Policy Development/Review Workshop - Call to order at 04:00 P A Discussion of the state of health and human services in the City of Georgetown with Williamson County and Cities Health District -- Tom Yantis, Assistant City Manager Yantis introduced the item, saying that the Williamson County and Cities Health District provides services that would otherwise need to be provided by the City. Sansing asked for a list of the social service money provided by the County. Yantis noted that the City will soon update the Health Section of the Century Plan. He introduced Karen Wilson, Director, who told Council that the reports provided would be collected data, and introduced Marge Tripp of the Health District and Dr. Dan Hilliard of Southwestern. Dan Hilliard explained the handout and spoke about the increased growth and impact on the health institutions. He explained the tables of data from the Behavioral Risk Factor Surveillance Surveys. Marge Tripp explained the Walkability Study done in Georgetown. She said it would be helpful if the City staff would paint the crosswalks. She said she serves on the CARTS Board and asked that the Council put money toward transportation issues. She asked that the Council review with prospective businesses how they plan to provide medical benefits to their employees. She also asked Council to work on affordable housing so the service employees who work in the community, such as police, fire, and hospital workers can find a place to live in Georgetown. Karen Wilson noted she would cooperate with the City regarding their selections of social service funding. Yantis described statistics regarding a "Walk to School" program. Mayor Nelon noted the need for hand rails, particularly in the downtown area. L)een using a GIS Plan for the last three years. . ie said there were 81 tasks identified and most have been accomplished, including modification to cover the change in the 9-1-1 addressing program. He introduced Chris Bryce, Mike Stasny, and Jess Henderson. With a slide program, Bryce and Henderson demonstrated the current GIS capabilities. They presented the Phase II Plan, Enterprise GIS, saying Phase I, over the last two,years, accomplished the framework. They demonstrated some of the 170 different layers of the GIS program. Bryce noted that Economic Development Director, Mark Thomas, uses the GIS mapping services regularly when dealing with prospective companies coming to Georgetown. Bryce spoke about the area association that they created and worked with the County to prepare an updated 9-1-1 addressing map. He also noted that Williamson County doesn't have a GIS staff, but they have presented that to the County Commissioners as a budget item and they will advertise this year for a GIS Planner for the County. Bryce gave Council the six goals for Phase II, involving providing the GIS functions to City employees and integrating the GIS system with other entities such as the utility department, finance, etc. He explained the three-year work plan. He also predicted that in year two, 2007, the plan will require hiring a GIS analyst and a full-time GIS Administrator. He introduced Mike Stasny who spoke about the need to update the City of Georgetown aerial photos that were done in 2002. Bryce also noted the need for a network optimization study by ESRI, and Enterprise GIS software. C Sec.551.071: Consultation with Attorney - Pending or Threatened Litigation - Legal Advice Regarding Agenda Items and other Matters - Discussion and possible action pertaining to the City of Georgetown's request for hearing on the City of Leander's pending applications for water and wastewater certificates of convenience and necessity and the TCEQ hearing on same scheduled for August 23, 2005 D Sec.551.086 Competitive Matters The City Council will go into Executive Session under Chapter 551 of the Texas Government Code to discuss matters or take action on a "competitive matter" of the Energy Services Department as provided under Section 551.086. - Presentation of the 2005/2006 Electric Capital Improvement Projects Plan -- Michael W.
