A Annual Joint Workshop with Animal Shelter Board
Mayor Neion asked Finn to introduce the members of the board. Finn introduced the following members of
the advisory board: Dawn Hitt-Wilken, Dr. Erica Haley, Chair Shawn Gunnin, Lana Cagle, Patty Eason
(Councilmember) and Staff Liaison Jackie Carey.
Finn thanked the Council for funding the new facility and showed slides of the new shelter. Lana Cagle
spoke about the shared volunteer program with four local veternarians. She spoke about a possible
agreement with Pet Smart in Wolf Ranch Shopping Center to promote adoptable pets. Dawn Hitt-Wilken
talked about opportunities, saying moving in and preparing for the Humane Society visit has been their
major activity so far, but they plan to outline their goals once the Humane Society has done their
assessment, in order to decrease the number of homeless and unwanted animals that come to the Shelter
and sometimes must be euthanized. She said the Shelter will use public outreach and education and will
participate in spay and neuter programs in cooperation with the Georgetown Animal Outreach Organization.
She also spoke about placement of adoptable animals and rescue and recovery efforts in conjunction with
specific breed recovery groups. She said the partnership with the local veteranarian program is important
to keep the animals healthy and adoptable and said a request for feedback from the public will be a priority
and a future needs assessment will be conducted. There was discussion from the Council.
Chair Shawn Gunnin spoke to Council about staff retention. She said she has seen a lot of changes and
staff "turnover" since she started volunteering at the Shelter in 1998. She said with the new shelter, the
conditions have tremendously improved for the animals and staff. She spoke about the memo prepared by
the City Manager. She gave statistics regarding increasing service demands and told Council in order to
provide quality customer service, a receptionist is needed and a 3/4 time person needs to go to full-time, in
order to keep up with the kennel maintenance, etc. Eason requested and staff explained about the different
calls received at the Shelter, such as dealing with wildlife. Council had questions and comments. Snell
asked how the donated funds are spent. Finn and Brandenburg noted that the donated funds are
designated and monitored to be sure that the money is used specifically for the care of the animals.
B Annual Ethics Training for City Council
With a slide presentation, City Attorney, Patricia Carls, reviewed the Open Meetings Act, Public Information
Act, State Conflict of Interest Statute, and the City Ethics Ordinance. There were questions and comments
from the Council.
