Specialist A general review was conducted of the Governance Policies that had been adopted by the Council for Council Advisory Boards and Commissions, especially as they apply to the Parks Board. B Governance Discussion on the impact of the Brady Bill Police Division Operation Services Director Peggy Lambert presented information to the Council regarding the costs involved in processing applications for the purchase of handguns as required by recent Federal legislation. Approved 5-0. Wood stated for the record that Councilmember McMaster had excused himself from the meeting in order to attend a Georgetown Eagles play-off soccer game. Consent A eg nda G Pulled. (See Regular Agenda) H Award of bid for fire tanker chassis to Longhorn International in the amount of $39,079.00 and for the tanker apparatus body to Central States Apparatus in the amount of $55,796.00/Susan Morgan and Terry Jones I Award of bid for fire rescue chassis to Longhorn International in the amount of $42,290.00 and for the rescue unit apparatus body to Super Vac Manufacturing in the amount of $118,255.00/Susan Morgan and Terry Jones J Approval of a change order to reduce the amount of the bid on the Fire Services rescue unit by $9,010.00/Susan Morgan and Terry Jones K Award of bid for printers to CompUSA in the amount of $5,266.93/Susan Morgan and Terry Jones L Approval to purchase two mowers from state contract at a cost of $10,983.00/Susan Morgan and Terry Jones M Award of bid for police vehicle equipment to various bidders/Susan Morgan and Terry Jones N Award of bid for emergency generator to Waukasha-Pearce Industries in the amount of $15,125.00/Susan Morgan and Terry Jones Vincent questioned whether the emergency generator would be of sufficient capacity to run computer equipment. Jones deferred to Fire Captain Anthony Lincoln who responded in the affirmative. (See Regular Agenda) Q Resolution adopting a new maintenance agreement for hardware and software maintenance of the Library's Dynix automation system in an amount not to exceed $15,000/Hartley Sappington and Mary Pat McLaughlin R Resolution denying the rate change proposed by Pedernales Electric Cooperative/Bob Hart S Resolution authorizing the Mayor to execute a Development Agreement with Southwestern University/Marianne Banks This item was deferred to the meeting of March 29, 1994. T Consider approval of a detailed development plan (DDP) for Lake Aire Subdivision, Sections One and Two; and ratification of variances to the Subdivision Regulations/Ed Barry and Hildy Kingma This item was deferred to the meeting of April 12, 1994. U Consideration of a short form final plat of Knuckle Down subdivision, a 2.34 acre tract in the Lewis Dyches Survey, located at 4411 South IH -35; and requested variance to the Subdivision Regulations/Ed Barry and Hildy Kingma V Pulled. (See Regular Agenda) Motion by Tonn, second by Curl to approve the Consent Agenda with the exception of items G, P, S, T and V. Approved 5-0. Regular A enda G Approval of meeting minutes --Regular Meeting of March 8, 1994/Sandra Lee (pulled by Curl) Curl requested a correction to the wording of the motion on Item Y to show that Jan Patterson was appointed to the Historic Preservation Commission as the historic property owner representative, not to fill an unexpired term. The minutes should be corrected to read: "Motion by McMaster, second by Voltz to appoint Jan Patterson. Approved 6-0." Motion by Curl, second by Bonner to approve the minutes of the Regular Meeting of March 15, 1994, with the reading of the motion changed as requested. Approved 5-0. V Appoint a seven -member task force to evaluate business development efforts/Mayor Wood (pulled by Tann) Minutes of City Council Meeting March 22, 1994 Page 3 of 7 Pages Tonn asked to hear the what the task force is being appointed to do. Hart explained that this task force is to be an outgrowth of the Team Tourism Committee to look at the strategic goals of the Convention and Visitors Bureau, the Chamber of Commerce and the Georgetown Industrial Foundation and to coordinate and possibly merge the efforts with regard to economic development and tourism. The agenda item cover sheet for this item listed the proposed members of the Task Force. Wood pointed out that only six members were listed for this proposed seven -member group. Hart said the name of Marvin Waley, President Elect of the Chamber of Commerce had been inadvertently left off the list when the agenda item cover sheet was prepared. Motion by Tonn, second by Vincent to approve the six members as listed on the agenda item cover sheet and the addition of the name of Marvin Waley as the seventh member. Approved 5-0. P Authorize the staff to contract with Kirkham, Michael and Associates to conduct a traffic impact assessment for the northwest quadrant of Georgetown/Bob Hart and Ed Barry (Pulled by Mayor Wood for discussion) Mayor Wood suggested that he would like to see input from the northwest subdivisions. Hart and Barry explained that Kirkham, Michael and Associates will bring back the actual traffic counts and suggest improvements with assessments on future development. The upcoming impact fee studies will generate land intensity investigations. Motion by Voltz, second by Vincent to authorize the staff to negotiate a contract with Kirkham, Michael and Associates. Approved 5-0. W Citizens wishing to address the Council There were no citizens who wished to address the Council at this time. X Mayor, Council, City Manager, and staff comments and reports ® Special Meeting on March 29 Hart explained the need to discuss several items, including: a Southwestern University Development Agreement, the Higher Education Finance Corporation, and Del Webb contract negotiations (executive session). ® Hart reminded Council of the Special Joint Meeting with the Parks and recreation Advisory Board on Thursday, March 24, at 6:00 p.m. in the Council Chambers. Minutes of City Council Meeting March 22, 1994 Page 4 of 7 Pages • Mayor Wood noted that the All America Cities application deadline is April 6, and asked Public Information Officer Ron Coleman to bring Council up to date on the progress of that application. Coleman reported that three meetings had been held with the other members of the committee, Laurie Born of Southwestern University and Rene Hanson, and