C Presentation on Georgetown Municipal Airport Master Plan -- Tom Yantis, Assistant City Manager Yantis noted that this is the fifth time that the Council has been updated on the progress for the Master Plan. He said Councilmembers Snell, Sansing, and Kirby, who are on the Airport Master Plan Planning Advisory Committee will each get a copy of the draft Airport Master Plan, saying the entire Council will receive the final draft and then there will be public hearings. He said the comments need to be back by the second week of December. Yantis introduced Consultant, Chuck Willis, of GRW Willis, Inc. Chuck Willis gave a brief report on the presentation he did for the Airport Planning Committee today. He said there will be another Public Meeting at the end of January. Willis gave a slide presentation of the current airport layout and the plans for the next 20 years, with a brief review of the rules and regulations to be eventually adopted by the Council. He said there will be alternative options for management strategies for noise mitigation. He said the Airport is estimated to have an economic impact of $45.71 million per year as derived from confidential business plans provided by individual businesses at the Airport. A Overview of the September 30, 2004 year-end preliminary financial information -- Laurie Brewer, Controller and Micki Rundell, Director of Finance and Administration Rundell said preliminary information shows that the year ended better than was expected. She noted that an audit will be presented in February. She said this information is the basis for the 04-05 budget. She said the City sales tax collections were 13.7% higher than previous years, but this was less than the 18% that was projected. She said $4.3 million in sales tax is projected for the 2005 Budget with no Wolf Ranch Shopping Center sales tax in the projection. She noted that the General Fund balance is $330,000 higher than projected. She said the hotel/motel tax was up, and the tourism fund proposes a budget amendment due to higher festival revenue and related expenses. She noted there will also be budget amendments to the library and police special revenue funds due to grant revenue. She said the internal service funds are well within budgetary compliance with minimal variances. She said the Airport Fund has a higher than City Council Meeting Minutes/ Page 1 of 3 Pages projected fund balance ca..J to higher revenues. She said there were highG, fuel expenses, but they were offset by fuel sales. She said the number of utility customers has increased and electric revenues were higher than budgeted. She said water revenue is lower than projected, but so were expenses, and wastewater revenues and expenses were lower than projected. She said irrigation revenues were less due to the rainy summer season. She said revenues from sanitation and stormwater drainage were slightly more than projected. B Discussion and possible direction to staff regarding Code Enforcement activities and priorities -- Tom Leggitt, Fire Marshal Leggitt gave a presentation regarding the current goals and priorities of Code Enforcement, describing activities and special projects. He explained the roles and responsibilities of staff and the procedure for code enforcement cases. He compared the activities of 2003 and 2004, and explained the plans for the future. There was discussion regarding a Property Maintenance Code. Dave Hall noted that a Property Maintenance Code will be included in the adoption of the new International Business Code for first reading at the Council Meeting tomorrow night. There were questions and comments from the Council. Yantis asked Council to give feedback as to whether there is a need to change the focus or redirect the actions of Code Enforcement. C Presentation on Georgetown Municipal Airport Master Plan -- Tom Yantis, Assistant City Manager This item was handled at the beginning of the agenda. D Overview of Century Plan Update Process -- Amelia Sondgeroth, Director of Planning and Development Yantis told Council, at the end of this process, the Century Plan will be given another name. He explained comprehensive planning, saying the Plan is a base document to guide decisions based on life safety and desired development patterns, then ordinances for regulations of land use are developed. He said the Comprehensive Plan for the City of Georgetown is a coordinated set of plans with the Downtown Master Plan being the latest element adopted into the Comprehensive Plan. He said, during this update process, the focus will be on updating the Policy Plan. He noted that the visioning sessions held this Fall will provide ideas to update the policy statements that will be a part of the Plan. Yantis said when the first Comprehensive Plan was adopted in 1988, the population of Georgetown was about 1/3 of what it is today, the economy was different, development patterns in Central Texas were different, there are now new trends and best practises for green space and neighborhood design, and there is a trend toward integration rather than separation of uses. He said updating the Comprehensive Plan is a Council priority that will be accomplished over the next two years. Sondgeroth explained the elements of the update process. (1) Education, by holding a series of workshops for the Planning and Zoning Commission, Council, staff, and other members of the community and other cities; some of the proposed topics to be Best Development Practices for: Transit -Oriented Developments, Conservation Design Subdivisions, Infill Development, and Environmental Conservation; (2) Involving the various stakeholder groups; (3) Providing a resource guide of Best Development Practices; (4) Establishing a Planning and Zoning Commission Awards Program; and (5) Presentation to the Council. She noted that the "vision" of the community for the Georgetown area will be incorporated into the updated Plan. She reminded Council about a workshop on December 7 with the Planning and Zoning Commission to see the Transit -Oriented Development Project for Leander. She said there is an opportunity for a Transit -Oriented Development (TOD) in the southeast quadrant of Georgetown. She noted that on January 12, a seminar on Conservation Subdivision Design will be held at Southwestern. She also said some site trips are to be taken in February to Dallas, Addison, Plano, and Southlake. She noted there will be workshops in March regarding design and redevelopment options for the Williams Drive gateway area. She said, in April, there will be a Joint Planning and Zoning and Council Workshop regarding Strategic Community Solutions. She assured that Council will be kept informed regarding the Best Development Practices resources, publications, and workshops. Sondgeroth introduced Johnny Anderson, Chair of the Planning and Zoning Commission, who explained the Planning and Zoning Commission Design Awards Program to be implemented to recognize development excellence in Georgetown at an Annual Awards Banquet. He recognized several members of the Planning and Zoning Commission who were present in the audience: Don Padfield, Brian Ortega, Will Moore, and Marlene McMichael. He distributed handouts regarding various awards programs in North Texas and Montgomery County, Maryland. He said the Planning and Zoning Commission wants to recognize the Georgetown developments that are exemplary and maintain quality of life, the historic theme in the downtown area, the emphasis on conservation, diversity of development, and transportation access. Nelon announced that today he had learned from an Austin American Statesman reporter that the Simon Property Group has issued a press release saying there will be a 145 -acre multi -use project to include entertainment, retail, and residential, on the property directly across from the Wolf Ranch Mall.
