The City Council of the City of Georgetown, Texas, met in Regular Session on the above date with Mayor
Leo Wood presiding.

Policy Development/Review Workshop - Called to order at 5:30 p.m.
Wood asked Marvin Waley to give a report on the meetings of the Georgetown 150th Birthday
Celebration Committee. Waley reported that the committee has been meeting now for about
eight weeks. He said the committee is looking at a three-day celebration involving a parade,
street dance, art show, and music.
A Discuss Association of Mayors, Commissioners, and Councilmembers Conference to be held in
Odessa, Texas on July 25-28, 1996
Hart asked for at least one councilmember to attend with him to do a presentation on the
privatization of Georgetown's water/wastewater system. Arroyos and Tonn expressed an interest
in attending.
B View water conservation/demand-side management video program
Briggs introduced Arrowhead Productions President Patrick Friese who gave Council a preview
of the video being prepared to promote water conservation. Council was asked to give their
suggestions to John Early by Thursday, June 27, in order to have the final version ready by
Monday, July 1. Davis will get together with the film crew on Thursday or Friday in order to
include more minority representation in the video. Arroyos asked that diversity be a priority.

Item S - Davis asked about the provision of fireflow. Kingma noted that the plats would not be
recorded until fireflow is sufficient or adequate alternatives such as fire sprinklers in the ceilings
of buildings are proposed by the applicant.
Item T - Bain asked why this item was coming back to Council again and was told that the
original approval had expired. Kingma noted that the zoning issue was brought up on the
agenda item cover sheet to make sure that the Council is aware of the change.
Item U - Bain asked and was told that the driveway question had been resolved.
Item Y - Bain asked and was told that the parkland issue had been resolved by the Parks and
Recreation Board.

Bain thanked Briggs for helping to resolve a traffic problem at Riverbend and Williams
Drive.
Arroyos congratulated Wood for his TMRS committee nomination; commended
Convention and Visitors' Bureau Director Molly Alexander and Sales and Marketing
Representative Julie Musgrove for their trade show work; and announced that the
Hispanic Heart of Georgetown Association will sponsor a Health Fair in San Gabriel
Park this next Saturday.
Davis thanked Hartley for his assistance with the CAPC®grant presentation; and
thanked the Mayor for the proclamation for Juneteenth. He noted that the Juneteenth
Celebration in San Gabriel Park was well attended and enjoyed.

Wood thanked Hartley for taking care of a weed problem on Leander Road. He noted
that Councilmember Vincent would not be in attendance due to the illness of his father in
Michigan.
I Citizens wishing to address the Council
Wood recognized Neil Cochran and noted that his son was recently awarded a scholarship from
LCRA. Mr. Cochran spoke as a board member of the Georgetown Youth Softball Association.
Many cities in Texas have extremely nice softball complexes and he asked that the Council do
the same in Georgetown. He said that the VFW Park is outgrown and old, saying that girls' fast -
pitch softball is growing in popularity. He noted that a softball complex could serve many and
be a revenue producer. He said he would be glad to share his presentation with the Parks Board.
Public Hearin
J Public Hearing on a proposed amendment to both the Georgetown Subdivision Regulations and
the Georgetown Zoning Ordinance to add specific parking standards for hotels and motels --
Hildy Kingma and Ed Barry
Kingma explained that this public hearing was being held in order to begin the process for the
ordinance to put into effect those standards recommended by Council in the workshop. She
stated that the provisions for amending the Subdivision Regulations require a public hearing
which would normally have been held at the Planning and Zoning Commission Meeting, but
because of the need to get these standards adopted, the hearing is being brought to the Council
Meeting. Kingma explained the standards that were being proposed. There were no comments.
The hearing was closed at 7:18 p.m.

BB Consideration and first reading of an ordinance to rezone a 5.09 acre tract in the W. G.
Wilkerson Survey, to be known as a Resubdivision of the Planned Unit Development of Sun
City Georgetown, Phase 1, Neighborhood One, Tract A-4, from C-1, Local Commercial to C-
CA, Commercial First Height - Restricted, located northwest of the intersection of Del Webb
Boulevard and RM2338 -- Hildy Kingma and Ed Barry
Kingma explained that this is the large commercial property where the Sun City temporary sales
office used to be located. She noted that they intend to use the property for golf cart sales --
Zoning of C-1 does not provide for auto sales, so the request is to be extended to C -2A.
Kingma read the ordinance caption only on first reading after satisfying the requirements of the
Georgetown Charter. Motion by Tonn, second by Bain to approve the ordinance on first
reading. Approved 6-0.
CC Consideration and first reading of an ordinance to rezone a 6.25 acre tract in the Isaac Jones
Survey, from A, Agricultural to C -2A, Commercial First Height - Restricted, located on
RM2338 north of Sedro Trail -- Hildy Kingma and Ed Barry
Kingma explained that this is also property adjacent to Sun City, with the same reason to change
the zoning. Kingma read the caption only on first reading after having satisfied the requirements
of the Georgetown Charter. Bain asked about the possibility of using the fire hydrant in case of
a fire. Kingma noted that the water would be supplied by Chisholm Trail Special Utility
District, so therefore, the staff recommends a meter on the hydrant in case the Georgetown Fire
Department has to use the water to fight a fire.
Motion by Bain, second by Tonn to approve this ordinance on first reading. Approved 6-0.
DD Consideration and first reading of an ordinance to amend the Georgetown Subdivision

FF Consideration and first reading of an ordinance amending the 1995/96 Annual Operating Plan
Element (budget) to build water improvements to serve the Indian Mound Subdivision in the
amount of $186,175.00 -- Susan Morgan
Morgan explained that this ordinance follows the resolution about Indian Mound on the previous
Council Agenda. Bain questioned how the residents were paying and was told they were paying
individually by personal check --paying the "outside city" rate --at a cost of approximately $5600
per resident.
Morgan read the caption only on first reading after satisfying the requirements of the
Georgetown Charter. Motion by Bain, second by Hoyt to approve this ordinance on first
reading. Approved 6-0.
GG Consideration and second reading of an ordinance amending the 1995/96 annual Operating Plan
Element (budget) for various mid -year adjustments as outlined at the May 28, 1996 Mid -Year
Review Report to Council -- Susan Morgan
Morgan read the caption of the ordinance. Motion by Hoyt, second by Davis to approve
Ordinance 96-22 on second reading. Approved 6-0.

Motion by Hoyt, second by Tonn to authorize staff to hire outside legal assistance to
handle the Domel and Raum cases. Approved 6-0.
Final Comments:
Tonn noted that WBCO is asking for a 25% increase from all entities.
Bain complimented Hart on the weekly update to Council, "Notes and Thoughts."
The meeting was adjourned at 8:55 p.m.
