HomeMy WebLinkAboutMIN 04.11.1995 CC-RMINUTES OF MEETING OF THE GOVERNING BODY OF THE CITY OF GEORGETOWN, TEXAS TUESDAY, APRIL I1, 1995 The City Council of the City of Georgetown, Texas, met in regular session on the above date with Mayor Wood presiding. Council Members Present: Mike McMaster George Arroyos Winfred Bonner Doris Curl Ferd Tonn Dick Vincent Jane Voltz Council Members Absent: None Staff Present: Elizabeth Gray, Acting City Manager Marianne Banks, City Attorney Cari Speegle, Deputy City Secretary Terry Jones, Director of Purchasing Hartley Sappington, Director of Community Services Bill Shanklin, Fire Chief Mickie Rundell, Director of Accounting Charles Simon, Senior Planner Workshop - Called to order 5:40 p.m. A Review fire management and station location study and proposed division changes/direction/Bill Shanklin Shanklin presented a review of the current Fire Department operations and gave his recommendations for staffing, future equipment purchases, and station locations. Public Hearin E Annexation of a portion of the proposed Park Meadow West subdivision, approximately 4.7 acres located in the vicinity of the southeast corner of Williams Drive and Lakeway Drive (Tract 1), and a portion of the First Baptist Church property, approximately 15.4 acres located south of SH29 and east of the intersection with D. B. Wood Road (Tract 2)/Ed Barry and Clyde von Rosenberg Simon discussed the annexation. There were no questions from Council or the audience. Closed Public Hearing at 7:13 p.m. Regular Agenda Council will individually consider and possibly take action on any or all of the following items: (Council may, at any time, recess the regular session to convene in executive session at the request of the Mayor, a councilmember, or the City Manager.) F Citizens wishing to address the Council No citizens addressed the Council G Mayor, Council, City Manager and staff comments and reports Gray announced the Chamber Legislative breakfast to be held on April 18 and ask for a count. Wood, Arroyos and McMaster will attend. Gray announced the TML Region X meeting to be held on May 11 in Schulenberg. The meeting will begin with a workshop at 2:00 p.m., music from 5:00 p.m. - 6:30 p.m., and the evening session will begin at 7:00 p.m. Wood encouraged councilmembers to attend. Voltz stated that Fred Guerra is running for First Vice President of National League of Cities and asked council for their recommendations regarding submitting a letter of support. Arroyos will discuss with Guerra and report to council. Vincent noted an article in the American Planning Association magazine about Georgetown. City Council Minutes/April 11, 1995 Page 2 of 5 Pages Wood gave a report on the ceremony held on Monday, April 10, in Toronto Canada. The Georgetown Century Plan was honored during the American Planning Association's National Planning Conference. Mayor Wood displayed a trophy presented to the City. Wood stated that the All -America Cities application will be submitted next Wednesday. Wood told Council that the MOKAN meeting with Senator Gramm's personnel was very valuable. H Approval of meeting minutes --Regular Meeting of March 28, 1995/Sandra Lee Motion by McMaster, second by Tonn to approve regular meeting minutes of March 28, 1995. Approved 7-0. I Second reading of an ordinance providing for the annexation into the City of Georgetown approximately 227.12 acres from the existing City limit boundary adjacent to Cedar Breaks Road northwest along FM2338 to the southeastern boundary of the Casa Loma subdivision/Ed Barry and Clyde von Rosenberg Simon read the caption. Motion by Tonn, second by Voltz to approve Ordinance 95-12 on second reading. Approved 7-0. J Second reading of an ordinance providing for the annexation into the City of Georgetown the 983.335 acre Sun City Georgetown Phase I/Ed Barry and Clyde von Rosenberg Simon read the caption. Motion by Vincent, second by Bonner to approved Ordinance 95-13 on second reading. Approved 7-0. K Second reading of an ordinance to rezone a 983.539 acre tract in the W. Roberts, M. Lewis, L. Russell, A. Short, G. Thompson, W. Wilkinson and D. Monroe Surveys, to be known as Sun City Georgetown, Phase I, from A, Agricultural to RP, Residential Planned, C-1, Local Commercial and C-213, Commercial First Height/Ed Barry and Hildy Kingma Simon read the caption. Motion by Tonn, Approved 7-0. City Council Minutes/April 11, 1995 Page 3 of 5 Pages second by Curl to approve Ordinance 95-14 on second reading. L Second reading of an ordinance rezoning Williams Addition, Section One, Block 1, Lots 1 and 2 from RS, Residential Single Family to RO, Residential Office/Ed Barry and Hildy Kingma Simon read the caption. Motion by Curl, second by Tonn to approved Ordinance 95-15 on second reading. Approved 7-0. M Second reading of an ordinance establishing water and sewer rates for customers in the Berry Creek area/Susan Morgan Rundell read the caption. Motion by McMaster, second by Vincent to approve Ordinance 95-16 on second reading. Approved 7-0. N Approval of a resolution designating April, 1995, as Fair Housing Month/Sandra Lee Speegie read the resolution. Motion by Tonn, second by Bonner to approve the resolution. Approved 7-0. O Authorization to negotiate contract with employee benefits insurance broker/agent/Elizabeth Gray Motion by McMaster, second by Voltz the authorize staff to negotiate a contract with employee benefits insurance broker. Approved 7-0. P First reading of an ordinance amending the 1994/95 Annual Operating Plan Element (budget) allocating previously approved salary increases from the Human Resources Department to the appropriate departments within the City/Susan Morgan and Michelle Rundell Rundell explained the ordinance and read the caption. Motion by McMaster, second by Vincent to approve the ordinance on first reading. Q Approval of a request for funding from Council Contingency of $7,034 for improvements to the Animal Shelter to implement the new animal ordinance/Susan Morgan Motion by McMaster, second by Tonn to approve the funding from Council Contingency for $7,034 for improvements to the Animal Shelter. Approved 7-0. R Approval of a request for funding from Council Contingency of $20,000 to fund volunteer compensation staffing program, expanded training capabilities and to create workstation for shift commanders/Bill Shanklin City Council Minutes/April 11, 1995 Page 4 of 5 Pages Motion by McMaster, second by Voltz to approved the funding from Council Contingency for $20,000. Approved 7-0. Arroyos complimented Shanklin on his workshop presentation. S Final comments and evaluation of meeting process There were no final comments.
