Council Members Present: Ferd Tonn Mike McMaster Jane Voltz Dick Vincent Winfred Bonner George Arroyos Staff Present: Bob Hart, City Manager Marianne Banks, City Attorney Sandra Lee, City Secretary Larry Hesser, Chief of Police Randy Morrow, Dir. of Parks & Recreation Ed Barry, Dir. of Dev.Services Jim Briggs, Dir. of Community Owned Utilities Susan Morgan, Dir. of Finance & Admin. Hartley Sappington, Dir. of Comm. Services Workshop --Called to order at 5:35 p.m. A Council Retreat follow-up Council Members Absent: Doris Curl Clyde von Rosenberg, Chief Planner Terry Jones, Purchasing Agent Ron Coleman, Public Information Officer Sheree Rabe, Assistant City Attorney Mickie Rundell, Accounting Supervisor Hart asked Council if there were any other items they wished to discuss in regards to budget priorities, and advised Council to let him know soon if they wished to add any more "ends." B Discussion of Texas Department of Transportation Project on IH 35 from RM 2243 in Georgetown to FM 2001 in Hays County Ed Barry and Clyde von Rosenberg informed Council that they will request of the Department of Transportation that the study extend north of Leander Road (RM 2243) to Highway 195. It will also be suggested that the landscaping similar to that already in place be continued in this section also. Barry also said that a request would be made to include some unique "entryway" signage for Georgetown. Minutes of City Council Meeting June 14, 1994 Page 1 of 7 Pages C Discussion of Cable TV regulatory ordinance Council heard from Director of Williamson County Cablevision, Dale Hoffman, regarding his request to have the Council rescind their original action with the Federal Communications Commission. Council asked that the item be brought back to the next meeting as an action item. D Texas Utilities rate modification request Hart reviewed with Council the proposal by TU Electric to increase their rates in the dual certified areas, and advised Council of their options in this regard. Hart suggested that Council suspend the current rates for 90 days and advised Council that this option is offered as an action item on the Consent Agenda at this meeting. Regular Session --Called to order at 6:30 p.m. E Public Hearing regarding the parking and/or time of use restriction at Blue Hole Park Morrow reviewed for Council and interested citizens the site plans for the park area. Voltz asked Banks about preferential parking for residents. Banks agreed that signage and instructions to jurors at the Courthouse Annex could be initiated once the vehicle access into the park is denied. Parks Board Vice Chairman Harold McDonald told Council that there had been 92 vehicles inside the Park last Sunday. He reviewed with Council that the Parks Board is recommending that the park be closed except to emergency vehicles; that two emergency phones be installed in the park; that the road be removed from intersecting the cemetery; and requested that the Council purchase nearby land for parking. Councilmember Bonner stated that many of the people in the area of Blue Hole were born and raised there and feel that the denial of vehicle access is being used to "destroy the black neighborhood." He spoke of plans by developers to sell water -front lots, and said the people do not want a hike and bike trail in the park because they feel it would be dangerous. Wood replied that the lots adjacent to the river are part of the Urban Renewal Program, are owned by the City, and would not be sold to individual developers. He also reminded Bonner that during the public hearings on the Century Plan Parks Functional Plan, the subject of closing the park to vehicle traffic was discussed. Wood invited comments from the audience. Mrs. Jean Jackson agreed with Mr. Bonner and asked that the road not be closed. She visited the Blue Hole last Saturday, and feels that closing the road will not solve the problems. She is afraid Minutes of City Council Meeting June 14, 1994 Page 2 of 7 Pages of the people who are currently using the park and does not want them parking their cars in front of her home and walking through her neighborhood to get to the park. Wood asked for a show of hands for closing the road or leaving it open. More people in attendance wished to leave it open. Wood asked for Council comments. Vincent said all the parks in Georgetown are for all the residents in Georgetown. He feels that the constant vehicle traffic needs to be cut back and would like to see a process developed for dealing with the problem. McMaster stated that he thinks the road should be closed. He also stated that parking should be closer than the lots around the Courthouse Annex. Arroyos stated that he feels the issue is "deeper" than is being discussed. He thanked the citizens for coming out to make their wishes known, and would like for the immediate neighborhood surrounding the park to be able to