Lee, City Secretary; Micki Rundell, Director of Finance and Administration; Randy Morrow, Director of Community Services; Mark Thomas, Economic Development Director; Glenn Dishong, Water Services Manager; Tom Benz, System j Engineering Manager; Terry Jones, Purchasing Director; Joe Lara, Utility Financial Analyst; Keith Hutchinson, Public Information Officer '• ii•s11 11111 • • Called to order at 04:00 PM A Presentation and discussion on the City's proposed 2005/06 Capital Improvement Program for both utilities and general capital improvements -- Paul Brandenburg, City Manager Micki Rundell gave Council a summary of the capital improvements. Jim Briggs spoke to Council about the utility projects. He noted that there will be an election in November, 2006 for the sunset provision of the 1/4 cent sales tax for transportation. He listed the transportation projects scheduled for maintenance on this year's Capital Improvement Program (CIP). Rundell reviewed the General Capital Projects. There were comments and questions from the Council. B Discussion of 4A Process, Timeline, Guidelines and Resolution -- Patricia E. Carls, City Attorney and Paul Brandenburg, City Manager Carls explained that now that the results of the election for the proposition to approve an additional 1/4 cent sales tax have been canvassed, the next steps are: (1) to appoint the Directors for the 4A Corporation; (2) to write the Articles of incorporation and Bylaws; and (3) to select and train the officers. When asked, Carls responded that the same people could serve on both the 4A and the 4B corporations. 4:45 p.m. -- recessed to Executive Session Executive Session In compliance with the Open Meetings Act, Chapter 551, Government Code, Vernon's Texas Codes, Annotated, the items listed below will be discussed in closed session and are subject to action in the regular session that follows.
