A Public hearing on the proposed 2005/06 Property Tax Rate -- Micki Rundell, Director Finance &
Administration
Using an overhead presentation, Rundell gave a property tax overview. Brandenburg explained the
General Fund Budget. Rundell displayed graphs to explain where the General Fund money comes from
and a chart to compare the differences from 1999 to 2006. She explained the proposed tax supported debt
and the tax highlights and explained the components of the tax rate, the effective tax rate, and the rollback
rate. She noted that the property tax rate, as proposed by the City Manager was $0.34626, saying that was
increased to $0.35909 as of the last Council action, and the difference would amount to approximately
$250,000 in General Fund revenue to be used to increase the compensation to General Fund employees.
She said the increase would put the City of Georgetown at 95% of the compensation provided by the City of
Round Rock. She noted that Georgetown's tax rate will be lower than any other comparable city in Central
Texas. She noted that the impact on the homeowner would be approximately $28.39 on $150,000 value
(after exemptions) or a 5.4% increase. She explained the tax rate adoption calendar. Brandenburg
reminded Council that the next public hearing would be held at 4:00 p.m. on Thursday, Septe+;er* August
25. *As corrected at September 13, 2005 Council Meeting.
The Public Hearing was opened for public comment at 4:22 p.m.
There were no comments from the public.
There were questions from Smith regarding the previous vote to propose $0.35909. He noted that there
were two councilmembers absent at that vote. He confirmed that the Council can always go lower than the
proposed rate. There were further questions and comments from the Council.

B Overview of the 2005/06 Georgetown Transportation Enhancement Corporation (GTEC) budget -- Micki
Rundell, Director Finance & Administration and Jim Briggs, Assistant City Manager for Utilitiy Operations
Rundell gave the highlights of the GTEC budget. Briggs gave the project overview, and shared some of the
concern that citizens spoke about at the GTEC Meeting regarding the proposed Southwest Bypass Project.
Briggs discussed the current congestion on SH29 and IH35 due to the opening of the Wolf Ranch Shopping
Center and noted that this bypass would alleviate some of that congestion. He noted this would also assist
the school district to run school buses north and south without having to enter the interstate. Briggs
explained the adoption process. There were questions and comments from the Council.