enjoy it. He would like to somehow investigate who currently uses the park. He said he rode with the police patrol last week and was surprised at the number of incidents that occurred in the park involving people who were not citizens of the area. Bonner asked if the flow of traffic into the park could be reversed. Wood reviewed with Bonner that he was not interested in a parking lot or closing the road, but would prefer to reverse the traffic flow. Wood asked the Parks Board to work with Police Chief Larry Hesser about changing the direction of the traffic flow and acquiring additional parking for the Blue Hole area. Bonner will get people from his area (not to exceed 5) to work with the Parks Board and respond back to Council at the second meeting in July. Arroyos asked how this issue impacts the Community -Oriented Policing Program. Hart will have Chief Hesser work with the committee composed of Parks Board members and Blue Hole area residents. Approved 6-0. (Doris Curl absent) Regular Agenda V Citizens wishing to address the Council Ms. Kathy Senkel of 200 Burning Tree distributed to Council a packet of information, submitted a petition of 92 names, and requested that Council issue a youth curfew in Georgetown. W Mayor, Council, City Manager, and staff comments and reports Mayor Wood recognized two Boy Scouts, David Houck and Jonathan Applewhaite, working on a communication badge. • Subdivision Regulations Meeting Reminder - June 15, 1994 ® Best Tasting Water Regional Award Briggs showed Council the trophy that Georgetown won for the second consecutive year in recognition for successful operation of the water treatment plant and water distribution system. ® Wastewater Treatment Operation and Maintenance Award - Honorable Mention Briggs told Council that this is the third year they have won this award for excellence. This year they tied with the City of Pflugerville. Mayor Wood congratulated Briggs, the staff at Community Owned Utilities, and the staff at Operations Management International. Vincent thanked Council for the contribution to the Georgetown Information Volunteer Exchange (GIVE) Program, and announced that the GIVE Board will hold a Grand Opening at the Simpson Building on July 12 at 5:00 p.m. Voltz asked for time on the next Council Workshop to update the Council on the progress on the Historic Preservation/Urban Design Plan. X Approval of an amendment to the Sleeping in Public Place Ordinance for special events/Second Reading/Randy Morrow Morrow read the caption only on second reading. Motion by Tonn, second by Bonner to approve. Approved 6-0. Minutes of City Council Meeting June 14, 1994 Page 5 of 7 Pages Y Approval of an ordinance amending the 1993/94 Annual Operating Plan Element (Budget) for various mid -year adjustments as outlined at the May 24, 1994 Mid -Year Review Report to Council/First Reading/Susan Morgan Accounting Supervisor Mickie Rundell read the ordinance. Motion by Tonn, second by Vincent to approve the ordinance on first reading. Approved 6-0. Z Resolution expressing a route preference for MOKAN Roadway -State Highway 130/Bob Hart Hart explained that the Texas Department of Transportation requested that Council give them flexibility for design, but also requested that Council express their preference for the route, whether there would be a railway in the center, and whether the design would be for a parkway or a freeway. Motion by McMaster, second by Tonn to approve the resolution which expressed a preference for the route, the railway in the center, and a parkway design. AA Approval of an ordinance authorizing the sale of $1,750,000 Combination Tax and Revenue Certificates of Obligation Series 1994/First Reading/Bob Hart and Susan Morgan Morgan recognized Monty Nitcholas of First Southwest Company and Carol Palumbo of McCall, Parkhurst Attorneys. (Morgan stated that this ordinance would be read in caption only due to fulfilling the requirements in the recently adopted charter amendment.) Motion by Vincent, second by Arroyos to approve the ordinance on first reading. Approved 6-0. BB Approval of an ordinance amending Chapter 4.08 "Authority of the City Manager to Contract" of the Code of Ordinances of the City of Georgetown authorizing the City Manager to contract for all expenditures of less than $15,000.00 and affording local preference for those expenditures/First Reading/Susan Morgan and Terry Jones Voltz pointed out that the State allowed cities to pass this ordinance and that it had been included in the recently adopted charter amendments. Vincent asked that whenever possible, the local bidder would be chosen, but understood that the City is bound by state law to take the lowest bid. Motion by McMaster, second by Voltz to approve this ordinance on first reading. Approved 6-0. CC Appointment of one member to the Convention and Visitors Bureau/Mayor Wood This item was pulled.