that they were maintaining a proper schedule to complete and submit the application by the deadline. • Vincent announced that the Playscape Project was featured on the television show, "The Eyes of Texas" last Saturday evening. Mayor Wood commended Tom Swift and the other persons involved with the Playscape for accomplishing such a worthwhile task. • Wood asked Hart to organize a speakers' bureau to promote the revisions to the charter amendments. • Proclamation declaring April 17 as Crop Walk Day Tom Swift spoke about Crop Walk in place of Pastor David Mosser of the First United Methodist Church and Pastor Carol Gibson of the St. Johns Methodist Church. He introduced Lisa Breeding, Youth Minister at First United Methodist Church; Laurie Scott, new Director of the Caring Place, Ed Steiner of the Caring Place Board; and Patrick Chavez, a junior at Southwestern University and member of the Alpha Phi Omega Fraternity of Southwestern. Y Consideration of a resubdivision of Oak Crest Ranchettes, Unit II, Lots 9 and 10, located at 310 through 320 Oak Ridge Drive/Ed Barry and Hildy Kingma Kingma explained that the owner asked that this item be remanded back to the Planning and Zoning Commission for consideration before coming back to the Council on the April 12 agenda. Motion by Tonn, second by Bonner to remand the item back to the Planning and Zoning Commission. Approved 5-0. Z First reading of an ordinance to rezone the Knuckle Down Subdivision, a 2.34 acre tract in the Lewis Dyches Survey, located at 4411 South IH -35, from RS Residential Single Family to I Industrial/Ed Barry and Hildy Kingma Kingma read the ordinance and explained that the owners' intended use will expand the "grandfathering" of the zoning. She noted that the second reading would not occur until the final plat was ready to be filed. Motion by Tann, second by Bonner to approve the ordinance on first reading. Approved 5-0. Minutes of City Council Meeting March 22, 1994 Page 5 of 7 Pages AA First reading of an ordinance to rezone a portion of 52.72 acres in the Nicholas Porter and Joseph Pulsifer Surveys from RS Residential Single Family to C -2A Commercial First Height, Restricted/Ed Barry and Hildy Kingma Kingma explained that this item and the next item were initiated by the plans for the proposed northbound IH -35 frontage road. She explained that on this item, the rezoning will leave a portion of the parcel of land in RS Zoning. She told Council that the property manager has requested a higher intensity option for that small portion of the property, but his request was too late for the notification to be distributed to the members of the Planning and Zoning Commission and then on to the City Council, so that portion will come back to Council at a later date. Council expressed concern about development possibly obstructing the view of the City from IH -35. Barry suggested that a restriction could be placed on the parcel, but City Attorney Banks advised that this would require renotification of the surrounding landowners. Banks will research the procedure for restrictive measures to protect the scenic view. Motion by Vincent, second by Curl to approve the recommendation of the Planning and Zoning Commission to rezone approximately 36.71 acres to C -2A Commercial First Height, Restricted and pass this ordinance on first reading. Approved 5-0. BB First reading of an ordinance to rezone a portion of 259.4 acres in the Nicholas Porter and Joseph Pulsifer Surveys from RS, Residential Single Family to C -2A, Commercial First Height, Restricted/Ed Barry and Hildy Kingma Mayor Wood noted for the record that the reverse sides of two letters from surrounding property owners had been inadvertently left out of the packet, but were supplied on the dial for Councilmembers. Kingma read the ordinance. Motion by Vincent, second by Tonn to approve the ordinance on first reading as recommended by the Planning and Zoning Commission. Approved 5-0. CC First reading of an ordinance to rezone Riveroaks of Georgetown Office Park Subdivision from RS, Residential Single Family to C -2A, Commercial First Height, Restricted/Ed Barry and Hildy Kingma Kingma read the ordinance. Motion by Tonn, second by Bonner to approve the ordinance on first reading as recommended by the Planning and Zoning Commission. Approved 5-0. DD First reading of an ordinance to extend the City's Subdivision Regulations from the current expiration date of April 30, 1994, to a revised expiration date of July 31, 1994, and recommended revision to the Subdivision Regulations/Ed Barry and Hildy Kingma Minutes of City Council Meeting March 22, 1994 Page 6 of 7 Pages Kingma explained that the Planning and Zoning Commission requested more time to study the proposed revisions. Barry explained that part of the delay was also because of the need to add the updated fireflow standards. There will be a public hearing on April 7 regarding the proposed revisions. Kingma read the ordinance. Motion by Tonn, second by Curl to approve the ordinance extending the expiration date of the current regulations from April 30, 1994, to July 31, 1994. Approved 5-0. EE First reading of an ordinance adding one member and one alternate, and a residency requirement to the Electrical Examiners Board/David Hall and Ron Coleman Voltz commended the Electrical Examiners Board for their participation in improving and protecting the quality of life in Georgetown, and for their presentation to the Council at the Joint Meeting by suggesting ways to alter the Board in order to help it serve the City better. Hall read the ordinance. Motion by Voltz, second by Tonn to approve the ordinance on first reading. Approved 5-0. FF Consider a contribution to Project Graduation/Bob Hart Hart reminded Council that a donation of $500 and free use of the Community Center, City Swimming Pool, other recreation equipment and paid support personnel has been contributed for the previous two years to assist Parents for Pride in hosting a chemical -free party for the high school seniors on graduation night. Motion by Voltz, second by Bonner to approve the same donation for this year. Approved 5-0. GG Final comments and evaluation of meeting process. Mayor Wood reviewed a letter he had received from Weir Mayor Mervin Walker, thanking the City of Georgetown for the donation of a fire truck.
