The special meeting was called by Mayor Leo Wood pursuant to Section 2.08 of the charter of the City of Georgetown. Council Present George Arroyos Lee Bain Charles "Ross" Burson Susan Hoyt Ferd Tonn Dick Vincent Staff Present Bob Hart, City Manager Marianne Landers Banks, City Attorney Murray Blackman, Assistant to the City Manager Susan Morgan, Director of Finance and Administration Council Absent Shelley Pierre Davis Regular Session - to convene Executive Session - Called to order at 5:12 P.M. Executive Session A See. 551.071 consultation with attorney Mayor called for consultation with attorney relative to the Power Computing contract at 5:13 p.m. Regular Session - Open session resumed at 5:28. B m Citizens wishing to address the Council Mayor suggested that citizens wishing to make a comments may want to do so as each resolution is read. The registered speakers agreed. Legislative Regular Agenda C Consider minute action or resolution relative to reimbursement of ad -valorem taxes to Georgetown Independent School District (GISD) City Council Meeting Minutes/December 19, 1996 Page 1 of 3 Pages Hart read the resolution verbatim. Mayor asked if there were any citizens who wished to comment on the proposed resolution. Kathy Heidemann, 407 Golden Oaks, stated her support for the resolution. Another citizen asked what would happen if Power Computing's sales tax revenue falls short. Banks explained that the obligation to GISD is directly tied to Power Computing's revenue generation. Gerry Anderson, Route 3, Box 916, spoke to applaud the City Council and said he believes Power Computing will be the best thing for Georgetown. He said his wife has to travel to Austin every day just to make a living. He said thanks again to the Council and to Power Computing representatives. He also said if Power goes away, Georgetown won't get any industry for years to come. He said there's a lot of money going to Austin everyday. He said Power Computing has a lot to do with family values. Having good paying jobs will help with affordable housing. Hoyt reviewed the wages of Power Computing employees. Vincent asked Hart for a clarification on how GISD would be compensated. Hart explained that he will meet with GISD in the morning to work out the details. Vincent reiterated that one of his most important concerns is that GISD "wins." Motion by Tonn, second by Burson. Approved 6-0. D. Consider minute action or resolution relative to the future use of the Georgetown 4B Corporation Hart read the resolution verbatim. Mayor asked for discussion. Ann Brown, asked if a new council is voted in, if the 4B could come back. Banks explained that one council cannot bind another council. Bain explained that if another council wanted to use a 4B corporation again, then the citizens would again have 60 days to do a petition drive, saying that if citizens do not want another 4B, then the voters can call an election and approve it or reject it. Motion by Hoyt, second by Vincent. Approved 6-0. E. Consider minute action or resolution relative to the use of sales tax proceeds generated by Power Computing Hart read the resolution verbatim. Mayor asked for discussion. Milton Denham, 609 Spring Valley Road, asked what the resolution meant. Wood explained that it would City Council Meeting Minutes/December 19, 1996 Page 2 of 3 Pages help offset transfers to the General Fund from the Electric Fund. Vincent explained more about Electric Fund transfers. Arroyos explained, in detail, the pending deregulation legislation. He explained that because of deregulation, the City must become more competitive - i.e. the City must be able to offer even better utility service with even lower rates. Kathy Heidemann said she supports all three resolutions. Motion by Tonn, second by Burson. Approved 6-0. F. Consider amendments to the economic development program agreement and purchase of real property for development of the Power Computing Corporation project and related site development relative to reimbursement of ad -valorem taxes to GISD, the future use of the Georgetown 4B Corporation, and/or the use of sales tax proceeds generated by Power Computing Hart explained that this item, because all three of the above items were approved without changes, would no longer be necessary. The Mayor said he appreciated everyone's concerns and efforts. Denham stated how much he appreciated the fine job the Council had done. He said that everyone he talked with wanted Power Computing in Georgetown. He said "the only real mess up with this whole thing was the Arthur Andersen Study."
