He noted that Council had received a notebook of the status of programs for each division. Rundell explained the financial update and preview, gave a budget amendment summary, and gave Council a 2005/06 financial forecast. Brandenburg closed with a review of the budget process. There were questions from the Council. B Review of the 2004/05 budget priorities and the related priority carry forward, as well as, discussion of additional priorities and related strategies for the 2005/06 budget -- Micki Rundell, Director of Finance and Administration and Paul Brandenburg, City Manager Rundell and Brandenburg explained that the 20 priorities from Council were updated in the packet and included additional input from the City of Georgetown Boards and Commissions. She noted that the 20 have been reduced to 13 because some of those items have been taken care of throughout the year. She asked that Council review tonight's list and make additions, if so desired. Snell asked to add a long-term analysis on non-public safety staffing needs, based on population or workload measures. Nelon suggested that there be a vocal review of the 13 remaining priorities from the 20 original from the Council. Brandenburg read and explained the 13 on-going priorities. There were questions and comments from the Council. Staff added the suggestions from the Council, and Rundell said she would bring back the City Council Meeting Minutes/May 9, 2005 Page 1 of 3 Pages list as an action item for wouncil's consideration on May 24. C Workshop discussion regarding the establishment of an Arts and Culture Board -- Eric Lashley, Library Director and Randy Morrow, Director of Community Services Lashley told Council that a staff committee was put together to get a commitment from GISD and Southwestern University. He noted that there is no entity to coordinate the events in Georgetown, and there is no regular systematic funding. Mission: to provide a vision and support for arts and cultural activities in Georgetown. He shared with Council the Committee's proposal for the Committee. There were questions from the Council. Hutchinson said a percentage of the CIP for many cities is set aside for the arts. He said the first need for the Board would cost nothing, just to coordinate the activities in the community. D Update on the status of the proposed Cowan Springs MUDS (on Del Webb Northern Lands) and direction from City Council regarding same -- Paul Brandenburg, City Manager Mayor Nelon recused himself from this item. Mayor Pro Tem Doug Smith conducted the item. Brandenburg explained that this development originated as a part of the Sun City development, but was sold to another development and will be used as a non -age -restricted subdivision. He reviewed the conditions of compliance contained in the ordinance regarding this issue. He gave a history of the project and requested Council input and direction on the proposal. Snell asked the advantage to the City for allowing a MUD in its ETJ. Carls said each petition for MUD creation needs to be looked at on its own merits. She said if the petitioner gets no positive result from the City, the petitioner can go to the TCEQ and if the petition is found to be adequate, the City would lose its ability to control. Snell asked what the City would lose. Carls said each MUD would have to be evaluated individually. She said there is the possibility of losing the support of the developer for the standards set out by the UDC. Snell confirmed that the Subdivision Requirements would still be in place and zoning would still need to be approved by the Council. Snell asked about the responsibility of the City regarding any debt incurred such as bonding for infrastructure. Smith noted that it would be an advantage to the purchasers of the homes in the development if the City were to annex the subdivision. There was additional discussion and questions from the Council. When asked by Council, developer Bob Wunsch said they realized they could not get the deal consummated by the end of the year. He described to Council the development that they have accomplished at Avery Ranch in Austin. He spoke about the proposed construction of the Parmer Lane extension. He indicated that they have been working with staff and planning the "town center." Carls said if Council wants staff to proceed in the manner that Brandenburg proposed, it might be necessary to come to the Council with an ordinance amendment that would extend the City self-imposed deadline.
