Council Present:Council Absent* Patty Eason, Gabe Sansing, Doug Smith, John iHenry Carr Kirby, Farley Snell, Ben Oliver { Staff Present% Paul Brandenburg, City Manager; Tom Yantis, Assistant City Manager; Jim Briggs, Assistant City Manager for Utility Operations; Kelly McDonald, City Attorney; Sandra Lee, City Secretary; Laurie Brewer' !i Controller; -- --- -- ' s i - s •to ' - • • r Called to order at 04:00 PM A Workshop discussion of Governmental Accounting Standards Board (GASB) 34 and the adoption of a Condition Level at which to maintain the street network -- Micki Rundell, Director of Finance and Administration and Jim Briggs, Assist City Manager for Utility Operations Controller Laurie Brewer gave Council an outline of the accounting standards used per GASB 34, explaining how streets are considered as an infrastructure system that was not accounted for until 2004. She explained the modified approach to valuation/depreciation used by the City of Georgetown to manage the streets infrastructure. She noted the benefits of a pavement management system. She said this system will be put in the CAFR and reviewed every three years. Tom Benz, of System Engineering, explained the way the City staff created the Pavement Management Information System (PMIS). Brewer gave Council the projected maintenance budget that will be necessary. She said, currently, the City streets are in good average condition. There were questions from the Council. B Discussion of the 2005/06 budget process, including the review of the City Vision Statements to be used in development of strategic planning and budget priorities -- Micki Rundell, Director of Finance and Administration Brandenburg noted that the Policy Statements of the Century Plan have been developed into an easier and more concise method of meeting the Council's priorities, by creating eight broad "vision" areas. He thanked the Council for providing the vision statements. Eason asked and Brandenburg confirmed that there will be a special meeting on Thursday, September 1, for the first reading of the budget ordinance. Brandenburg asked Council to informally choose their favorites of the suggested statements as listed in the packet information.
