TUESDAY, MAY 31, 1994
The City Council of the City of Georgetown, Texas, met in special session on the above date
with Mayor Leo Wood presiding.

Regular Session --Called to order at 5:10 p.m.
A Consider authorizing the Mayor to execute a development agreement concerning a
proposed subdivision and construction of a master -planned community by Del E. Webb
Development Co., L.P./Bob Hart and Marianne Banks
Hart showed Council the drawing of the Concept Plan for the proposed Sun City
and covered the key elements of the development agreement. The project will
consist of 6500 homes and 3 golf courses. It is expected to provide 500 jobs for
the area and add significantly to the tax base. The City of Georgetown will
acquire the area by strip annexation which will be phased over 10 to 15 years.
Hart explained the development agreement and noted five exceptions to the
current Subdivision Regulations. He recommended that Council accept the
agreement subject to: 1) the City Attorney's approval of the language in the
agreement; 2) a resolution to the water distribution controversy with Chisholm
Trail Special Utility District, and 3) negotiation of transportation fees.
Vincent asked for the expected timeframe for the report on the traffic impact
analysis (TIA). Hart replied that he expected to have the results back for the June
14th meeting. Wood asked if their were any major differences to be expected in
the TIA. Hart responded that the TIA is a "big unknown" for both parties. Hart

advised Council that the fees to be charged could only be spent on the Del Webb
Development. Curl asked if a decision had been reached regarding the special
entrance style requested by Del Webb. Hart replied that there would be an
information booth at the entrance to the Sun City project, but no mandatory
stopping would be required. Wood asked if there would be a full-time security
person at the booth. Del Webb Vice President Jack Gleason replied that during
the day the person in the booth may be a volunteer resident, with a security guard
on duty at night.
Wood noted the presence in the audience of Chamber of Commerce President Tim
Harris, President -Elect Marvin Waley, and Executive Director Karen Stearns.
When asked if they cared to comment regarding the Del Webb Development
Agreement, they declined except to indicate a very positive response.
Motion by Curl, second by Tonn to accept the proposed Del Webb Development
Agreement with the exception of the three items mentioned earlier by Hart, being:
1) the City Attorney's approval of the language in the agreement; 2) a resolution
to the water distribution controversy with Chisholm Trail Special Utility District;
and 3) negotiation of transportation fees. Approved 4-0. (Arroyos, Bonner and
Voltz absent)
Gleason commended City staff for their protective but helpful attitude. He said
they were very well prepared.
Wood expressed Council's desire to make the agreement work to achieve the
development of the Sun City project for Georgetown.
