A Review of DRAFT Bylaws and DRAFT Ordinance for creation of the Georgetown Transportation Advisory
Board (GTAB) -- Jim Briggs, Assistant City Manager for Utilities and Patricia E. Carls, City Attorney
Briggs explained that the proposed Transportation Advisory Board (TAB) would be in a position, because of
their broad spectrum of experience and knowledge, to advise the Council regarding issues about
transportation. He described the proposed seven -person membership of the Board, to include members of
existing City boards such as the Planning and Zoning (P & Z) Commission and the Georgetown
Transportation Enhancement Corporation (GTEC); members of key transportation agencies, such as the
Capital Area Metropolitan Planning Organization (CAMPO), the Central Texas Regional Mobility Authority
(CTRMA); and entities such as Williamson County, Capital Area Rural Transportation System (CARTS),
and the Texas Department of Transportation (TxDOT) area engineering office. There were questions from
the Council and discussion regarding whether the representatives from these organizations would be staff
or elected officials. There was discussion about establishing a proxy for each member during the
appointment process.
B Update on Metroplex Trip -- Tom Yantis, Assistant City Manager
Yantis gave a slide presentation on the sites visited and the educational value received regarding
transit -oriented development and conservation subdivision design. He said there will be other workshops
prior to the adoption of the Comprehensive Development Plan. He said the group from Georgetown was
able to visit mixed-use projects with public parking provided primarily in parking garages or with screened
parking, and said there were ample public gathering spaces provided by these communities. He said they
were told that these projects were made possible by flexible regulations, and a variety of financing methods
such as public-private partnerships, TIF District financing, certificates of obligation, and sales tax
reimbursement to the developers.
