A Library Long -Range Plan -- Sheila Henderson
Henderson introduced Rebecca Pfeister, Sharon Webster, Sally Riddle, Nelda Burson,
Nel Dickson and Greg Gibbons of the Library Advisory Board and Gibbons outlined the
fiscal year accomplishments at the library and reviewed the long-range plan.

Regular Session that will begin no sooner than 7:00 p.m. (For questions only, no action
to be taken until Regular Session)
Valdez announced that he would abstain from voting on Item P due to conflict of
interest.

Legislative Regular Agenda
Y Public Hearing and First Reading of an ordinance amending the Subdivision
Regulations to restore the annexation petition requirement to the public review final plat
procedures and the legal property status requirement to the detailed development plan
format -- Clyde von Rosenberg and Ed Barry
von Rosenberg opened the Public Hearing at 7:22 p.m. and explained the reason for
amending the Subdivision Regulations was to restore some requirements that were
inadvertently removed and to correct some clerical errors. He read the caption of the
ordinance. Motion by Bain, second by Valdez to approve the ordinance on first reading.
Approved 6-0.
Z Consideration of a resolution establishing an annexation policy -- Clyde von Rosenberg
and Ed Barry
von Rosenberg read the resolution. Barton asked for clarification and was told that the
definition of contiguous, as used in the resolution, is "touching." Motion by Barton,
second by Bain to approve the resolution. Approved 6-0.
AA First Reading of an ordinance to rezone 11.5 acres in the John Berry Survey, from A,
Agricultural, to C -2A -Restricted, Commercial First Height or any more restrictive
classification, located on the North IH -35 Frontage Road and County Road 190 -- Wendy
Walsh and Ed Barry
Walsh read the caption of the ordinance. Motion by Hoyt, second by Valdez to approve
the ordinance on first reading. Approved 3-2. (Burson and Barton opposed, Bain
abstained.)
BB Second Reading of an ordinance providing for the annexation into the City of
approximately 200 acres in the Joseph Fish and David Wright Surveys owned by
Campbell -Georgetown No. 1 and located along Shell Road and RM2338 -- Clyde von
Rosenberg and Ed Barry
von Rosenberg read the caption of the ordinance. Motion by Tonn, second by Valdez to
approve Ordinance No. 97- 32. Approved 6-0.
CC Second Reading of an ordinance amending Ordinance 97-11 establishing standards for
