Lee, City Secretary;Keith Hutchinson, Public Information Officer; David Morgan, Police Chief; Tom Benz, System Engineering Manager; Evelyn McLean, Special Operations Lieutenant; Cheri Vasquez, Administrative Assistant; Kevin Stofle, Assistant Police Chief; Mike Mayben, Energy Services Manager; Keith Hutchinson, Public Information Officer Executive Session In compliance with the Open Meetings Act, Chapter 551, Government Code, Vernon's Texas Codes, Annotated, the items listed below will be discussed in closed session and are subject to action in the regular session that follows. Policy Development/Review Workshop = Call to order at 04:00 P A Discussion regarding City of Georgetown traffic enforcement on Interstate 35 -- David Morgan, Police Chief Chief Morgan, with a slide presentation, told Council the reason Georgetown Police Department is patrolling on Interstate 35, is because the highway is within the Georgetown City Limits and therefore, our responsibility. He said the traffic unit is composed of six people. He described how the STEP Program funds off-duty traffic officers, with retirement and social security for STEP paid by the City. There were questions from the Council. B American Society of Civil Engineers (ASCE) Report Card for Georgetown Infrastructure -- Tom Benz, Systems Engineering Manager and Jim Briggs, Assistant City Manager for Utility Operations Briggs noted that this "report card" went to the Georgetown Utility Systems (GUS) Advisory Board at their last board meeting. He told Council this is a way to benchmark and evaluate by a neutral source. Benz introduced Don Willhouse from ASCE, who, with a slide presentation, informed Council about the evaluation provided at no fee by ASCE. He noted that Georgetown is the first city to take advantage of the service. He said the judgments were made by civil engineers, saying Georgetown received a B+ in energy, but a D in transit, noting there is no "transit" in Georgetown. They looked at condition, performance, capacity, etc. Willhouse said this report was meant as a method to supply information to assist the City in improving the City infrastructure. He noted that the IT Department needs more secured space all on one level. He said recycling needs more publicity about the reason to recycle. He said the overall grade was C+.
