
A Workshop discussion regarding formation of an Emergency Service District (ESD) for the Georgetown rural
fire protection area -- Anthony Lincoln, Fire Chief
Lincoln noted that this presentation is an update from November of last year and said he feels that the ESD
will go to petition soon. He said there will be a couple of decisions for the Council to make such as whether
the citizens of Georgetown will have the right to vote if the ESD goes to an election. He said the ESD would
have the same boundaries as the City's current fire protection service area. He said there are currently six
ESD's in Williamson County, with Florence going to an election in February. He reminded Council that the
City only receives $60,000 per year from Williamson County for services outside the City Limits, which is
not adequate, saying the actual cost last year was about $459,000. He said with an ESD, the citizens of
Georgetown would not have to pay taxes to subsidize fire protection service for the residents outside the
City. He said the ESD doesn't have to choose to contract with Georgetown, but the Georgetown ISO rating
would be beneficial for them. He said a petition of 100 signatures and a filing fee of $150 is all that is
required for them to have an election. There were comments and questions from the Council.
He said the ESD can mandate building codes which would be an advantage for the City if the City ever
annexed the area. He said the ESD would be able to tax the residents in the ESD at $0.01 per $100
valuation. He said the total value of the property being considered in the ESD is approximately $612
million. It was determined that, if sometime in the future, the City annexed an area inside the ESD, the City
would be liable to reimburse the ESD for removing a portion of their taxable area. There were additional
questions and comments from the Council.
B Review of proposed amendments to the City of Georgetown Building Codes -- Dave Hall, Building Official
Hall distributed a handout and, with a slide presentation, reviewed the purpose of building codes, and noted
that the Building Standards Commission recommends that the Council approve the adoption of the 2003
International Buildng Code, and the 2002 National Electric Code.
