A Affordable Housing Task Force Report
Hartley Sappington addressed the
Council and introduced the Affordable Housing
Task
Force, including
Naomi Walker, Cynthia Anderson,
Carol Parsonage, Will
Moore,
Dan
Bonner, and
Janis
Cowman-Arteaga.
He told Council the Task Force has been meeting since April and that they have spent a lot of time dealing
with what the perception of affordable housing is and what it means. He said that first impressions of
affordable housing usually mean perceptions of low income housing and that the Task Force's presentation
will show that affordable housing includes the whole community and the housing needs of those who live
and work in the community.
He told the Council that the Task Force looked at housing needs of the persons within 80% of area median
household income in Georgetown, which $61,672 per year, which would make $49,338 per year the salary
range the Task Force looked at. He told the Council that the Task Force has looked at best practices for
affordable housing in other communities, in Texas and in the Nation. He said that in order to get a picture
of affordable housing needs in the Task Force needed to identify who in the community has an income of
$80,000 or below, the occupations they hold, identify the housing stock that is available in the community,
and whether or not those workers could afford to purchase and/or rent the stock that was available.
Mr. Sappington introduced Naomi Walker who provided a PowerPoint presentation regarding the Affordable
Housing needs in Georgetown. She went over details regarding the critical household needs for working
families, as well as non -working families across the United States. She then went on to discuss the
statistics in Georgetown. She told the Council that 50% of Georgetown's population makes less than 80%
of the median income. She went on to put faces with the wages that are earned in Georgetown and also
discussed families that are below the poverty level in Georgetown. She then talked about where families in
Georgetown live and gave details about the average amounts that families should spend on housing and
other long term debts vs. gross income. She also talked about the types and availability of subdidized and
non -subsidized housing in Georgetown and summarized the issues that Georgetown faces with regard to

Affordable Housing, including a lack of affordable housing for rent or purchase, the condition of available
housing units, public transportation, credit issues, lack of downpayment funds or financial assistance and
low wages. She also went on to discuss the reasons why these conditions exist in Georgetown, as well as
the the reasons that people want to live and work in Georgetown.
There was a general discussion regarding the esclation of housing costs, as well as a discussion regarding
housing costs in Georgetown vs. housing costs in Austin. There was also discussion regarding some of the
incentives that could be given to developers to encourage them to build affordable housing in the
community, including mixed development of homes vs. single types of homes and neighborhoods. There
was also discussion regarding the Conservation Subdivision workshop and how diversified neighborhoods
were discussed in that workshop. The Council went on to discuss the timeline for amendments to the UDC
and the the need to bring forward a number of recommendations to implement some of these ideas, as well
as the need to involve the community in these discussionsand possible policy changes that would need to
occur in order to implement a viable affordable housing program.
There
was additional discussion regarding the need for affordable rentals
as well as housing
and ways to
create
the synergy needed to get and keep employees in Georgetown by
offering affordable
housing.
There
was also a brief discussion regarding the communities of Killeen and
Temple
and
their
housing costs.
